Stay Positive :-) Government announces $1.5 billion allocated to extend wage subsidies for apprentices and trainees.... As part of the Morrison Government's recently announced billion dollar JobTrainer package, there will be an additional $1.5 billion allocated to expand the wage subsidy to help keep trainees and apprentices in work. This new wage subsidy, which initially just covered small businesses, will now be available to medium businesses with less than 200 employees for trainees and apprentices employed as of 1 July 2020. The expanded apprentice wage subsidy will now cover half the pay of up to 180,000 eligible apprentices up to a maximum of $530-a-week. This program has been extended by six months to carry on until March 2021. This initiative will likely double the number of apprentices and trainees in WA that will be eligible to attract the SAT wage subsidy. The federal government is ramping up its support for training to equip school leavers and young Australians looking for work with the skills the nation will need after the coronavirus pandemic, if states sign up to a new billion-dollar training deal. It's expected the money will make a range of short courses available either free or discounted through TAFE and other private providers. Read the official media release here. A second round of the Small Business COVID-19 Adaption grants will provide $10,000 upfront grants to small businesses forced into hibernation by the crisis. The first round of these grants was oversubscribed, and the second round will prioritise businesses operating in regional Queensland. Businesses are advised to prepare the required documentation in readiness for grant applications opening on July 1. Applications now open for the $200 million Building Acceleration Fund Applications will close 5pm on Friday, 4 September 2020 The Property Council strongly advocated for the establishment of a Building Acceleration Fund as key COVID-19 economic recovery measure BUILDING ACCELERATION FUND APPLICATIONS OPEN The Queensland Government has announced applications are now open for the $200 million Building Acceleration Fund initiative. The fund will provide co-investment funds through an interest-free loan. The funds will be available to eligible developers, councils and industry for infrastructure projects that generate private sector investment and help stimulate Queensland's post-COVID-19 economic recovery. The announcement of the Building Acceleration Fund follows strong advocacy from the Queensland Property Council to establish a catalyst infrastructure fund as key COVID-19 economic recovery measure. Applications for the Building Acceleration Fund will close at 5pm on Friday, 4 September 2020. Stay Positive 15 ‘mega’ projects have been earmarked for this process, representing around $72 billion worth of investment and the potential to create 66,000 jobs. Accelerated approvals for 15 ‘mega’ projects... Additional funding for priority smaller infrastructure projects Property Council calls for fast tracking of regular projects The Prime Minister has announced an accelerated approval process for fifteen major infrastructure projects and additional funding to get smaller projects out of the ground as part of a major deregulation drive. The Federal Government is targeting a fifty per cent reduction in Commonwealth assessment and approval times for major projects from an average of 3.5 years to 21 months. Under the deregulation plan, federal and state and territory regulator taskforces will be established to streamline government and agency approval processes. 15 ‘mega’ projects have been earmarked for this process, representing around $72 billion worth of investment and the potential to create 66,000 jobs. Identified projects include the Inland Rail from Melbourne to Brisbane; the Marinus electricity interconnector between Tasmania and Victoria; the Olympic Dam expansion in South Australia; dams and emergency town water projects in NSW; and road, rail and iron ore projects in Western Australia. The National Cabinet will discuss further measures to streamline Commonwealth and state processes which will be informed by the current review of the Environment Protection and Biodiversity Conservation (EPBC) Act. The review is being led by Professor Graeme Samuel and is due to provide an interim report by the end of this month. The Federal Government is also investing an additional $1.5 billion in second-tier projects and road safety improvements to commence this calendar year. Property Council response We have welcomed the focus on fast-tracking of approvals for nation-building infrastructure projects, but urged its adoption across the board by all levels of government involved in planning and construction approvals to deliver real economic stimulus and productivity gains for Australia. It’s not just blockbuster projects which get held up unnecessarily by red tape and multiple layers of review by different agencies across different levels of government. Modelling done for the Property Council shows the economy could get a $3 billion annual boost just through more efficient planning approvals processes.[1]

