25.01.2022 Today, the Queensland government announced the most impactful changes to our fisheries management arrangements since the 2004 Reef Line and Spanish Mackerel fisheries reforms. I understand that these changes will mean opportunities for some, and devastating disruption for others. Thank you to those clients who contacted me today to discuss what comes next and how we can help one another adapt to these new changes. My job is to help clients identify and maximize their opport...unities, and to minimize any negative impacts of this change. Many of you reading this will be completely overwhelmed with trying to figure out how best to manage your fishing operations (or properly value your newly allocated transferable rights). This is where my 15+years of specialized experience, can be of value to you or other fishermen that you may share this post with. I am already preparing a set of questions to put to Fisheries tomorrow morning, to clarify some of the many questions that arise from this announcement. 25.01.2022 October 2nd: Hello everyone, this post is about circulating QUALITY INFORMATION for fishermen. I have submitted the 22 questions listed below to Fisheries to s...tart identifying ANSWERS. They took the time to call me today, and to say that they are working hard on an answer sheet, but that the questions did force them to think about some of the gaps that are identified. As soon as I receive answers, I will amend this post with the answers going below the original question. Some questions may get answered quicker than others, but ALL ANSWERS will be directly from Fisheries so you can at least rely on accuracy. If you have different questions, please send me a pm as I find tracking the comments across devices troublesome at times and don't want to miss any. I will batch up the new questions at 15-20 and fire them off to fisheries, and create a new post for each batch. I respectfully ask that comments stay focused on clarifying any answers that are posted. This will make for a clean post that people can quickly read without having to scroll through the emotional/political frustrations. Are these changes in law now, and if so is there any chance of a reversal if the government changes hands in 5 weeks time? Answer: The department doesn't make that decision, government does. I spoke to the media spokesperson for Labor, who said they could not speak for the LNP, but that their only public statement so far had been to criticise the government for taking too long. I rang and left a msg at Tony Perrett's office but did not receive a call back...crickets from LNP as of Friday 6pm. 2. What will the TACCs be for each quota? 3. If the allocation date is April 22nd, will everyone be able to trade from that time, or do we have to wait until the end of July to do any ‘real’ transfers? 4. When will paper transfer forms be ready? 5. When will the online transfer service be available and does Fisheries have any plans to introduce temporary transfer processes for symbols? 6. Has Fisheries allocated any extra resources (videos, on-line tutorials etc) for helping fishermen learn to use Fishnet Secure? 7. What are the details for the bycatch reduction devices for crab pots, and when will they be announced? Manufacturers need as much lead time as possible. 8. With the 1.2MT minimum criteria, is this owned quota, or can it include leased quota? Also, can it be a combo of species, or would I need 1200 ECMC, 1200 GMC and 1200 BSC? 9. While we are on thatcan you release a full set of acronyms for quotas and zones for us? (common nomenclature from the beginning) 10. Is there a minimum history requirement for the crab quotas, as there is for the Inshore? 11. For fishermen on a 3xC1 permit, will it be extended until the new regime is in place (asking for a friend)? 12. What are the crab meat processing requirements (same friend)? 13. Was there ever any specific buyback proposals as part of the harvest strategy process? 14. Will Inshore quota owners have the same opportunity to nominate zones like the Trawl? A detailed answer if no would be useful so I can explain. 15. If I’m an RQ or SM fisher and I stumble across, say, a barra. Can I keep it? Do I need quota? Which zone if I’m moving between zonesthe one I caught it in or the one I land it in? Can I fillet it? 16. Can Inshore fishers still fillet fish like Queenies and Jacks? 17. What if I bought a license of someone who had a genuine illness that would have qualified him for an amendmentcan I claim? What if the license wasn’t mine, but was affected by natural disaster of the Gladstone harbour issue? 18. In the calculation section for crab, it says, July 21, 2021 for allocation. Is that right, or a typo? 19. For landing place, does a SFQ certified home count as a place of commerce? What will happen to netters and crabbers in highly isolated areas where there is nothing but beach and mangrove for miles and miles? 20. What is going to be considered accurate for fish counts in the Inshore fishery? There are real safety concerns around this one. 21. Will only landed catch be counted against quota, as per other fisheries? 22. When will we have comprehensive maps of the zones? See more
