24.01.2022 ANNUAL GENERAL MEETING The Annual General meeting will be held at POINT LONSDALE PRIMARY SCHOOL, FRIDAY JANUARY 13, 2017, AT 7.30 PM. GUEST SPEAKER for the evening will be Cr. TONY FRANCIS, the MAYOR, BOROUGH OF QUEENSCLIFFE.



24.01.2022 FRONT BEACH EROSION WEDNESDAY17th MAY, 2017 You are invited to attend one of two World Cafe style community workshops to be held on 17th May, 2017, to help finalise sand management priorities. A total of six sand management themes came out of the Lonsdale Bight Coastal Processes Open House which was held in January. The upcoming workshops will give participants the opportunity ... to contribute to the choice of four sand management themes, to discuss and finalise the communitys priorities for each, and will inform an outcome, options and actions report for sand management within the Point Lonsdale Bight. The workshops are to be held at the Town Hall, in Learmonth Street, and the website, link above, gives you a chance to nominate which session you would like to attend. Sounds very much like they might serve coffee in this World Cafe style workshop. Might be a good chance to bring along a friend or neighbour and broaden the understanding of the processes involved.

24.01.2022 FRONT BEACH EROSION An early reminder that the Department of Environment, Water, Land & Planning (DEWLP), are hosting an Open House at the PL Bowls Club on Wednesday 18th January, 2017. The program will consist of two sessions, the first from 11.00 am to 1.30 pm, and this will be repeated again at 5.00 pm until 7.30 pm. The sessions will be attended by Department staff, consultants, Parks Victoria staff and Queenscliff Borough Council. In addition DEWLP are aiming t...o have a dedicated website for the Point Lonsdale Project where people can access the report and also provide feedback. This will allow those unable to attend the Open House to participate in the conversation. DEWLPs aim is for the website to go live mid next week, . . so watch this space. Several people have sent in photographs from across a variety of time frames. It would be most helpful to receive photographs for perusal and consideration ahead of January 18th, so that they can be displayed for discussion. Old postcards are also a great archival resource.

22.01.2022 PLEASE TAKE CARE ON THE ROAD It will come as a shock to our non-resident ratepayers and holidaymakers to the area, as they enter Point Lonsdale in the next few months, and witness the destruction of the vegetation adjoining the housing development, and the extent of the earthworks being undertaken. It is a desert out there . . . so please take care. This is one of the many items of concern to members of the community, and to PLCA, and questions have been asked of COGG and ...Vicroads, as to why these roadworks were not scheduled for the quieter months of the year, instead of the coming holiday season when our numbers swell to around 17,000. Allowing this massive development on the boundary of our townships, with no rating benefit to the Borough of Queenscliff, in effect sees QBC ratepayers subsidising the residents west of Fellows Road who use our facilities, our beaches, parks, library, schools, and sporting facilities in the Borough.



22.01.2022 NOTICE OF COMMUNITY ISSUES MEETING FRIDAY NOVEMBER 11th, 2016, at 7.00 pm in the Point Lonsdale Primary School Learning Common. Newly elected Councillors h...ave been invited to join us in this public forum on issues that will effect us during this new term of Council. While the final make up of Council is dependent on the count back to be conducted on November 21, it is timely to present a number of issues that are of concern to ratepayers. EVERYONE WELCOME. HAVE YOUR SAY AND BECOME INVOLVED IN THIS IMPORTANT CONVERSATION.

