15.01.2022 PROPOSED CHANGES TO AUSTRALIAN CITIZENSHIP Changes which may apply for future Citizenship Applications If passed, the proposed changes will be retrospective, meaning it will affect all permanent residents and not just those granted permanent residence after the date of the legislation. ... The proposed changes? 1. New Residence Requirement: Currently, applicants for citizenship need to be resident in Australia for four years in total including 12 months as a permanent resident. Under the proposed change, all applicants will need to be permanent residents for four years before applying for citizenship. This will affect permanent residents including many Australian clients who applied for the visa directly from overseas but who have not yet lived in Australia for 4 years. 2. English Language Testing Requirement: The Australian Government is proposing to introduce new English-language testing into the application process. All permanent residents will need to take the IELTS or equivalent test (again) with the suggested pass mark being 6 out of 9 on each part of the test. This will affect all secondary applicants and other groups who entered on visas other than Skilled visas and who do not have a high level of English. 3. That Applicants have integrated into the Australian Community: Potential citizens will also have to show in their written application that they have integrated through participation in work, community activities and schooling for children. 4. New Citizenship Test: There are three proposed changes to the citizenship test. a) The new test will contain more meaningful questions that assess an applicant’s understanding of, and commitment to, shared values and responsibilities. b) A person will be able to sit the test a maximum of three times. c) Cheating on the test will lead to automatic failure with the suggestion being that it will not be possible to ever sit the test again.
