24.01.2022 What is the primary RCC sample requirement? The primary requirement is that a lift joint is intact and in the middle of the sample. Its thickness only needs to be sufficient to lock one side of the sample in place and the shearing force to be applied on the other side of the lift joint. 24.01.2022 Why are we testing the lift joins in the Roller Compacted Concrete (RCC) at Paradise Dam? Because the lift joints are a plane of weakness and could lead to failure of the dam during flooding. We are undertaking more sampling and testing to gain additional data on the condition of the lift joints to determine suitable remediation measures. 24.01.2022 Working groups have been established by the Paradise Dam Industry Forum (PDIF) to ensure that industry has a defined input into the Detailed Building Case (DBC) that will determine the future of Paradise Dam. This month Working Group 3 evaluated off stream storage options that could replace any permanently lost capacity at Paradise Dam ahead of demand. As the future of Paradise Dam wont be known until the end of the DBC process in late 2021, the group has taken a worse-case ...scenario approach. They have considered three different storage categories new dams, raising of existing weirs and off-river storages. The group has recommended the following options for more detailed hydraulic, engineering and environmental assessment by Sunwater: - a dam on Degilbo Creek - raising Ned Churchward (pictured) and Bucca Weir, and - two gully type storages, a smaller and larger one, and one off-stream ring type storage. The group acknowledged that the DBC will need to consider the costs associated with lifting water into storages and returning it to the river. 21.01.2022 Sunwater has a collaborative working arrangement with the Department of Environment and Science (DES) in the Burnett Region to provide assistance to DES and authorised contractors during the nesting season of the critically endangered white-throated snapping turtle. Assistance includes providing safe access to the river from Sunwater riverside facilities for night time surveys and liaison with DES in the event turtle nests are sighted. Thirty turtle eggs recovered during the... current Paradise Dam essential works have been placed in a new turtle nest protective enclosure on the Burnett River downstream of Paradise Dam. This enclosure will protect the vulnerable eggs from predators such as foxes, wild pigs and goannas, during the incubation period. DES and WYLD Projects, a local organisation connecting indigenous youth with community and culture, will monitor the enclosure over the next few months until the eggs hatch. 16.01.2022 Paradise Dam Fast Fact: There are more than 600km of channel and pipeline and 13 pump stations in the Bundaberg Scheme, which supplies water to more than 1000 properties in the Burnett, Kolan and Isis regions.

16.01.2022 How are Announced Allocations (AA) calculated? The Announced Allocation formula takes into account all the water available in the storages. It first removes the dead storage volume (the water below the lowest offtake) and the storages losses (evaporation and seepage). It then allocates available water (useable volume) firstly to the high priority allocations and then reserves some water for high priority allocations for future years. Any water remaining is then shared to... the medium priority customers. Throughout the course of the year the AA is recalculated after inflows. AAs can only increase throughout the year, not decrease. The Bundaberg Water Supply Scheme existed prior to the construction of Paradise Dam. Paradise Dam created additional allocation in the Bundaberg scheme which now accounts for 38% of the total scheme allocation. Only 20% of the additional allocation created by the dam has been sold.

15.01.2022 Why dont we send the RCC samples overseas for testing? Using an international laboratory is not preferred as it would introduce additional transport risks of damaging the samples and increase the time to get results. Sunwater will not delay the testing as we are committed to providing laboratory certified results to Building Queensland by early 2021 and want to ensure that a solution for the dam is determined as soon as possible. ... 15.01.2022 A combined meeting of the Paradise Dam Community Reference Group and Paradise Dam Industry Forum was held yesterday. These groups are in place to facilitate two way communication with community and irrigation industry representatives. Sunwater explained that work at the dam in coming weeks and months will be largely weather dependant. We will continue to work as long as possible, but need to remain flexible and open to the possibility of conducting the concrete pours for th...e new crest in stages, and some activities may need to be completed after the wet season. The Queensland Inspector General Emergency Management and Bundaberg Regional Council provided an update on emergency preparedness. Members heard from Trilab, the laboratory where testing is underway on the Roller Compacted Concrete samples extracted from the dam. NCEconomics shared early feedback from the water demand survey, which had an impressive 250 responses. They also heard about the results of a community and stakeholder survey. 14.01.2022 Sunwater has today received approval from the Federal Government to amend the required conditions under the Environment Protection and Biodiversity Conservation (EPBC) Act 1999. This was the final approval required in order to commence the Essential Works. The Essential Works will now commence on Monday 25th May. This project will reduce the risk to the downstream community while we work on the longer term remediation of the Dam.

