15.01.2022 WOOMERA PROHIBITED AREA RANGE ACTIVITY WARNING NOTICE STUART HIGHWAY ROAD CLOSURE WARNING... OFFICIAL Woomera Prohibited Area Suspension of the Standing Permission to access the Stuart Highway 5-6 December; closure of part of the Green Zone 3-9 December; and Amber Zone 2 Exclusion Period updates This email contains important information that may affect you. Access to the Woomera Prohibited Area (WPA) in South Australia is subject to exclusion periods during which the Department of Defence may undertake war materiel testing. For safety and security reasons, designated zones within the WPA will be closed and you may be required to evacuate the area during the notified exclusion periods. A map of the exclusion zones is at Attachment A. Defence’s exclusion periods are also published at: www.defence.gov.au/woomera and on the Federal Register of Legislation at: https://www.legislation.gov.au/Series/F2020L00265. Suspension of the Standing Permission to access the Stuart Highway 5-6 December Access to travel on the Stuart Highway will be suspended from time to time during the period from 5 December to 6 December 2020 inclusive. There will be warning signs and access control points in place for the closures. Access to the highway will be reopened at the earliest opportunity. Please refer to the notice at Attachment B. Partial closure of Green Zone 3-9 December Part of the Green Zone is closed from 3 December to 9 December 2020 inclusive. Please refer to the map at Attachment A that shows the bounded area of the Green Zone affected by the closure. For those persons with permission to enter and remain in the WPA under Regulation 35 of the Defence Force Regulations 1952, this permission has been suspended during the dates of the Green Zone closure. Amber Zones 1 and 2 Exclusion Periods Update The Amber Zone exclusion period closures previously advised for the financial year 1 July 2020 to 30 June 2021 are in effect as follows: a) Amber Zone 1 remains closed from 5 November to 9 December 2020 inclusive. b) Amber Zone 2 was to be closed from 19 November to 9 December 2020. This zone will now only be closed from 3 December 2020 to 9 December 2020 inclusive, which includes sections of the Anne Beadell Highway. Those with Defence’s permission may access Amber Zone 2 from 19 November to 2 December 2020 inclusive. Remaining Amber Zone exclusion periods for Financial Year 2020-21 The remaining exclusion periods for the financial year 1 July 2020 to 30 June 2021 are: a) Amber Zone 1 Exclusion periods 5 November 2020 to 9 December 2020 inclusive and 8 March 2021 to 9 May 2021 inclusive. b) Amber Zone 2 Exclusion periods 3 December 2020 to 9 December 2020 inclusive and 22 March 2021 to 11 April 2021 inclusive. Notifications and exclusion period variations You are encouraged to regularly review the exclusion period information published on the WPA website at: http://www.defence.gov.au/woomera. Further information or advice For information on the exclusion period closures please contact the Woomera Test Range: Call 1300 WPA DEL (1300 972 335 option 1) to check daily information about access restrictions. The Department of Defence is scheduled to conduct testing in the Woomera Prohibited Area (WPA) between 05 December and 06 December 2020. Access to travel on the Stuart Highway will be suspended between Ingomar (S29.30515, E134.97338) and North of Glendambo near Lake Ross (S30.91585 E135.69972) for up to 12 hours. It is anticipated there will be one (1) suspension during this period, however, due to the nature of the activity, additional contingency closures may be required. On road closure day/s, uniformed Defence personnel will staff the road closure points to prevent access. In addition, roadside electronic signage will be in place just outside Glendambo and Coober Pedy to advise the public if the road will be closed on the day. Travellers are advised to ensure they have adequate provisions to accommodate any closure periods. The WPA is declared as a Prohibited Area under Defence Force Regulations 1952 and the Woomera Prohibited Area Rule 2014. Permits are required for access to the WPA other than for those areas covered by a standing permission or for those persons/entities classified as existing users under the Defence Force Regulations 1952. Members of the public travelling through the WPA via the Stuart Highway are reminded that this road forms part of the prohibited area and that they are not to deviate from it. Other roads and tracks entering the WPA are signposted to the effect that the WPA is a prohibited area and no person shall enter or remain therein without proper authorisation. It is an offence under Section 72TC of the Defence Act 1903 for a person to be present in the WPA without permission. The penalty for an offence is imprisonment for two years or 120 penalty points or both. Members of the public traversing the WPA via the Anne Beadell Highway are reminded that, in addition to a permit being required from Range Operations Woomera on 1300 972 335, permits are also required from: Maralinga Tjarutja Lands & Mamungari Conservation Park PO Box 435 CEDUNA SA 5690 Phone: (08) 8625 2946 Tallaringa Conservation Park Department for Environment Heritage and Aboriginal Affairs 9 Mackay Street PORT AUGUSTA SA 5700 Phone: (08) 8648 5300 There may be some items such as cylindrical rocket motor cases and nozzles, flat rectangular pieces of metal, spherical tanks, military projectiles or unexploded ammunition encountered in the WPA. If any unusual item is encountered, it must not be handled as it may be extremely dangerous and could cause serious injury or death. Note the description and location of the item and report it to the Pastoral Station Manager or the Range Operations Office Woomera on 1300 972 335.
