19.01.2022 ACKNOWLEDGMENTS & TRANSFORMATIVE CONSTITUTION On September 16, Papua New Guinea will celebrate its 45th Independence Anniversary. The day not only signifies... the birth of a country but the birth of a ‘home-grown’ transformative Constitution that resulted from one of the most exhaustive and collaborative consultation processes globally: a true reflection of the 'Melanesian way'. Over the past 45 years, countless members of the society have engaged with and implemented the PNG Constitution - a document that has endeavoured to influence the nation's autonomy and development. While researching my law PhD thesis - which examined PNG’s rich constitutional history and the role and relations of the judiciary with the other arms of government under the Constitution - I had the honour of interviewing many people about the Constitution, its complex relations and recent constitutional crises. I am extremely grateful to everyone who generously shared their views and unique insights to my research, and want to acknowledge their contributions. Many of these agencies and people have, in various ways, been at the forefront of the continued process of nation-building over the years, something noteworthy as well on the eve of Independence. They include: - Sir Gibbs Salika, Chief Justice of PNG - Sir Julius Chan, Governor of New Ireland Province, former Prime Minister, a leader at Independence - Hon. Kerenga Kua, senior lawyer, Member for Sinasina Yongomugl District, Minister of Mining and Petroleum - Dr Eric Kwa, Secretary, Department of Justice and Attorney General - Legal and Policy Officers, Constitutional and Law Reform Commission - Legal and Policy Officers, Department of Justice and Attorney General - Staff and Officers at the National and Supreme Court Registry - Staff at the Office of the Legislative Counsel - Staff at the Ombudsman Commission - PNG - Samuel Kaipu, Law Lecturer, University of Papua New Guinea (UPNG) - Stephen Pokawin, Law Lecturer, UPNG - Aloysius Kanu, Law Lecturer, UPNG - Alois Jerewai, Senior Counsel, Jerewai Lawyers - Dr Henry Okolo, Political Analyst, National Research Institute Some people interviewed have opted to remain anonymous, so their names are not mentioned here but I am equally indebted to them. Others, while not available for the research, have also been influential indirectly including President John Momis of Bougainville (‘Father of PNG Constitution’) and certain Justices of the National & Supreme Courts whose judgements have provided much insights in the absence of relevant literature in the area. I am also grateful to Dr Jennifer Litau and family at the Pacific Adventist University for hosting me during my field research. The findings of my research points to PNG as intended to have a transformative Constitution and that governmental and power relations are to be defined by that vision. I hope the occasion of the INDEPENDENCE DAY will be an opportunity for us all to reflect on where the country is at on its transformative journey. HAPPY CELEBRATIONS

The Aus...tralia-PNG relationship remains one that is both special and enduring. It is underpinned by a shared history, geographic proximity, common strategic interests, deep community links, mutual respect, and cooperation. Hannah Brimstone and I had the privilege of living in PNG last year. We were both amazed by the country’s uniqueness. In this short video addressed to our Papua New Guinean wantoks, we share our stories, experiences and thoughts of PNG in Tok Pisin, which is one of the country’s official languages.
