06.01.2022 SMART METERS PROVING JUST HOW SMART THEY ARE AT SAVING WATER When level 3 water restrictions came into effect on 1 October 2019, Dubbo Regional Council (DRC)... began a program of procuring and installing ‘smart’ water meters in Council facilities throughout the region. Since 1 November, the smart meters have proven their worth by providing Council with pin-point accurate data on its own water use. At the time level three restrictions came into effect on 1 October, Council accounted for about forty per cent of the top one hundred water users in the region, said Mr Michael McMahon, CEO Dubbo Regional Council. It would have been totally irresponsible of us not to recognise this and take immediate remedial action. A number of Council-owned green spaces throughout Dubbo City and region were immediately reviewed and their watering operations significantly curbed or stopped. Additionally, Council undertook an immediate audit of its own water usage and began making significant changes across its operational and business arms to stem the flow of water it was using. At a time when we’re asking the community and business to ‘be wise with our water’, Council identified a number of areas where we could do the same, said Mr McMahon. Procuring and installing smart water meters at every Council facility means we now know exactly how much water is being used and when. If Council’s water use practices then need further review we can better monitor changes and improvements, or more to the point, know exactly how much water is entering a Council facility at any given time also ideal when identifying issues, such as leaks or excessive water use. For example, one significant Council owned and operated venue has been able to make a weekly water saving of around 99 per cent through a better understanding of how much water they were using and then adjusting their operational water use accordingly, said Mr McMahon. Smart meters really do provide us with such an accurate picture of our water usage which in turn allows us to make immediate and effective changes to conserve water. The smart meters are electronic devices that connect to the standard counter mechanism on a water meter and then transmit the usage data (including location and time) back to Council via third party software. Council recognises fitting similar smart meter devices to homes and businesses so the community could track and monitor their own water use would come at a significant cost. It’s a financial challenge that Council is seeking funding assistance for, with a view to see the region fully equipped with smart meters. If we can demonstrate to government that communities and businesses of the Dubbo Region are saving water as shown by recent daily water usage figures across the region while on level 4 restrictions then imagine how much more water we could save by giving people the ability to accurately track their own usage? said Mr McMahon. We think that’s a compelling case to seek some funding assistance to purchase and install smart meters for homes and business so people can be better informed on their daily water usage and empowered to better manage the 280 litres per person per day allocated under current restrictions. Smart meters would allow residents and businesses to check their current water usage ‘live’ on-line or via a third-party application on a mobile device. Council would also have access to usage data critical when identifying anomalies or issues, such as major leaks or faults throughout the region’s water and sewer network.