04.01.2022 Welcome to Tuesday :-) If you are renovating your owner-occupier and looking to purchase off the plan and new builds this will be of interest. On Friday, the Queensland Government opened applications for the $25,000 HomeBuilder grant. Stay Positive :-)... Queensland Government opens applications for HomeBuilder Clarification on definition of ‘commencement’ Uncertainty remains on permitted reasons to access 3-month extension to timeframes HOMEBUILDER APPLICATIONS NOW OPEN IN QUEENSLAND On Friday, the Queensland Government opened applications for the $25,000 HomeBuilder grant. While an initiative of the Australian Government, each State and Territory is required to administer the grant through its own Office of State Revenue. Since its announcement, the Property Council has worked closely with the Queensland Office of State Revenue to clarify how it will define key criteria in its implementation of the scheme. Commencement has been defined as: New home- commencement of excavation and site preparation works Off-the-plan home- commencement of excavation and site preparation works Substantial renovation- when building work under the renovation contract starts Extension to timeframes The Australian Government updated initial advice on HomeBuilder to allow applicants to access a 3-month extension to the grant due to unforeseen delays. The Queensland application form provides little clarity on what will be considered an acceptable delay: Construction must commence within 3 months of the contract date. An extension of 3 months may be allowed if commencement is delayed because of unforeseen factors outside of the parties’ control. An example that does not qualify are delays encountered by the builder. Off-the-Plan and New Builds The Queensland application form notes that for off-the-plan or new home contracts, construction can have commenced before the date of contract, but not before 4 June 2020. Applicants must also be registered on title as the owner of the property by no later than 31 October 2022. General eligibility criteria Principal place of residence for new home builds (up to $750,000) or substantial renovation to existing home ($150,000 - $750,000) Available for contracts signed between 4 June - 31 December 2020 Construction must commence within three months of signing contract Applicants must be a natural person, 18 or older and an Australian citizen Income must be less than $125,000 for an individual or $200,000 for a couple. The scheme is time-limited (4 June-31 December 2020), uncapped and demand driven. Grants are non-taxable. For first home owners, it can be accessed in addition to the Queensland Government’s existing $15,000 First Home Owners’ Grant and $5,000 Regional Home Building Boost. QUEENSLAND GOVERNMENT'S ECONOMIC RECOVERY PLAN Queensland Economic Recovery Plan includes construction initiatives and targeted support for industry. The Property Council provided direct input via the Premier’s Industry Recovery Alliance. The Property Council supports the intent of the plan but believes much more should be done to unlock the property industry to expedite Queensland’s post-COVID-19 recovery. QUEENSLAND GOVERNMENT'S ECONOMIC RECOVERY PLAN The Queensland Government has today announced the Queensland Economic Recovery Plan. The plan outlines six key focus areas: Safeguarding our health Backing small business Making it for Queensland Building Queensland Growing our regions Investing in skills There are several initiatives in the plan that relate to Queensland’s property industry. These initiatives include: Maintaining the current State infrastructure investment program at $51.8 billion over the next four years 2019-20 to 2022-23 $400 million Accelerated Works Program $50 million to attract industry to grow Queensland’s advanced manufacturing capacity $100 million housing construction Works for Tradies $50 million SEQ community stimulus program $106 million support for home building, to stimulate the building market for new homes valued at less than $750,000 Up to $100 million in small business grants Today the Government also issued a Capital Program 2020 Update which includes more than $13.9 billion worth of infrastructure funding across the state. The update reaffirms the Government's commitment to a $51.8 billion program of work over the next four years. Available funding If successful, matched funding of up to $10,000 (excluding GST) may be provided to eligible businesses for the purchase of hardware, software and services (such as digital coaching). The minimum grant funding is $1,000. The business must show how the digital technology or service purchased and adopted will enhance the digital capabilities of their business, and help them to be more competitive and employ more staff. Applicants must not begin the project or pay for the product(s) or service(s), in part or in full, without confirmation that the project has been approved. Eligibility criteria To be eligible the business must: have fewer than 20 employees at the time of applying for the grant have an Australian Business Number (ABN) and be registered for GST have Queensland headquarters have a turnover of $2 million or less in the last financial year not be insolvent or have owners/directors that are an undischarged bankrupt. Only 1 application will be accepted from an individual ABN or a financial beneficiary of a business. Successful applicants cannot reapply for funding under this grant program in future rounds.