14.01.2022 Bundaberg water allocations announced Bundaberg growers will enter the next water year with more confidence following the release of the latest water allocations for the region. Sunwater today confirmed that medium priority allocations for the Burnett River sub-scheme are at 70 per cent for the beginning of the 2020-21 water year.... High priority water users in the scheme and all water users in the Kolan sub-scheme will again have 100 per cent of their allocation. Sunwater Executive General Manager Customer and Stakeholder Relations Cameron Milliner said the allocations are within range of those experienced over the last five years. Water security is important for the whole region, so it was critical to ensure availability was not adversely impacted while essential works are being undertaken at Paradise Dam, he said. The allocations have been maximised after Sunwater, the Department of Natural Resources Mines and Energy and customer representatives worked to secure a change to water-sharing rules. It is important to note allocations cannot decrease during the water year, Mr Milliner said. Allocations will increase during the water year following inflows. The priority remains community safety, and the current works to lower the spillway will provide short-term risk reduction while a longer-term remediation of the dam is designed and implemented. Sunwater is assisting a Building Queensland-led process that will provide further information on options for the future of Paradise Dam to the Queensland Government by the end of 2021. The options include maintaining the same dam height, raising the spillway to a level to be advised, or lowering the spillway further with extra alternative water supply options as required. The Queensland Government has committed to preserving the yield currently provided by Paradise Dam to the scheme, ahead of customer demand. In the meantime, Sunwater continues to work with local groups to ensure their feedback is captured in plans to further enhance water security in the region. We want to ensure Paradise Dam continues to provide long term water security and underpins economic prosperity in Bundaberg and the Burnett for generations to come, Mr Milliner said.

13.01.2022 The Paradise Dam project team is prepared should a wet weather event occur and a site demobilisation plan is in place which outlines activities to ensure equipment and workers are moved to safety as required. A second Addendum to the Paradise Dam Emergency Action Plan (EAP) has been made in consultation with the Local Disaster Management Groups to reflect the progress of the Essential Works. This takes into account the current conditions and understanding of risk to ensu...re public safety. Residents should continue to remain prepared and it is critical that all residents respond to evacuation alerts. As a result of the work to date, including lowering the wall, and installation of close to 600 steel anchors (to secure the upper half of the dam wall and RCC layers), the risk of dam failure is less than it was prior to the Essential Works. The concrete crest will further reduce the risk, and protect against damage to the dam. We have a large experienced team on site working hard to progress the Essential Works safely and as quickly as possible. If we experience a large flood event before the crest is constructed, we may sustain localised damage that requires temporary remediation works.

13.01.2022 The team at Paradise Dam has started trial concrete pours in preparation for construction of the 600 mm thick concrete crest. The crest construction will follow waterproofing and the final drilling and grouting of passive steel anchors up to 19 metres deep through the layers of roller compacted concrete. Weather permitting, the team will continue to work up to late December, and will be back in January to complete the final activities for the Essential Works.

