We are aware Strata dwellings are continuing to expand in number in all suburbs as part of Go...vernment Policy to increase housing density near town centres and along transport corridors. Already we can see signs of these developments as residential buildings in excess of 6 stories and as high as 20+ stories are becoming evident in areas such as Belconnen, Kingston/Barton, Woden, Gungahlin, Dickson, Braddon, Tuggeranong and the new suburbs in Molonglo. The stated Government objective is to have 60% of Canberras dwellings as strata as a means of reducing government infrastructure costs and as seen recently to increase their revenue in Rates and Land Taxes. The cost decreases and the revenue increases are debatably contradictory. The Barr/Greens government have also highlighted they currently intend to continue with these aggressive rates and taxes increases on the strata sector for the next 2 years. The Owners Corporation Network (OCN) of which I am President has joined with several other organisations and individual citizens to promote and lodge a Petition to the Legislative Assembly to address this issue. 18.01.2022 Petition update Submissions Acknowledged and Next Steps Gary Petherbridge... Australia Mar 31, 2018 After checking with some of our group that made submissions, I understand the Public Accounts Committee did send acknowledgements of receipt. If you made a submission and you did not receive an acknowledgement please let me know and I will follow up for you. The next steps involve the Committee Vicki Dunne (Chair), Alistair Coe, Bec Cody and Michael Pettersson meeting and working on a report with recommendations. This should involve interviews with some of the submission providers. I intend to follow up with Alistair and Vicki relative to these next steps. The report is due by the end of May. ABOUT: With the ACT Budget returning to surplus, it is important to analyse how the surplus was achieved; what are the drivers of the improvement in the operating budget; and what notable accounting practices affect the budget ...outcome. It will also be of interest to discuss the economic and financial outlook for the Territory. This Institute for Governance and Policy Analysis (IGPA) Canberra Conversation Public Lecture will examine the prospects for the ACTs economy, budget and finances. The event is jointly convened by Professorial Fellow Jon Stanhope AO and Adjunct Professor Dr Khalid Ahmed PSM. ADRIAN MAKEHAM-KIRCHNER is an economist with more than 20 years experience in in the government, private and non-government sectors working as a consultant, researcher, political adviser, senior executive, board member, and as a business owner. Adrian formed Economic Intelligence in 2012 to help decision makers with complex resource allocation problems, drawing on skills in applied economics, data analysis, strategic thinking and complex policy and system design, in order to build robust evidence-based options for tough and sensitive resourcing choices. DR KHALID AHMED served in the ACT Public Service for 19 years, with around 10 years as Executive Director of the Policy Coordination and Development Division in Treasury. Over that period, he had been involved with the analysis of medium to long term fiscal policy issues, and development and implementation of major policy initiatives in the Territory. He had been involved with the preparation of the Territorys budget in a senior capacity for over a decade. He has also led expenditure reviews and the review of the ACTs taxation system including the development of the Taxation Reform Plan. Khalid was on the Affordable Housing Taskforce established by the ACT Government, and had the oversight and responsibility for the implementation of a range of initiatives of the Government to improve housing affordability. 13.01.2022 Access to the Corporate Register Is your manager telling your executive committee that it cannot have access to owners names, addresses, phone numbers and emails because the Privacy Act does not allow it? Their argument is totally wrong. See the OCN website at web.ocnact.org.au. But now you can also draw your managers attention to a recent ACAT case UT 1/2017. Presidential Member Elizabeth Symons ordered... 1. Pursuant to s. 129(2) of the "Unit Titles Management ACT 2011" and by close of business 13 March 2017, the First Respondent , Ian McNamee and Partners Pty Ltd provide to the Applicant in the amended Application, the Executive Committee of the Owners Corporation of Units Plan 930 an electronic copy of the Corporate Register, including e-mail addresses and telephone numbers, to enable the Executive Committee to notify unit owners of this litigation. It is obvious Presidential Member Symons could not have made that order if the Commonwealth Privacy Act 1988 precludes executive committees obtaining all the contact information that managers collect from owners. But some managers are still arguing that they are unable to give executive committees ready access to the members of the owners corporation. Other managers that want to work co-operatively with owners and residents make this information available without argument. You should make this one of the questions you ask when interviewing new managers. If they use the false argument that they cannot give the owners corporation its own information, you should not hire them. They have to give you the information when you sack them. So why cant you have it when they are your employee? Maybe the managers lobby group Strata Community Australia could finally reach a general policy position on this issue and all members agree to abide by it. This problem has persisted for many years.
