14.01.2022 JobKeeper Payment - What To Do & When Dear Quarles Client With the details of the horrendously complex JobKeeper Payment wage subsidy now starting to emerge, we have prepared a brief summary of the process for employers. In a nutshell, the things to do, in order, are:... 1. Determine your eligibility, as an employer, to participate in the scheme. When? Now. 2. Decide if you are eligible, whether it is desirable to participate. When? Now. 3. Identify all your potential eligible employees current, stood-down, terminated. When? Now. 4. Offer all current permanent & long-term casual employees and selected stood-down & terminated employees the option to participate in the scheme. When? Now. Need form back before 30 April. 5. Pay all participating eligible employees a minimum of $3,000 for the two JobKeeper fortnights ending in April. When? By 30 April. 6. Enrol as an eligible employer for the JobKeeper scheme. When? Between 20 & 30 April. 7. Claim the JobKeeper payment for April, specifying eligible employees. When? From 4 May. 8. Notify all eligible employees that they have been nominated in the claim. When? After lodging the monthly claim. 9. Receive the monthly JobKeeper payment into the employer’s bank account. When? Within 14 days of lodging the monthly claim. If you don’t qualify for April payments, you can enter the scheme later if your turnover declines by 30% or more. Please note that JobKeeper is a reimbursement scheme, so employers will need to fund at least two fortnightly pay-runs (and probably three) before any subsidy money is received from the ATO. The above is a very brief summary of the process. The devil is in the detail, and there are some strategic questions to consider. Participation will not benefit all employers. It has been confirmed that Tax Agents such as Quarles will be able to attend to enrolments, claims and continuing administration of the scheme on behalf of clients. If you would like a proposal for us to undertake this work, please let us know. Everyone’s circumstances will be different and this work is beyond the scope of our existing fixed fee agreements. It is good to see some good signs in the containment of the COVID-19 health emergency. Hopefully the economic situation will also improve. 06.01.2022 Targeted Help for the Home Building Industry ($25,000 Grant for Buyers and Renovators). The Federal Government has recognised the delayed impact of the COVID shut-down on the Home Building Industry by announcing grants of $25,000 to home owners to stimulate the industry. The industry is experiencing a 40% decline in new home build contract signings. The new HomeBuilder program will apply to new builds and significant renovations costing between $150,000 and $750,000. Own...ers will need to spend the money before receiving the grant. The program commenced today and will apply to contracts entered into between 4 June and 31 December 2020. Renovation work will not include structures separate to the main property, such as swimming pools, tennis courts and sheds. Other key points of the HomeBuilder Program: Applies to Owner-Occupiers only. Not for investment properties. Grants are means tested. Couples must earn less than $200,000 per year and individuals less than $125,000. For renovations, the home being renovated must be valued at less than $1.5M. To keep cowboys out of the program, only Builders and Tradesmen licensed before 3 June 2020 can be engaged for HomeBuilder projects. The WA Government has also been mentioning incentives to support the Building & Construction Industry, so stay tuned. A boost for Social Housing might be on the cards.
