17.01.2022 Let’s be united as Sri Lankans to defeat Covid Proposals by NPP For the third time, the spread of the COVID 19 pandemic has intensified in Sri Lanka. Since Ap...ril 19, more than 5,000 infected cases have been reported. Cases of infection have been reported from several parts of the island; mainly from Kurunegala, Gampaha, Colombo, Kalutara, Galle, Kandy and Moneragala. The Ministry of Health and the Government are taking various measures to combat the pandemic. Although the spread of the disease started in early April throughout the region; from: India, Bangladesh, Nepal to Thailand, notwithstanding this increased travel took place during the Sinhala-Tamil New Year, many did not follow the appropriate safety instructions for preventing COVID 19. Compounding this was the non-implementation of the regulations. This resultedin the spread of the pandemic. This was not unique to Sri Lanka, it was a common outcome of countries pursuing neo-liberal policies, especially India, Ignoring medical advice their leaders opened up their countries for business activities, following the Trump Theory and took limited action to prevent COVID 19 which resulted in the current unprecedented outbreak. However, countries that gave priority to controlling the pandemic even under difficult circumstances are still managing the global pandemic to a certain extent. Leading the way are New Zealand, Australia, Vietnam, Kampuchea, Thailand and Singapore. Nevertheless, in Thailand and Vietnam, the number of cases has risen quietly since April. Sri Lanka, which has once again experienced a sharp rise in the number of infected cases, as happened in last October is facing the same crisis over and over again. Everyone knew that vaccines would be available for use by the end of 2020, and many countries were on waiting lists for buying vaccines for their populations. For example, Israel quickly obtained vaccines and inoculated more than 60% of its population and is now relaxing at least the need for wearing face masks outdoors. We in Sri Lanka wererelying on various smoke pots, honey and divine miracles to solve the crisisand allowedtouriststo comein to the country as it is for many their only source of income.Thus, unnecessarily allowing various strains of viruses to flow into the country and at the same time paradoxically proclaiming: "It’s we who did the best." Now we all have to suffer the consequences. We still have a limited number of hospitals reserved for the infected, transferring patients to various parts of the island, and the authorities are failing to provide the public with accurate data on the daily number of infected cases reported. Still relying on a single laboratory to identify virus strains; overly reliant on the free vaccines provided by world powers; behaving irresponsibly on various festive occasions; and enjoying the benefits of the open economy to the full. Yet, we have still been unable to provide the 2 doses of the vaccine received free, to the health workers. In facing such a serious global pandemic, we still have not understood how unwise it is to keep saying: how can we shut down the country? We are a developing country. How do we allow our businesses to collapse? In facing an epidemic, it is not possible to adopt pre-planned measures. In such a situation what needs to be done is to have a team trained to control pandemics, analyze the data received daily and weekly, take the necessary action in a timely manner, educate the public on the measures they propose, make them understand the basis on which those decisions have been made, and to get them to adapt those measures. It is the responsibility of the professionals/officers who receive their salaries from the people to explain to the people the decisions that are taken on behalf of the people of a country and the scientific basis on which those decisions were made. Only then can the support of the people be obtained for the proposed measures. It may be too late for us to realize that we cannot cope with the pandemic without the assistance of all. The government’s primary responsibility and duty is to ensure the protection of businesses as well as the protection of the people who contribute to those businesses. Ifthe primary and sole duty of a government is to protect businesses, then there is no need of a government, as the businesses themselves are well equipped to deal with the pandemic. It is likely for the spread of the virus to continue with mutating into new strains in the future and it is not so easy to make accurate forecasts. It is not very wise to keep high hopes regarding the vaccines either. What needs to be done is to obtain safe and adequately effective vaccine or several vaccines in the required quantities, provide vaccines to the risk groups properly prioritized, and control the COVID 19 in the country by preventing the arrival of infected people from overseas, until the pandemic is brought under control globally. Everybody united as Sri Lankans can overcome this challenge by imposing necessary travel restrictions to prevent people from getting infected, avoiding opportunities where people can come together, and providing the necessary facilities to adhere to essential health practices. Propositions of the National People's Power (Instantaneous Action to be taken): 1. Providing the 2nd vaccine to all health staff as a matter of urgency, supplying them with the necessary safety equipment, accessories and other necessary facilities, and through them making necessary arrangements to provide required treatment to the victims of the pandemic and control the spread of the infection. 2. After confirmation of the safety of health workers, providing basic treatment to COVID 19 patients with symptoms appearing and those with symptoms identified via PCR tests, as done to all patients under normal circumstances; directing those who need further treatment after the Primary hospital care, to secondary and tertiary hospitals. By this means one can reduce the reluctance of individuals to present themselves for PCR testing and treatment for COVID 19 can be made more effective. Asymptomatic people can be still cared for at treatment centers or at home when facilities are available. 3, maintainingthe therapeutic servicesoptimally by providing all the medicines, equipment, oxygen and services required to treat patients. 4. Further strengthening the needed testing activities by providing relevant PCR kits and other equipment; development of laboratory facilities at the University of Jayewardenepura for identifying new viruses and taking action to obtain maximum results therefrom. 5. Deploying all public health staff throughout the country, to streamline the monitoring process and PCR testing and thereby identifying the groups at most risks and thereby strengthening the disease prevention process. 6. Analyzing at respective Medical Officer of Health, District and Provincial levels, the pertinent data and information collected country-wide, relevant to the spread of infection and taking appropriate action in each area.
