22.01.2022 The Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability has released its first report. The Convention on the Rights of Persons with Disabilities: Shining a light on Social Transformation investigates the early rights movement of people with disability from the 1960s and 1970s through to the present day, which "exposed the power relations inherent to the medical model of disability, and which is commonly referred to as ableism". 22.01.2022 NDIA Participant Satisfaction Survey: The NDIA regularly collects information on participants views of their interactions with the Agency. Australian Healthcare Associates (AHA) will collect this information on behalf of the NDIA from September 2020. Families and carers of participants will also be asked about their experiences. The NDIA is committed to listening to participants and their families and carers, and will use this feedback to improve its services.... AHA may ask parents to complete the participant survey on behalf of their child, as well as the family/carer survey. Participants can nominate a person to respond on their behalf. Those who prefer not to do the survey by phone will be offered a link to an online version. AHA will be calling from one of these numbers: 1300 218 928 or 0488 856 436. If you have any concerns about the identity of the caller or their purpose, ask for their name, number and type of survey. 21.01.2022 The Australian Building Codes Board (ABCB) has recently issued a Consultation Regulatory Impact Assessment (RIA) in relation to accessible housing, based on a cost-benefit analysis undertaken by the Centre for International Economics (CIE). Unfortunately, CIE concludes that the costs of regulating to set minimum standards for accessible housing would exceed the benefits and so is recommending continuation of the current voluntary code of practice. Melbourne Disability Institu...te is therefore urgently undertaking a survey of for adults with any mobility limitation (including people with disability and older Australians), followed by interviews, to identify qualitative benefits to people with disability including improved quality of life, well-being and mental health outcomes and greater independence and empowerment. 16.01.2022 PWdWAs statement on Independent Assessments Limiting Choice and Control. The Federal Government recently released its response to the December 2019 review of the NDIS legislation referred to as the Tune Review. While the response looks positive with every recommendation either supported or supported-in-principle, an area of major concern to PWdWA is the rollout of independent assessments. The new approach will see the NDIA engaging independent assessors to undertake ...functional capacity assessments to support NDIS access, planning and review. These assessments replace those that would usually be completed by an allied health (or other) professional of the participants choice and will become part of the plan reviews which currently occurs each 1-2 years. In 2019, PWdWA made a submission to the Tune review. The full report is located here: https://www.pwdwa.org//20191030_NDISActReview_ParticipantG. The submission recommendations relating to reducing barriers to access to the scheme asked for clarity around the circumstances when an assessment would be required, and to provide funded assessments for people applying to the NDIS who do not have sufficient supporting evidence. While the assessments are proposed to be free-of-charge, PWdWA believes this recommendation has been extrapolated to be a blanket requirement and include all participants and no longer as a one-off assessment. The current NDIS legislation states "the power to ...require a participant to undergo an assessment or examination must be exercised carefully in accordance with the objects and general principles in the NDIS act. PWdWA argues that it would contravene the intent of the NDIS to require all participants to undergo such independent assessments. The Commonwealth of Australia has a responsibility to ensure participatory rights for all people with a disability to be included in the NDIS scheme, under the Disability Discrimination Act and the Equal Opportunity Act PWdWA has a number of concerns with independent assessments including a range of practical issues including independent functional assessments likely to create further delays in an already over-burdened system, and the suitability of the independent assessments as they relate to choice and control including the potential for assessments to be undertaken by professionals who are not subject-matter experts in the particular disability. PWdWA will be voicing its concerns along with other disability advocates from across Australia to the Federal Minister about Functional Independent Assessments as we believe they do not allow for choice and control, and we will be requesting that the NDIS engage in a formal co-design model with people with a disability to review the proposed changes. Anyone can answer the questions in an issue paper. People With disabilities WA is going to respond to the issues paper on Restrictive Practices. We do this by considering information we have received through our individual and systemic advocacy. To help us write our response we are also asking for feedbac...k from the community. This survey includes the questions from the issue paper. We will use the information as part of our submission, and may quote some of the responses. We will not be providing full responses to the Disability Royal Commission. 02.01.2022 An online survey has been launched by the Department of Communities to gather community feedback on accessible parking in Western Australia. The ACROD Parking Program currently supports people with significant mobility restrictions to access the community by providing permits for accessible ACROD parking bays. In February, Minister for Disability Services, Stephen Dawson, announced a review of the eligibility criteria for ACROD Parking Permits. The review will explore the pot...ential to expand the eligibility criteria to include people who require access to bays with specific dimensions or proximity. The survey is open to anyone who has experience of or an opinion on accessible parking including people with disability or a medical condition, carers, support workers, community service providers and taxi drivers, with all feedback welcome. Communities encourages you to share the survey with your networks so that any changes made to the eligibility criteria of the ACROD Parking Program are contemporary and meet the needs of the community.