21.01.2022 Last year the Victorian government commenced a process to determine whether the Bellarine Peninsula is a Distinctive Area and Landscape (DAL) and thus subject to state-government level planning protections. After a great response from the Queenscliff, Point Lonsdale and Bellarine communities to the state governments first round of community consultation, we are awaiting the next opportunity to provide input. The Victorian Department of Environment, Land, Water and Planning h...as advised us that they are currently designing the next phase of community engagement for Bellarine Peninsula DALs project. At this stage it looks like the next phase of engagement will take place in late March or early April. This will be confirmed in coming weeks. The Point Lonsdale Civic Association will be closely monitoring this process to ensure our community has the chance to be involved. 21.01.2022 HON. LISA NEVILLE, MP, FRIDAY MARCH 9, 2018 @ 7.30 PM. Hon. Lisa Neville, MP, will be special guest speaker to our March member meeting this coming Friday March 9, 2018, AT 7.30 PM, in the Point Lonsdale School Hall, Bowen Road, Point Lonsdale. The topic . . "ONE 3225". Lisa will be speaking about issues surrounding the discussion of a ONE 3225, and other Bellarine Peninsula and local borough issues. An opportunity to ask questions will also be available. An update on the Point Lonsdale Lighthouse Reserve, from a reference group member, will close the meeting. 18.01.2022 BELLARINE DISTINCTIVE AREA LANDSCAPE LEGISLATION Phase 2 of the Public Engagement process is now open for the Bellarine Peninsula Distinctive Landscape program. Due to the need for distancing under COVID 19, there will be NO PUBLIC OPEN HOUSE sessions. There are two surveys below seeking feedback to help inform the development of a draft Stat...ement of Planning Policy. You can complete one or both of the surveys. Just remember to click the "SUBMIT" button after completing each survey. You can also submit a response via a written email submission - details below. Please read the documentation on the Department of Water Land and Planning website. The Association strongly urges all members and friends to make a submission, as we do not want this important Legislation to be framed without adequate local input (and knowledge). Suggested topics to be included in your submission are: 1. Climate change and its impact on the Bellarine 2. Three Headlands Protection (Point Lonsdale Maritime & Defence Precinct, Shortland Bluff and Point Nepean). 3. Retention of open space within Point Lonsdale and the Borough. 4. Maintaining existing boundaries. 5. Combining all the wetland reserves into one STATE RESERVE 6. Reduced building heights to Queenscliffe (This refers to COGG Bellarine in particular 3225 in COGG. 7. Stregthening Heritage controls 8. Coastal reserves/land should all be PCRZ (conservation zoning). 9. Incorporating Lakers cutting into Swan Bay Ramsar site. 10.Expanding the Port Phillip Heads Marine National Park. 11.Controls on subdivisions and mandated housing land parcel sizes. 12.Maintaining our foreshores/reserves, including Botanic Park/Avenue of Honour and most importantly the foreshore reserve and green open space woodland between Queenscliff and Springs/Point Lonsdale. 18.01.2022 BOROUGH OF QUEENSCLIFFE COUNCIL PLAN 2017-2021 & PROPOSED RATE INCREASES With the new council, and a new council plan to cover the four year term, it is that busy time of the year when ratepayers and community groups are asked to comment on the proposals. Ratepayers will be aware that council are intending to apply to the Essential Services Commissioner for a 4.5% rate increase; that is a 2.5% increase above the 2% mandated rate cap. Members have expressed a great deal of... concern that on the front page of the leaflet mailed out by council it is clearly stated that "this is a one off higher rate cap of 4.5% in the 2017-2018 rating year". That statement is repeated throughout the document. It is important to understand that the proposed 4.5% increase will be imbedded in each of the four years of the council term. If approved, the rate including the 4.5% increase will become the new base for the following year upon which will then be added the rate cap for that year. You can provide feedback to council by email direct to councillors, or by the Survey Monkey on the website. Alternatively, there is a Public Information Session at 7.00 pm on Monday 5th June, 2017, Town Hall, Learmonth Street, Queenscliffe, and for those who reside in Melbourne, on Tuesday 6th June, City of Boroondara Municipal Offices, 8 Ingelsby Road, Camberwell. Responding to the proposed rate rise this week, PLCA had this to say - "The Council is to demonstrate governance responsibility and financial sustainability by ensuring budget expenditures are undertaken within the State Government mandated rate cap. All capital and recurrent budgeting over the next 4 years should be predicated on not exceeding that parameter". 