20.01.2022 As we emerge from lockdown, things are certainly looking up. And with our clients returning, Gov't incentives still rolling in and commitments deferred, our bank balances are looking pretty healthy. But is this a false sense of security?



18.01.2022 [Further advice on Stage 4 restrictions for metropolitan Melbourne] Optometry Victoria South Australia (OV/SA) met today (4 August) with Victoria’s Chief Alli...ed Health Officer and departmental representatives regarding the status of optometry under Stage 4 restrictions for workplaces, which are due to come into effect at 11:59pm on Wednesday 5 August. Under Stage 4 restrictions, workplaces in metropolitan Melbourne must close from 11:59pm Wednesday, unless they are part of a ‘permitted industry'. The intent of the Stage 4 strategy is to minimise movement of people and reduce current face to face interactions to 25 per cent of current levels. The restrictions state that health services can remain open with a COVID safe plan if they are Community based services which are based on a referral from a registered medical practitioner (General practitioner and/or medical specialist). This includes all clinical and allied health services. The restrictions also state that publicly funded health services (ie Alcohol and Other Drugs and other services) can remain open for on-site work with a COVID safe plan. OV/SA has strongly advocated that optometry is an essential service and that any requirement for a referral to access optometric care is not currently required and would increase the movement of patients, and therefore not meet the intent of the Stage 4 requirements. We've been advised that questions regarding allied health services are still being clarified by the Victorian government's public health team. As soon as we receive advice from government we will communicate this with members. However this is a dynamic and complex environment and the government has not provided a specific timeframe for when they can respond, although we anticipate an update in the next 24 hours. What should I be doing right now? In the meantime we encourage members to: Consider postponing appointments on Thursday and Friday that could be considered non-urgent and where postponing will not risk the patient’s health and wellbeing. Utilise Telehealth wherever possible. Implement the updated PPE guidelines (see below) where a face to face appointment must occur. Review the guidance for building a COVID-safe plan which is required for all permitted industries remaining open under Stage 4 restrictions. Apply an overarching principle of minimising movement wherever possible, both your own and that of your patients. Await further updates and guidance. Please be assured we share your frustrations around the implementation of these restrictions and are working tirelessly to keep you informed of changes as information becomes available. Updated PPE advice from DHHS this morning All healthcare workers in Victoria involved in treating patients must wear a Tier/Level 1 disposable surgical mask and eye protection. Masks and eye protection can be worn up to a maximum of four hours, unless damp/soiled or completing aerosol generating procedures. Gloves must be changed between every patient. Non-clinical staff (i.e. receptionists and practice managers) must wear a Tier/Level 1 disposable surgical mask whilst at work. Cloth masks are not appropriate. 15.01.2022 [Latest update on Stage 4 restrictions for metropolitan Melbourne] - 6 August 10 am We have received updated advice from the Victorian Government this mornin...g (6 August 10 am) regarding permitted workplaces during Stage 4 restrictions https://www.dhhs.vic.gov.au//Permitted%20Work%20Premises%2 This advice has confirmed that optometrists can continue to ‘provide services that prevent a significant change/deterioration in functional independence necessitating escalation of care (e.g. a requirement for specialist input/review, an increase in care needs and/or alternate accommodation, avoiding a hospital admission or emergency department presentation).’ This means that optometrists can provide urgent care and care that is necessary at this time to prevent deterioration of an established condition. We advise you to: use your clinical judgement in determining what face-to-face care is appropriate to provide postpone face-to-face services where doing so is unlikely to pose a risk to the patient’s eye health OR impact the patient's ability to function (work, drive etc) utilise telehealth wherever possible https://www.optometry.org.au//covid-19-clinica/telehealth/ cease routine recalls of patients and provision of routine care during this period The requirement for a medical referral for patients to access optometry care during Stage 4 restrictions has now been removed. 11.01.2022 [Latest update on Stage 4 restrictions for metropolitan Melbourne] - 7 August We want to remind members that optometry practices that are open in Stage 4 and... Stage 3 locations in Victoria are required to have a COVID Safe Plan by 11.59pm tonight (Friday 7 August). https://www.business.vic.gov.au//creating-a-covid-safe-wor Optometry Australia has developed a pre-filled template and supporting information https://www.optometry.org.au//covid-safe-plan-template-fo/ to help members develop their plan. Despite conflicting information on the Department of Health and Human Services (DHHS) and Victorian Business websites, we have confirmed this morning that ALL businesses remaining open in Victoria require this plan (not just businesses with 5 or more employees). Part of the COVID safe plan involves maintaining a register of every person who attends the workplace for a period of more than 15 minutes. This includes all workers (including sub-contractors) and any customers, patients or visitors permitted in the workplace (including cleaners after hours). A template Workplace Attendance Register can be downloaded from our COVID Safe Plan webpage. https://www.optometry.org.au//covid-safe-plan-template-fo/ Records can be kept electronically or in hard copy and should be kept for 28 days. You will have received separate advice today from AHPRA detailing that the current Stage 4 restrictions are focused on saving and protecting the lives of all Victorians through restricting non-essential movement across the state and are aligned to Victoria’s current State of Disaster. The AHPRA advice states that routine services are not permitted. If you are self-employed current advice is to sign both sides and print and take your AHPRA registration certificate with you. Regional Victoria is now at Stage 3 restrictions. The DHHS advice is that the restrictions for Stage 3 in Victoria are equivalent to the previous Stage 3 restrictions in place nationally. As a reminder, under the previous Stage 3 national restrictions there was no enforceable directive from the Australian Government regarding exactly which clinical services optometry should or shouldn't be providing. Based on advice from Australian Department of Health officials at the time, Optometry Australia advised members to: use their clinical judgement in determining what face-to-face care is appropriate to provide; ensure that patients with chronic conditions continue to access the care necessary to manage their conditions, and consider postponing other face-to-face services where this can be done without risk to the patient's health or well-being provide refractive care when there is a significant impact on ability to work or function. We appreciate that this has been a stressful week with delayed, confusing and conflicting information coming from a government which is doing its best in an unprecedented pandemic. Both from the same dealer, and the dealer did not advise our client of their status. Refer the 2 extracts below from the reports that we subsequently produced... In most states in Australia, except for NSW, it is legal for dealers to sell repairable write-off vehicles, but the write-off stat...us must be disclosed to the prospective buyer. For more information, it is useful to check with your state's relevant motoring authority. A repairable write-off has been assessed as uneconomical to repair. The vehicle identification number (VIN) or chassis number is recorded as a repairable write-off and the vehicle will only be registered if it: - is repaired - passes a safety inspection, and - passes a written-off vehicle inspection. And that tag of "repairable write-off" stays with that car for the rest of its days. Making it hard to secure finance, and creating problems when it comes to insurance, and resale. A repairable write-off may include a: - a motor vehicle that has been assessed as a total loss but is not a statutory write-off - a damaged motor vehicle that is not a statutory write off While there is no legal obligation for a dealer to disclose the history of a motor vehicle (unless specifically asked), it is an offence under the Australian Consumer Law for the vehicle to be misrepresented. Consequently, a dealer cannot misrepresent the vehicle in any advertising or during the negotiation process.
