13.01.2022 The Independent Panel has provided its Final Report on management of the 2020 Northern Basin first flush event. The Panel found the event achieved some wonderful outcomes for the environment and communities in need, but important lessons were learned to better manage such events in future. Findings included: A substantial portion of the inflows were protected from extraction and either replenished the northern valley systems or passed through to the Barwon-Darling River. On...ly 7% was extracted by water users in NSW. Management of the first flows was both an explicit and courageous effort to achieve connectivity within and between otherwise ephemeral and intermittent water sources in the NSW Northern Basin. The Northern Basin is not a system where natural inflows would ever provide for permanent flows and connectivity - even without extraction or infrastructure." NSWIC called for first flush events to be embedded in the regulatory framework to provide certainty and transparency for all stakeholders. We are pleased to see the Panel make this recommendation. If we can improve the way water is managed coming out of extreme droughts, better outcomes can be achieved across the entire system in future. 12.01.2022 Last Friday, Federal Water Minister Keith Pitt announced important changes to the Basin Plan. As the Minister said: Of the water recovery required, well over 95% has already been recovered. The heavy lifting has been done. The reality is, that through a lot of heavy lifting, we are very close to the finish line. Basin communities who live along these rivers have known change is needed for a long time, and it is a relief to see decision-makers catching up.... The Basin Plan was always intended to be adaptive, to respond to new knowledge and science. We are in a better position now to know how to best manage this precious resource, than we were in 2012 when the Plan commenced. Multiple reviews and inquiries stand behind the announcements.