13.01.2022 LATE NOTICE OF PLCA MEETING Firstly, apologies for late notice of our PLCA Member meeting this FRIDAY 8th SEPTEMBER at 7.30 pm at POINT LONSDALE PRIMARY SCHOOL.... Things are moving fast and whilst there has been much talk about the Shortlands Bluff accommodation and heritage listing proposals, other issues move onto the agenda. At this meeting we wish to address recent proposals for the Queensciff Harbour upgrade of the wharf, small craft landing area, continuation of coastal walkways, and adjacent landscaping that replaces the previous Stingray tourist attraction. This looks to be a good outcome for Fishermans Flats and our memories of that area. We have a presentation to introduce the proposed Searoad Ferry Terminal development project which matches the Sorrento proposals. This is an opportunity to get an understanding of the scope and timing of these works necessary to cater for increasing traffic across "the heads" into the future. Good to see forward planning that can be discussed and understood by the community. Friday, earlier in the afternoon, is the first meeting of the Point Lonsdale Lighthouse Reserve community reference group. PLCA have a strong representation on this group and we will provide a report as to the possible direction and timing of activity. Everybody wants something to happen on the site that reflects at least the often promised clean up. Hopefully something will happen by Christmas 2017. AN ADVERTISEMENT IN THE AUSTRALIAN ON TUESDAY THIS WEEK CALLED FOR SUBMISSIONS TO SUPPORT THE HERITAGE LISTING OF THE POINT LONSDALE LIGHTHOUSE RESERVE. To be completed by 23 October, 2017, this submission process does not allow much time and requires us to work carefully with others to ensure this opportunity protect our amenity. 11.01.2022 Discovery 3227 (Barwon Heads Cancer/Auto Immune disease investigation) latest News....In 2006 St Vincents Hospital undertook an extremely important investigati...on and study into a large health epidemic unfolding in the Geelong region, yes there were major concerns at very high levels in the State Health Department...The Geelong region was presenting with large numbers of gut health disease, such as IBD(inflammatory Bowel Disease) Ulcerative Colitis and Crohns. In fact Victorias leading hospital revealed through their extensive investigation/study that the Geelong region had the highest rate of gut disease, not just in Victoria, or Australia but one of the highest in the World. What we do know is : 1.That OPs (organophosphorus pesticides) can destroy gut health 2. The City of Greater Geelong and its agencies had the largest OP mosquito programme in Victoria, 4 times larger than the second largest council. 3.The City of Greater Geelong and its agencies sprayed the Geelong and Bellarine extensively with a variety of OPs inclusive of Fenthion(now Banned )Temephos (sheep dip)and Malathion (class 2a probable carcinogen)and Pyrethroids for at least 25 years. If you or anyone you know may have been exposed to the City of Greater Geelong Mosquito Spraying OPs and suffered ill health the Federal Government is now holding a Senate Inquiry into a potential chemical exposure and ill health in Barwon Heads and the Bellarine Peninsula. 11.01.2022 PT LONDALE LIGHTHOUSE NATIONAL HERITAGE LISTING A POSITIVE UPDATE! In July, an important decision will be announced whether the wonderful Pt Lonnie Lighthouse... Reserve will be shortlisted for National Heritage and move to the next assessment stage. In very good news, both our State and Federal Members have written helpful letters of support to Josh Frydenberg, the Commonwealth Minister for the Environment and Energy (with portfolio responsibility for heritage). Its very encouraging to see our two local members, Sarah Henderson and Lisa Neville, from different political parties jointly recognizing the significant heritage attributes of the PLL Reserve. This acknowledges the area not only requires comprehensive protection but also recognizes heritage can provide an important local economic benefit by encouraging tourism outside peak summer times. 09.01.2022 BOROUGH OF QUEENSCLIFFE, COUNCIL PLAN 2017 - 2021 The Point Lonsdale Civic Association were pleased to see the Vision statement decided on by the incoming council. Inspired by the Boroughs latin motto "Statio Tutissima Nautis", that translates as "the safest anchorage for seafarers", our vision for the future is that The Borough remains a safe haven defined by its unique heritage, rich culture and significant natural environment. It is a special and restorative place for ...an involved and caring community and our visitors. But PLCA were disappointed that the draft plan did not necessarily reflect the aspirations expressed at the "meet the candidates" session only some six months ago. In responding to the draft council plan, the committee has submitted a strong position that the council should adopt as its major priority, the investigation of the ONE3225 consolidation project. PLCA had this to say ONE3225 . . . To provide a sustainable and viable future , the Council is to develop and implement a project plan to pursue and achieve to consolidation into the Borough of Queenscliffe of all the residences within the 3225 postcode. This is a priority project and must be vigorously pursued with the Geelong City Council and the Victorian State Government. We consider it would be a significant community engagement to create a Working Party (or reference group) comprised of councillors and suitably skilled and interested ratepayers, to explore the opportunity to implement the ONE3325 consolidation project." It should be remembered that Local Government Minister Natalie Hutchins conducted a pubic forum on Wednesday 13 January, 2016, at the Point Lonsdale School meeting room. More than 100 local residents attended, Following that meeting, the Council wrote to the Minister to formalise the request to seek a boundary realignment. The Minister acknowledged receipt of the letter and formally requested advice from both the City of Greater Geelong and from the Queenscliff Borough Council. A briefing to the community by the Queenscliffe Borough Council was to be made at its May meeting This briefing did not take place, We, the PLCA, believe it is paramount that the process should take place to bring about a resolution to the question of a boundary realignment.