10.01.2022 We have heard community feedback about the low water level at Mingo Crossing, situated upstream of Paradise Dam. Sunwater had to reduce the water level at Paradise Dam to facilitate the Essential Work to reduce the risk of a dam failure and this, together with persistent dry weather, has resulted in a lowered water level at Mingo Crossing. When visiting Sunwater’s storages please read the signs, beware of hazards, stay aware of your surroundings and enjoy our waterways safely.... Submerged objects such as tree branches, stumps, sharp rocks, loose or slippery rocks, sandbanks and debris are always present and can cause serious injury. Please be aware that the Old Mingo Bridge is currently submerged and crosses the Burnett River upstream of the Mingo Crossing boat ramp and just downstream of Mingo Bridge.

10.01.2022 Understanding Anchors When most of us think about an anchor we think of a heavy object thrown into the water to secure a boat in position. At Paradise Dam we have been talking about two different types of anchors: ... Passive anchors - we have recently completed work to drill and grout 600 passive steel bars (pictured), with a 32mm diameter, up to 19 metres deep through the Roller Compacted Concrete (RCC) layers. This anchoring helps secure the upper half of the dam wall and to strengthen the RCC lift joints against flood loading. It will also secure the new concrete crest in place. Post tensioned anchors - are being considered as one option for the next stage Dam Improvement Project. These are a much larger bundles of steel cables that could be installed vertically through the dam and into the bedrock to improve the dam’s resistance to sliding and overturning from the force that flood water places on the dam wall. The steel cables would be secured into the bedrock, stretched (tensioned) then locked in place at the top of the dam. 09.01.2022 Sunwater has upgraded the road to the Paradise Dam boat ramp to ensure safe access for recreational users with the lowered water level. There are no restrictions on recreational access during the Essential Works. North Burnett Regional Council runs the Paradise Dam Caravan Park. Bookings can be made by calling 4127 7278.

08.01.2022 The Paradise Dam Industry Forum (PDIF) and Community Reference Group (CRG) met on the 11th of August and received an update on the Essential Works at Paradise Dam. This video was shown at both meetings. It shows an Xcentric ripper breaking into the RCC (Roller Compacted Concrete). The dam was originally constructed by placing and compacting RCC in horizontal layers approximately 310mm thick, with lift joints between each layer of RCC. The RCC should be reasonably hard to b...reak through the full depth, similar to a lower strength structural concrete, including the lift joint, but as shown in this video slabs of concrete break away cleanly on a lift joint as the layer is penetrated by the ripper. This indicates that the layers do not appear to be bonded together properly. Detailed sampling and testing will be undertaken to accurately test the shear strength of the lift joints using an accredited laboratory apparatus and testing method. The complete set of results is expected to be available by early next year. The results will influence the scope of buttressing and/or anchoring improvements works, to follow the Essential Works, that will be required to strengthen the dam. The RCC weakness is just one of the three key failure risks at Paradise Dam. In order to fix the dam we need at address all of the failure risks.

08.01.2022 Meetings of the consultative committees were held last week to provide an update on the progress of the Essential Works and the testing and sampling to be done over coming months to inform the long-term dam remediation. Block samples of the Roller Compacted Concrete (RCC) will be taken from the secondary spillway, then the primary spillway, and sent progressively for shear strength testing at an accredited laboratory. The full set of results is anticipated to be available at... the end of this year and will be reviewed by our consultant engineers, the Technical Review Panel and Building Queenslands independent expert. The Chair of the Community Reference Group, Mike McKay (pictured on left), visited Paradise Dam last Friday. The Burnett Catchment Industry Forum has agreed to change its name to the Paradise Dam Industry Forum. The Chair of that committee, Stuart Armitage, also visited the dam last week to see the progress of spillway lowering to reduce the risk of a dam failure.

07.01.2022 Which experts have contributed to the RCC sampling and testing plans? Sunwater has developed a sampling and testing methodology for this work in consultation with national and international experts, including the project Technical Review Panel and TatroHinds, and considering recommendations developed by Rizzo International. Sunwater is currently progressing the following engineering tests: 1. geotechnical assessment 2. anchor trials 3. sampling and testing of the roller compacted concrete The results of this work, together with a detailed water demand assessment, will influence the design of the long-term dam remediation.

