If you experience tingling from your shower or kitchen sink when running the water, PLEASE PLEASE, do not ignore it, call an electrician and get it checked. The one in these photos is your typical 15A extension lead from bunnings. Small conductors, this caravan was drawing 14.5 Amps, and way too much voltage drop over 30M. Here are some requirements but not limited, you need to check your local legis...lation and regulations in your state to ensure you have allowed for the requirements and installation in your quotes. The Law in QLD Building Fire Safety (Domestic Smoke Alarms) Legislation Amendment Regulation 2016 The Legislation outlines that a smoke alarm must be installed: In each bedroom; And for each storey with 1 or more bedrooms - in a hallway if bedrooms are connected by a hallway, and otherwise between the bedrooms and the rest of the dwelling; and In any other storey in the most likely path of travel to an exit. These locations reflect the existing requirements of the National Construction Code. The timeframes for achieving compliance are: The laws will be phased in over a 10 year period and there are a number of triggers for compliance including: Any smoke alarm being replaced after 1 January 2017 because it no longer operates or has reached the end of its 10 year lifespan must be replaced with a photoelectric alarm. Dwellings approved to be built or significantly renovated after 1 January 2017 will need to comply with the new smoke alarm laws. Dwellings leased or sold after five years (i.e. from 1 January 2022) will need to comply with the new smoke alarm laws when the rental agreement is entered into or the property is transferred. All private dwellings will need to comply with the new smoke alarm laws within 10 years (i.e. by 1 January 2027). The additional measures in QLD include smoke alarms to be installed in every bedroom of a home by a qualified electrician, The law in NSW Under Clause 146A of the Environmental Planning and Assessment Act 1979, and Division 7A of Part 9 of the Environmental Planning and Assessment Regulation 2000, smoke alarms are required in all buildings in NSW where people sleep. The smoke alarms must meet the requirements of Australian Standard AS 3786, Smoke alarms. These provisions came into effect on 1 May 2006. The legislation provides for a minimum level of protection. The Fire & Rescue NSW supports this legislation and recommends that owners and occupants consider higher levels of protection than the minimum requirements. According to national smoke alarm compliance company, Smoke Alarm Solutions (SAS), current legislation in NSW requires at least one operational smoke alarm on each level of the occupancy, which could be owner-occupied or rental homes, caravans, relocated homes or any building where people sleep. Homeowners and landlords in New South Wales are concerned that they too will face costly changes to become compliant, now that Queensland authorities have introduced new stringent new smoke alarm legislation. The law in VIC Smoke alarms are compulsory and must be installed in every residential building, on or near the ceiling of every storey and be located in a position designed to wake sleeping occupants. Locating a smoke alarm Smoke alarms must be located between each bedroom area and the rest of the house. In addition inside any bedroom where someone sleeps with the door shut In a two storey home a smoke alarm is required on every storey, located in the path that people will use to evacuate A residential building includes the following building Classes as broadly defined in the National Construction Code (NCC): Class 1a: Detached houses, row houses, town houses, terrace houses or villa units Class 1b: Some boarding houses, guest houses or hostels Class 2: Buildings containing sole-occupancy units (e.g. apartments, blocks of flats) Class 3: Backpacker accommodation, residential parts of hotels or motels, residential parts of schools, accommodation for the aged, disabled or children Class 4: Dwellings in non-residential buildings (e.g. houses attached to shops). The Building Regulations 2006 (the Regulations) state that smoke alarms must meet the Australian Standard AS 3786-1993. Complying models can be found at most electrical appliance outlets or hardware stores. Smoke alarms must be connected (hard wired) to the building's consumer mains power source as well as having a battery back-up, unless the building was built before 1 August 1997. Qualified electricians must install smoke alarms that are hard wired to the consumer mains power source, but battery operated smoke alarms can be installed by anyone. The law in SA Smoke Alarm Legislation Regulation 76B of the Regulations under the Development Act, 1993 requires that smoke alarms complying with Australian Standard 3786 be fitted to all Class 1 and 2 buildings. (Compliance with Australian Standard 3786 will be shown on the smoke alarm packaging.) Class 1 and 2 buildings means: Any single dwelling including detached houses or attached houses such as row houses, terrace houses, town houses, villa units, etc. A boarding house, guest house, hostel or the like with a total floor area not exceeding 300m2 and in which not more than 12 persons would ordinarily be resident. Note: Larger buildings of these types will require a commercial type fire alarm system. Any building containing 2 or more sole-occupancy units each being a separate dwelling (ie. flats, motel units, apartments and