23.01.2022 NQLC OFFICES REOPEN Due to the easing of coronavirus (COVID-19) restrictions across Queensland, all fixed NQLC offices have now reopened for business. The health and wellbeing of the Traditional Owners of our region remain our top priority, therefore NQLC will continue to utilise video and phone conferencing facilities as a first preference for meetings. ... For small essential gatherings, meetings or training, numbers will be limited to enable all participants to keep at least 1.5 metres apart and with 4 square metres of space per person. A health and safety checklist is required to be completed and all participants will be required to use personal protective equipment provided by the NQLC. Until we are instructed otherwise, larger in-person gatherings, meetings or training will not be taking place. We would like to thank our Traditional Owners, clients and stakeholders for their patience and support as we continue to navigate through this health crisis. 23.01.2022 MEDIA RELEASE PALM ISLAND MAYOR ANNOUNCES TRAVEL RESTRICTIONS TO EASE FROM JUNE 12.

22.01.2022 Today marked a historic moment for the Traditional Owners of Yirrganydji Country in Far North Queensland. Approximately 2.5 hectares of land (Lots 1 and 2 on SP309094) in Wangetti was handed over to the Wangetti Aboriginal Land Trust in a ceremony held at Wangetti. With Yirrganydji Elder Dr George Skeene OAM as Master of Ceremonies, the Yirrganydji Rangers opened the ceremony with a traditional dance. Elder Ms Jeanette Singleton gave the official Welcome to Country, and share...d with the audience the breast plate of her Great Grandfather Billy Jaegar, whose country was from (what is now known as) Cairns City through to Port Douglas. The breast plate had been taken by a United States Marine after the second world war but after 60 years in North Dakota, the breast plate was returned to the family in 2005. Today’s land handover is the second for the Yirrganydji people. A parcel of land was handed back to the Yirrganydji people in 1998, after Ms Singleton, with the assistance of Mr Colin Enoch and Dr Skeene, commenced the process in 1992. A portion of that land was subsequently relinquished to Hartley’s Crocodile Farm, with whom they have had a partnership since. Mr Colin Enoch, Chairperson of the Wangetti Aboriginal Land Trust, hopes to work in partnership with Wangetti’s existing community to improve the local infrastructure. He also hopes to establish a ranger base and a multipurpose community cultural centre on the land granted today. The Honourable Craig Crawford, Member for Barron River, officially handed over the formal titles to Yirrganydji representatives Ms Singleton, Mr Enoch and Dr Skeene. From today the Wangetti Aboriginal Land Trust will be recognised as the legal owners of the land under Queensland’s Land Tenure System. The handover of this land as Aboriginal Freehold to the Yirrgandji people provides social wellbeing and economic opportunities for present and future generations. It is also an area of great importance to the Yirrganydji women. There were several heartfelt speeches from Yirrganydji people and the owners of Hartley’s Crocodile Farm, who opened the park today to all audience members to come and enjoy free of charge. The North Queensland Land Council wishes to congratulate the Yirrganydji People on this momentous achievement.



22.01.2022 Today, the 3rd of June, we commemorate Torres Strait Islander Eddie Koiki Mabo and his role in the High Court decision of Mabo v Queensland no.2. On 3 June 1992 the High Court of Australia overturned the terra nullius declaration - that Australia was once land belonging to no-one. It allowed for Aboriginal and Torres Strait Islander people to have rights to their land. Since that day, there have been a further 496 native title determinations. Eddie Koiki Mabo did not live to... see the landmark decision, passing only months earlier in January 1992. Today, let’s acknowledge the great Mr Mabo. And all he has helped us achieve in native title this last 28 years.

21.01.2022 Newsflash: Good news for Palm Island Confirmation from Qld Government just received that relaxation of restrictions to and from Palm Island for residents and f...amily members will apply as biosecurity determination ends for declared communities. A new State based system will apply from June 12. Mayor Sam said he was pleased his call to see restrictions lifted for residents had been listened to. And that all necessary planning had been done by council and stakeholders to ensure residents could travel from tomorrow on the extra services while remaining safe and healthy. All travel arrangements and extra services for June 12 to 15 remain unchanged to and from Townsville and Palm Island. Recreational boating and fishing now permitted from Saturday within the declared travel zone for residents. No fishing applications required from Saturday. More details to follow