07.01.2022 What is a water allocation? A water allocation is an authority that entitles a Sunwater customer to a percentage of the water in a schemes dams, weirs or barrages, depending on the water that is available. The percentage of water allocation available to a customer can be as high as 100 per cent or as low as 0 per cent, depending on the level of water storages.... There are two main types of water allocations high priority and medium priority. The priority group indicates the reliability of the water allocation and the frequency with which water can be supplied in full. Water sharing rules specify how the available water will be shared between each of the water allocation priority groups throughout the water year.

07.01.2022 Meet Steve, Paradise Dam Essential Works Project Manager. This is an important project to ensure that we can reduce the risk of a dam failure, improve the safety of downstream communities and make sure that Paradise Dam can be here for the long term to provide water for the region. The team is committed to safely delivering the Essential Works as a short term risk reduction measure and to conduct the sampling and testing that will enable the full remediation of the dam to be planned.

06.01.2022 Work to allow sampling of the roller compacted concrete (RCC) at Paradise Dam has commenced. Sunwater has developed a sampling and testing methodology for this important and unique work in consultation with national and international experts. We will trial the methodology with block samples from the downstream face of the secondary spillway. We will carefully extract samples and identify any opportunities to improve the methodology for further sample locations across the dam.... Shear strength testing will provide a more complete understanding of the strength of the lift joints (the joints between the layers of RCC), which is a key area of weakness. The site investigations will obtain samples that can test the lift joint shear strength with a high precision laboratory apparatus. Cutting the block sample to the required size for testing is planned to be undertaken insitu to limit sample disturbance. The primary requirement is that a lift joint is in the middle of the sample. Our original intention was to take larger block samples sized 300mm square x 600mm deep (with one layer of RCC on each side of the lift joint). However, the best laboratory apparatus that we have identified for the trial requires a smaller block size of 270mm square x 200mm deep. The trial samples will be tested in an accredited Brisbane laboratory, providing surety of the results. We do not want to send the samples to an international laboratory as that would introduce additional transport risks of damaging the samples and increase the time to get results. In addition, 200mm diameter vertical cores and inclined cores will be taken from the secondary spillway, abutments and primary spillway using triple tube drilling equipment. This equipment is ideal for acquiring large diameter cores with minimal sample disturbance. It is very rare to see this equipment in use anywhere in Australia. The testing results will be reviewed by national and international experts and will help to inform the works needed to achieve the long term remediation of Paradise Dam.

03.01.2022 Sunwater is lowering the spillway at Paradise Dam to reduce the risk of a dam failure before the next wet season. We have received comments asking whether it is safe to have excavators and large, heavy equipment on the spillway. This image shows red arrows indicating the horizontal force that the water storage places on the spillway, and a yellow vertical arrow showing the direction of the force of the construction equipment on the spillway.... The primary risk of a dam failure is associated with the horizontal force and a risk that sections of the spillway could slide and overturn. Imagine a pile of books placed one on top of the other on a desk. You can add another book on top and the pile remains stable. If you push the books from the side the pile may slide and overturn. The vertical force of the construction equipment does not threaten the spillway stability. Reducing the spillway height reduces the horizontal force and thus reduces the risk of a dam failure before the next wet season. The results of testing and sampling over coming months will feed into the Building Queensland-led Detailed Business Case process to determine the long-term remediation of Paradise Dam.

02.01.2022 With the safety of the downstream community our priority, Sunwater has commenced work to lower paradise dam wall. This work will reduce the risk of a dam failure while further testing is conducted to inform plans for the long term remediation of the dam. All customers are currently on 100% of announced allocations. The approved amendment to water-sharing rules will enable Sunwater to maximise allocations in the Burnett sub-scheme, with high priority allocations continuing at 100% and medium priority allocations expected to be in a similar range as for the past five years.