the like) where the building is not required to be fitted with a commercial type fire alarm system. The Building Code of Australia also requires domestic smoke alarms complying with Australian Standard 3786 in Class 3 and 4 buildings Class 3 building means a residential building, other than a Class 1 or 2 building, which is a common place of long term or transient living for a number of unrelated persons (maximum 20 persons 2 stories or less). Example: boarding-house, hostel, backpackers accommodation or residential part of a hotel, motel, school or detention centre. Class 4 means a dwelling in a building not purpose built for accommodation. Example: A flat over a shop Interconnection of alarms From 1 May 2014 smoke alarms have been required to be interconnected in all new class 1 dwellings, within sole-occupancy units of class 2 and 3 buildings and in class 4 parts of buildings. (Class 4 is a single dwelling in an office building, retail building, storage building, manufacturing building or public building.) In existing buildings (ie those approved before 1 May 2014) any extension or addition (approved from 1 May 2014) which requires more than one smoke alarm must have those alarms interconnected however there is not a requirement to interconnect to alarms in the existing building. Smoke alarms in subsequent extensions will be required to interconnect to any alarms in extensions approved after 1 May 2014. The Law in WA The Building Regulations 2012 (the Regulations) in Western Australia require the owner of a dwelling to have compliant smoke alarms installed: prior to the sale or transfer of ownership; where a dwelling is rented under a residential tenancy agreement or made available for such rental; and where a dwelling is made available for hire. What is a compliant smoke alarm? To comply with the Regulations, owners must ensure that the smoke alarm(s): are in accordance with the Building Code of Australia (BCA) applicable at the time of installation of the alarms. (The BCA specifies the relevant edition of the Australian Standard for residential smoke alarms (AS 3786) and location the smoke alarms must comply with); are not more than 10 years old at the time of the transfer of ownership, or making the dwelling available for rent or hire; are in working order; and are permanently connected to consumer mains power (hard-wired). The BCA requires smoke alarms to be interconnected where there is more than one alarm. However interconnection of smoke alarms is not applicable to dwellings that were approved for construction prior to 1 May 2015. Who can install smoke alarms? Smoke alarms required to be permanently connected to the mains power supply require a licensed electrician to either connect or disconnect the smoke alarm. Where the Regulations permit a battery powered smoke alarm to be fitted instead of one connected to mains power, a licensed electrician is not required to fit the battery powered smoke alarm. Are there penalties for noncompliance? Yes, local governments have the power under the Building Act 2011 and the Regulations to either issue an infringement notice or prosecute an owner who fails to have compliant smoke alarms installed prior to selling, transferring ownership, renting or hiring the dwelling. The Law in TAS Smoke alarms in rental properties All rental properties in Tasmania must have smoke alarms. The Residential Tenancy Amendment (Smoke Alarms) Act 2012, the Residential Tenancy Act 1997 and the Residential Tenancy (Smoke Alarm) Regulations 2012 set out: the type of building and where smoke alarms must be located; the type of smoke alarms required (battery or mains powered); and the maintenance, testing and cleaning of smoke alarms by property owners and tenants. Complying with the Australian Standard Smoke alarms must comply with Australian Standard (AS3786-1993 Smoke Alarms). Compliant smoke alarms are available at most electrical appliance outlets and hardware stores. Even if the Standard changes, compliance with the Standard will continue until the alarm: o no longer functions; or o reaches its expiry date. A replacement alarm must meet the requirements of the current Standard at the time of replacement. Hard wired smoke alarms must be installed by a qualified electrician. This person must be aware of all the relevant Standards relating to the installation. More information is available from Standards Australia Do the alarms have to be battery or mains powered? From 1 May 2013 until 30 April 2016 smoke alarms can be: o battery powered (by either a 9 volt removable or a 10 year non-removable battery); or o mains powered (provided it complies with AS3786-1993). From 1 May 2016 smoke alarms will be required to be either: o mains powered; or o battery powered by a 10 year non-removable battery. Removing or interfering with a smoke alarm It is an offence under the Act to remove or interfere with the operation of a smoke alarm in a tenanted property unless the alarms are removed to be repaired or replaced. The Act imposes penalties for not complying with these provisions. What happens if a property or tenant does not comply with the Act? The Residential Tenancy Commissioner is authorized to make an order requiring a property owner or tenant to comply with a provision of the Act. Conclusion Compliance Certification is required in most states so make sure you have the smoke Alarms installation requirements in your quotes to cover cost. SMOKE ALARMS SAVE LIVES!
