Short answer, yes they are very different and if you’re using a serum you’ll almost always need a moisturiser on top. The main purpose of a moisturiser is to hydrate and create a moisture barrier over your skin, while a serum may do this as well but often is made to target other concerns such as pigmentation, brightening, redness, wrinkles... the list goes on....
