25.01.2022 Dissolution of the Queensland Parliament The Queensland Parliament has been dissolved by proclamation dated 6 October 2020. Upon the dissolution, all committees of the Parliament (other than the Parliamentary Crime and Corruption Committee) ceased.... All inquiries being undertaken by these ceased committees lapsed upon the dissolution. All Bills that have been introduced in the Legislative Assembly but are not yet passed also automatically lapse upon the dissolution. Bills may or may not be reintroduced in the next Parliament. New portfolio committees - Implications for lapsed inquiries At some time after the state election, a new Parliament will commence and new committees will be appointed. The date of commencement is not yet known. For some inquiries, the new committee will have the power to decide whether to continue an inquiry commenced before the dissolution. For Bill inquiries, it will be a matter for the new Parliament whether to make a fresh referral to a committee of any re-introduced Bill. #Election2020 #LGReform
24.01.2022 Logan City Council’s controversial decision to reinstate a $48 million discretionary fund for its 12 councillors has escaped review by the state’s independent assessment watchdog. https://www.couriermail.com.au//5dce5d785f68599c59974cd2b8
23.01.2022 Queensland Labor backed Pisasale and his council, almost all of whom were party members, unreservedly despite repeated complaints from local ALP branches about his corrupt activities. There was a blip when Pisasale helped then-LNP leader Campbell Newman in the 2012 election - but it was quickly forgiven. He was shopped around the state by Queensland’s Local Government Association and feted at industry and government events in China and around the world. The LGAQ always had Paul Pisasale up and down the length and breadth of Queensland talking about how Ipswich worked and how other councils could do the same thing, said former veteran Ipswich ALP state MP Jo-Ann Miller who has an acrimonious relationship with Pisasale. #LGReform #ICAC #corruption
22.01.2022 Queensland's local government watchdog recorded a 12 per cent increase in complaints during the past financial year compared to the previous year. The increase comes amid a warning from the Office of the Independent Assessor that referring complaints about inappropriate conduct back to councils, as required by legislation, may not be working.
20.01.2022 One of the first actions of a returned Palaszczuk government, would be to introduce and pass a bill to amend the Local Government Act, retrospectively, ensuring the resignation of a mayor on Monday night would instead trigger a by-election, rather than elevating a candidate who ran second in the March poll. #legislation #election2020

19.01.2022 The head of Crime and Corruption Commission Qld has revealed it vetted the team of investigators who worked in secret on the case against former Ipswich mayor Paul Pisasale because of his close connections with police. "We hand-picked our team because of how popular he was. He has tentacles including in the police service," CCC chairman Alan MacSporran told members and guests of the QLGRA - Queensland Local Government Reform Alliance on Saturday. #ccc #ipswich #mayor... https://www.brisbanetimes.com.au//corruption-watchdog-fear
16.01.2022 Almost a week after accepting the position of Rockhampton Regional Council Mayor from the Electoral Commission of Queensland, Chris Hooper still hasn't been appointed to the role and he's accused the State Government and local council of stalling the process. The State Government has vowed to amend the law, which would trigger a by-election, and would be introduced in the Parliament sitting from December 1. However, the ECQ said the law must be followed until there were any... such changes. #LGReform #retrospectivelegislation #Mayor #Rocky

14.01.2022 Taxpayers will fork out $1 million over four years to pay the salaries of the State Government’s expanded assistant ministry, as exactly half of the Labor caucus now hold a title of minister or assistant minister. Member for Cairns Michael Healy MP, Bart Mellish MP- Member for Aspley, Member for Maryborough Bruce Saunders, Charis Mullen MP - State Member for Jordan and Lance McCallum MP - Labor for Bundamba were promoted as the third-term Labor Government were officially swor...n in today at Government House. 14.01.2022 Interesting article, especially the last sentence.
13.01.2022 UPDATE: Disgraced former Ipswich mayor Paul Pisasale has been jailed for seven-and-a-half years after pleading guilty to 35 charges including official corruption and sexual assault, which he committed during his time in office. He will be eligible for parole after slightly more than 20 months behind bars have been served. Judge Lynch, in the Ipswich District Court, said his charity auction fraud of $53,000 was for "self-promotion". Once one of the most popular political figur...es in the country, who repeatedly secured 85 per cent of the vote as the affable "Mr Ipswich", Pisasale also pleaded guilty to one count of receiving a secret commission, one count of official corruption and fraud of property subject to a direction last month. - Alexandria Utting, Kelmeny Fraser In a rare example of openness towards the media, the Ipswich District Court will allow a television camera to capture today's sentencing of disgraced Ipswich City Council former mayor Paul Pisasale. #LGReform #sentencing #transparency

11.01.2022 Chris 'PINEAPPLE' Hooper could take over the role as Rockhampton Regional Council Mayor following the shock resignation of Margaret Steele. The new changes state a mayor or councillor would be replaced by the next highest polling candidate if they were to die or resign in the first 12 months of their term. #mayor #rocky #election2020... https://www.couriermail.com.au//f6c4424e21284e652ffbe49160
11.01.2022 Mr Hooper cited the Local Government Act sections and said he had full intention of arguing a case that he lawfully should be mayor. The Local Government Act 2009, section 166A states the chief executive officer must ask the electoral commission to give a vacancy notice to the runner-up who is first in the order of priority. The act goes on to state if the runner up accepts the position before the deadline, the electoral commission must notify the chief executive officer t...hat the runner-up has consented; and the local government must fill the vacant office by appointing the runner-up. Will the new local government Minister Steven Miles - Health & Ambulance Services Minister & MP for Murrumba carry through with the the outgoing Stirling Hinchliffe MP's announcement of changing the Act? Democracy, legal action, retrospective legislation - doesn't appear that good decisions are being made all at the ratepayers and resident's of Queensland's expense. Rockhampton Regional Council has confirmed that CEO Evan Pardon has written to the Electoral Commission of Queensland, fulfilling his obligations under the act.

06.01.2022 COVID-19 Emergency Response and Other Legislation Amendment Bill 2020 Under the cover of COVID a whole lot of amendments are being voted on in Parliament. Among them the Councillor vacancy amendments: The Local Government Association of Queensland (LGAQ) and a number of mayors and councillors raised concerns that the amendments to the LGA in the Integrity Act could give rise to the possibility that a candidate who only achieved a small percentage of the vote could be appoint...ed to a vacant position. The LGAQ supports the proposed amendments. The Townsville City Council and the Rockhampton Regional Council were consulted as these local governments are directly affected by the amendments and the transitional provisions due to vacancies which arose after 12 October 2020 and before commencement. Given the urgent nature of the Bill, consultation with other non-government stakeholders has not been possible. It looks like COVID is used to push a lot of laws through that have nothing to do with COVID. Also on the agenda to extend this COVID 19 Emergency Response Act 2020. https://www.parliament.qld.gov.au//Table/2020/5720T252.pdf

01.01.2022 Retired Bundamba MP and Labor Party stalwart Jo-Ann Miller says her family's guinea pigs were strangled and gas bottles set on fire after she raised complaints against disgraced former Ipswich mayor Paul Pisasale. Ms Miller, who quit her seat in February, has also claimed the party "turned a blind eye" to the man known as "Mr Ipswich", whose new guilty pleas relating to a sexual assault case and his years in office were made public on Thursday. https://www.brisbanetimes.com.au//my-daughter-s-guinea-pig
