25.01.2022 Over the last 6 months I have been contacted by many people in regards to the current and ongoing issues at the Mildura Airport Precinct. These issues are clear... and ongoing. This post is a distilled version of the questions I asked in the Special Council meeting on Wednesday the 17th of June. MRCC has received many letters of complaint, including letters from professionals in the aeronautical industry, expressing concern about traffic and airspace management amongst other issues that will occur with the installation of an ILS. These letters are asking how MRCC came to this position and to reconsider our choice. The negotiations about the ILS between the three funding bodies, Mildura Rural City Council (MRCC), Mildura Airport Proprietary Limited (MAPL) and the National Party, was done in confidential. As the owner of the Airport precinct MRCC must give our community the time to weigh up the positives and negatives of the suggested development. There has been no proof provided that any community consultation or an environmental assessment study was completed. How will an ILS affect the volume of planes coming to Mildura airport and operating in shared airspace. Airport users explain the Instrument Landing System (ILS) is old technology and GPS will or has already begun to replace it. I did not do my due diligence last year when this was debated and it is my duty as a councillor that the community is informed and aware of the changes such an investment will make or if it is actually necessary. Considering MRCC are the only shareholder in MAPL I suggest we do not apply the $1million until the following questions have been considered. Questions: Has there been an investigation into the effect on real estate prices if the volume of air traffic created by an ILS increases at an unregulated level? How did the organisation created to represent MRCC’s ownership of the Airport Precinct complete a business case without completing community engagement and an environmental assessment? What are the procedures of a federal government to allocate $2million dollars to any electorate? Did the Federal Government do a business case, community consultation and Environmental impact study? Why did the Federal money come so quickly? How much will it cost to maintain the ILS and what is its expected life span? There are three categories of ILS, which are we receiving? What are the safety concerns in Mildura’s shared airspace if there were another 600 or 1000 pilots utilising our unregulated airspace above the centre of our growing city? Has the deed of agreement between MRCC and MAPL been breached because Community consultation and an Environmental impact study has not been undertaken? Has the Mayor of Mildura’s choice to take the role of the CEO of a tenant at the Airport Precinct disrupted the usual procedures of investigation and community engagement? If these questions cannot be answered it would be beneficial for the Municipality of Mildura to ask the Federal Government to repurpose the $2 million for a project from Mildura Future Ready. 24.01.2022 This is not really funny; the Mildura Mayor is the CEO of this organisation! There are many allegations of workplace bullying and instructors being asked to perform tasks that break Aviation regulations. Apparently large numbers of former employees have made complaints to the relevant authorities reporting safety issues, regulation breaches and work place bullying.... Reports also include COVID 19 issues with large numbers of students and staff learning, living and eating in spaces that do not conform to the restrictions. The Inlander motel owned by the company has had windows blocked out to hide what is going on inside.

Read screenshot 1st. **disclaimer** not having a go at horsey people, if your offended then change horsey to anything else that needs training ... cars, people, animals ... Also, this is very much simplified. I could have written this twice as long and still not covered everything. ... Imagine one day, without asking you, or letting you know, the harness racing people decided your property was their training ground. From 6am to 10.30pm, the horses ran around and around your house, giving no cares about the damage to your garden they were causing. Even if your currently hosting your daughters 10th birthday party in your back yard, around and around the horses go. Even if your a die hard horse fanatic, I bet your going to start complaining. Your going to be upset, tired, pissed off, and then everyone you complain to says "not my problem" or "we don't care about your issues, we have horses to train and they are more important than you" and "horses bring a lot of economic benefit to the community " But its not just you. Your elderly Aunt Jane, who lives about 5km away, is also living on the same training circuit. So around and around they go, but Aunt Jane doesn't know how to use a computer and doesn't have an email, so who is going to help her? Your best mate Brad has a property on the other side of town, with a pool where you often hang out. To bad now, cause Brad's property is also on this new training circuit. And he doesn't even like horses. Hunting is more his thing .... and he has a shed full of ???? .... But its OK. You have purchased a property elsewhere to build your dream home. You do your research, nothing out of the ordinary, so you sign the contracts and pay your deposits. Oops. Your right on a corner where the horses turn. And they always have a little (???) Poop as they slow down. The poop is landing right were your wife was planning a private nook to sunbake naked... And to top it off, old mate running the horse racing gets cash bonuses whenever a horse is considered trained.

22.01.2022 If the ILS goes ahead, there are 2 possible outcomes: 1. Worldwide oversupply of pilots, international flying schools collapse, and Mildura is left with a very expensive maintenance bill for something that is effectively useless. And its not something that can be easily resold. Or 2. If the international flying school industry flourishes, the IL S will be like Bees to a honeypot. Our relatively peaceful way of life will be forever gone. And no amount of economic benefit to our community will come close to compensating for this loss of amenity.

22.01.2022 A plane was diverted this morning as they couldn't land in fog. Adelaide has the same ILS we are getting.

19.01.2022 This is the CASA report on the Virgin incident that the council keeps referring too. 1. There are no recommendations to instal an ILS at Mildura 2. Adelaide has the same ILS system that we are getting. If it was capable of landing planes in low fog as we are told, they would have just landed at Adelaide???? 13.01.2022 After months of questions being ignored, we finally got some information on the ILS. Mark Ekel has advised that this is the information supplied to councillors. 09.01.2022 Why would anyone need nine business entities to run one flying school and a couple of motels. Chinese business man buys four Australian Flying schools to enable him to start an operation many times bigger than the biggest international flying schools currently in Australia. Ambitious, foolish, naïve or is there another motive. ... This man is reportedly the controlling owner of at least 23 companies in China, so he is probably neither naïve or foolish. All the flying school’s original businesses were closed up to effectively form one operation in Mildura. This Tangled Web of at least eight proprietary limited companies has one ultimate Chinese share holder, Shaanxi Huichuang Culture & Tourism Development Co Ltd, which is owned by Shaanxi Panashi Financial Holding Group. There is also a Fixed Unit Trust with unknown beneficiaries and trustees. Shaanxi Panashi Financial Holding Group is in turn linked to an even bigger web of companies with complex fraud allegations that were exposed by the respected Chinese financial journal Caixin in August 2019. Why would the Chinese owner or any of his associates not become the Director of these companies. Instead their motel manager is listed as the sole director of all four new entities and two of the flying schools, he might turn out to be the foolish, naïve one in the story.

05.01.2022 If you think you are not affected because you don’t live close to the Airport, think again. All Mildura residents will be affected in some way. Rates & rents going up because of inappropriate council spending. Danger of Aircraft Accidents caused by allegedly unsafe & unqualified instructors. Less Airline flights Airlines avoiding Mildura because of risk to safety.... House values going down, Decline in Tourism, Air pollution, noise pollution, lead poisoning. This possibly short-term venture (aircraft already for sale) will do long term damage to our economy.