The Declared Travel Zone for the Yarrabah determined area is as follows: Cairns Tablelands Mareeba Douglas Cassowary Coast (includes Innisfail) What does this mean: The current management for access exemption passes which was managed by the Yarrabah LDMG will cease as of 12:00 AM tonight. All queries and applications will be dealt with by the Chief Health Officer. Resident of Yarrabah will have unlimited access into the area identified as the Determined Travel Zone. Family who live outside of Yarrabah, but within the Declared Travel Zone, and wish to visit family will be allowed to travel into community - there is a requirement for visitors to have on their person a 'Remote Community Pass' (link will be posted on our website and social media from tomorrow 12/6/20. People travelling through the vehicle check point are encouraged to carry ID - drivers license etc. The Vehicle Check Point will remain in place and Police Officers will continue to manage the check point. CSIRO and the National Native Title Council are working with Western Yalanji Aborig...inal Corporation on a project to learn how we can support and build Indigenous capabilities to attract investment to new on-country Indigenous tourism and related enterprises. One part of this project will look at the types of cooperation between WYAC and its members to help WYAC members set up their business on country. We will call this cooperation the ‘Western Yalanji Hub’. If there is a ‘Hub’, it will mean that WYAC can provide some types of support services or resources to the individual businesses. This cooperation can help when there are a lot of small business operators or when the market is difficult to reach. We would like to work with you to know if a ‘Western Yalanji Hub’ will be useful to WYAC members, and if it is, what will it do and look like. To help us do this, we have asked some contractors, who are working with a WYAC member, to talk with the Western Yalanji community to find out: 1. Are there Western Yalanji people who want to set up tourism or other businesses on their country? 2. What these business ideas, plans or goals are. 3. How far they’ve come to set up their business (planning only, have set partners, or already running a business). 4. What do they need for the next steps of setting up their business? 5. The revised date by which the NQLC was to hold its 2019 AGM was to be no later than 30 June 2020.... Many members will know from correspondence earlier in the year that the Board of NQLC is proposing to restructure the NQLC’s current governance model and corporate structure. This is in order to accommodate new economic development and community service functions for the NQLC. However due to the restrictions implemented as a result of the coronavirus (COVID-19) outbreak, community engagement and the proposed Land Summits in Townsville and Cairns were unable to take place. To ensure the most effectual outcome, the NQLC Board applied to ORIC for a further extension to the date of the 2019 AGM. The date by which the NQLC Board is now proposing to hold its 2019 AGM is no later than 30 November 2020; holding both the 2019 and 2020 AGM in the same sitting. On 30 June 2020, NQLC received confirmation from ORIC granting the above request. NQLC will hold its 2019 and 2020 AGM in the same sitting no later than 30 November 2020. 03.01.2022 The below article appeared in The Australian on 24 June 2020 in relation to the Indigenous Cultural Heritage Communique, of which NQLC is a signatory. ----------------------------------------- ALLIANCE FORMED TO PROTECT INDIGENOUS HERITAGE... - 9:02PM JUNE 24, 2020 Australia’s most powerful land councils have joined indigenous leaders across Australia to try to force a moratorium on mining and other works that place cultural heritage sites at immediate risk. The new alliance - which includes the Cape York Land Council, the Northern Land Council, the Kimberley Land Council, the National Native Title Council and acclaimed academic Marcia Langton - is demanding Commonwealth, state and territory governments work with it to overhaul heritage laws. It says they are balanced in favour of industry at every level. The NSW Aboriginal Land Council, which has 25,000 members, helped form the heritage alliance of 15 organisations at a crisis meeting last week. Representatives from each group discussed the deal that allowed Rio Tinto to blast the 46.000-year-old Juukan caves in Western Australia’s iron ore region in May. NSW Aboriginal Land Council chief executive James Christian said the WA law that allowed the destruction of such an important site was a disgrace and he did not have confidence that promised replacement laws could give traditional owners equal footing with miners. But he said the way heritage laws worked in practice was problematic across the nation. Traditional owners got a seat at the negotiation table but not the right to say no. It’s time for them to understand our distress, our hurt and our concern and work with us, Mr Christian said. While the Pilbara is currently hitting headlines it is only the tip of the iceberg - governments across the political spectrum over many years have barely cared enough to protect Aboriginal heritage. The national alliance is calling on all Australians to send a very clear message to government that enough is enough. We are calling for an urgent review of heritage legislation at Federal, state and territory level. We are calling for a moratorium on any works that could impact Aboriginal cultural heritage. It is really imperative that governments - Federal and state and territory - sit with us and design improvements because it will require a unified approach. The Commonwealth government clearly does have to stand up here and show some strong leadership ... we have to be treated as equal partners and they need to show goodwill by adopting the moratorium because in the meantime there could be further significant sites that are impacted or destroyed. Mr Christian said the alliance was ready to work with industry.