05.01.2022 CLIMATE EMERGENCY DECLARATION An early reminder that our next member meeting will be held next Friday 21 February, at 7.30 pm at Point Lonsdale Primary School Common Room. The guest speakers will be Kitty Walker, and members of the Queenscliffe Climate Action Group. At the December 2019 Queenscliff Council Meeting, Kitty and her small team presented a petition, calling on our Council to declare a climate emergency. It was to huge applause from a packed gallery at the ...meeting, that Council voted to accept the petition and DECLARE A CLIMATE EMERGENCY, recognising that climate change poses a serious risk to the Borough of Queenscliffe and Australia and acknowledges the URGENT need for action. Six members from Queenscliffe Climate Action have been in Melbourne over the last few days at the 2020 National Climate Emergency Summit. Kitty reports that what made an overwhelming and inspiring 48 hours even more powerful, is that the Borough of Queenscliffe also sent a contingent of staff and councillors, including the Mayor, to learn and combine forces for solutions. More than 2000 people took part in the summit "to explore how we can do our part to address the greatest public policy failure of our time - dealing with rapidly changing climate. Delegates were from the military, from agriculture, from politics, from economics, and of course just everyday folk like us who want to make change" Two of the biggest takeaways were: - (1) We know what the solutions are, we have the talent to tackle the problem but time is really not on our side - we have to get our skates on. (2) What we are doing at the local level is having an enormous impact and it is driving change at higher levels, but we have to keep driving and doing as much as we can. Kitty goes on to say "at home on Learmonth Street, at Council's monthly meeting (should be an interesting one, pop Thursday 27 February in your diaries). Council will respond to a report that has been drafted for them on the resources, time and plan that is needed to create the Borough's Climate Emergency Response Plan. Council have been really great in asking for our opinion and input at this early stage, and we can't wait to get cracking" The PLCA committee, along with many of it's members, are ready to work alongside Queenscliffe Borough Council and the Queenscliffe Climate Action group. Following the presentation there will be opportunity for questions and answers, along with an update on current issues in 3225, and the PLCA working groups. To round off the meeting there will be a 20 minute viewing of a home movie of Queenscliff and Point Lonsdale & surrounds, recorded in the 1920s, with delightful views of significant locations within the Borough.

01.01.2022 FRONT BEACH EROSION On 18th January, the Department of Land, Water and Planning will be hosting an Open House at the Point Lonsdale Bowls Club to review the Consultants Report and the options to save the Front Beach from continuing erosion. There will be a session around midday and another in the early evening. Specific times will be advertised closer to the date. As part of the process of review, and decision making, it would be extremely useful to have photographs ...of the front beach over the years. Photos that can be dated to within a year, and show sand levels at the time will be grouped and displayed, and will form an ongoing archive record. You can post your photos to this page, or email to [email protected]. There will be a scanner and printer available at the Open House if you have only hard copy photos. Further information will be supplied closer to the date.
