21.01.2022 EDSA Carousel - The New Normal EDSA Commute Your old style of commuting via bus in Epifanio de los Santos Avenue before COVID-19 Pandemic is now the thing of th...e past. In May 2020, the Land Transportation Franchising and Regulatory Board issued a Memorandum Circular No. 2020-019 that rationalized the city bus routes for the issuance of special franchise during the General Community Quarantine. From 96 bus routes before the pandemic, the routes were reduced to just 31 (with additional 4 routes opened in August, thus totaling to 35 routes) with only one route in the whole stretch of Epifanio de los Santos Avenue which is called the EDSA Busway or EDSA Carousel. The EDSA Carousel The EDSA Busway (commonly known as EDSA Carousel) is a bus rapid transit system-type, loop service in Metro Manila. It was partially opened in June 1, 2020 to augment MRT-3 when Metro Manila is placed under General Community Quarantine and full operation was started in July 1, 2020. It will run from Monumento to SM Mall of Asia and extended towards the Parañaque Integrated Terminal Exchange (28.1 kilometers) traversing the dedicated bus lane located at the inner-most lane of EDSA with concrete barriers, steel fences at the bus stops and bollards at the flyovers and underpasses. Bus stops along EDSA are now at the median lane with pedestrian footbridges/underpasses, LRT-1 and MRT-3 stations as the connectivity for passengers. 550 buses are authorized to operate in a EDSA Carousel. To avoid road accidents in EDSA, the speed limit for buses in a dedicated lane is 50 kilometers per hour. The EDSA Carousel route is considered the most critical, backbone route. This is due to very high passenger and to augment the MRT-3 as the rail transit system is in reduced passenger capacity to ensure physical distancing since the Philippines is still under the state of public health emergency brought by COVID-19 Pandemic. Under the Department of Transportation's Omnibus Franchising Guidelines, the given route shall be awarded to only one operator or one consolidated group of bus operators who can fill the authorized number of bus units and preferably has an existing route that overlap at least 50% of the special rationalize route. Furthermore, the given route will be granted preferably to area-based fleet-managed single operator. If no single area-based operator applies or qualifies, area-based operators who consolidated into group or consortium shall be preferred as only one group shall be allowed in a given route. All participating buses were required to have a valid franchise, certificate of public convenience or application for franchise extension of validity, valid and existing personal passenger insurance, modernized equipment (such as GNSS, automatic fare collection system, CCTV, dashboard cameras, etc.) and route markings as per LTFRB Memorandum Circulars 2019-055 and 2020-007. For safety, bus units applied for a special franchise must be roadworthy and not more than 15 years-old. In addition, air-conditioned low floor entry buses with 2-doors are required for the EDSA Carousel route. However, the EDSA Carousel route was given an exception, and the special franchise was given to the group of ES Transport & Partners Consortium and Mega Manila Consortium Corporation as no single operator or consolidated group has the required 550 eligible low floor entry buses to operate in that route. As the result, the operations of the 2 consortium groups were combined to sustain the very high passenger demand. Currently, there are approximately 300 low floor entry bus units running (out of 550 authorized bus units) in EDSA Carousel route. Some participating operators have started to deploy bus units with left-side door at the middle for quick loading and unloading at the bus stops located at the median lane. There are 16 bus stops in the EDSA Carousel route. These are: Monumento Bagong Barrio LRT Balintawak Kaingin Balintawak LRT Muñoz SM North/MRT North Ave. MRT Quezon Ave. Nepa Q-Mart Main Ave. MRT Santolan MRT Ortigas MRT Guadalupe Ayala Ave. Taft Ave. SM Mall of Asia Parañaque Integrated Terminal Exchange Minimum Health Standards and Protocols The Department of Transportation released the 7 Commandments for drivers, conductors and passengers to avoid further transmission and spread of COVID 19 virus inside the bus. The 7 Commandments are as follows: -Wear your face mask and face shield -No talking and answering phone calls -No eating inside -Proper ventilation is required -Frequent disinfection is required -No symptomatic passengers are allowed to ride the bus -Observe appropriate physical distancing In addition, other health protocols such as temperature checks, hand washing with alcohol or hand sanitizer and contact tracing are still in effect. Post Scriptum: Since the EDSA Carousel is the only route in EDSA under route rationalization, other buses that previously served EDSA (mostly using coach-type and semi low entry-type bus units) are now deployed in other routes in Metro Manila and the nearby suburban provinces in Bulacan, Cavite, Laguna and Rizal as feeders. According to the Department of Transportation, the EDSA Busway or EDSA Carousel will be a permanent fixture in EDSA and it will stay even after COVID-19 Pandemic since the travel time in the whole stretch of EDSA via bus is reduced from 3 hours to just approximately 1 hour (read at https://www.gmanetwork.com//edsa-busway-to-stay-eve/story/).
