25.01.2022 The NSW/Victoria border will close at 11.59pm on Tuesday 7 July. In effect in 36 hours. There are 55 border crossings on the Victoria/NSW border and there are many townships on this border. The border closure is going to be enforced on the NSW side by NSW Police and the ADF.... The Premier of NSW has stated that no one from Greater Melbourne and its surrounds will be able to cross the NSW border and enter NSW before the full border closure tomorrow night. Permits will be issued for essential workers movement across the border. As yet, we dont have information on what that means. I have advocated this morning to the Ministers staff responsible that our industry - freight - needs to be the same system as the QLD border. A dedicated lane and waved through with no delays. The Premier of NSW has said that the next 72 hours is going to be hard as people adjust to new systems. Nevertheless the NSW Premiers media release has said relevantly: "Special conditions will be in place for freight operations and other critical services" We will provide more information as it becomes available. 24.01.2022 ACT Requirements The Public Health (COVID-19 Interstate Travellers) Emergency Direction 2020 specifically exempts all transits through the Australian Capital Territory by road for business or freight purposes. Therefore, under the Direction, freight, transport and trucking companies do not need to apply for an exemption to enter the ACT.... The preference would be that companies who are transiting through the ACT restrict their activity to the delivery or receipt of goods only. Should there be a need to take a rest stop in order to manage fatigue, we ask that drivers adhere to the following protocols. Drivers should contain rest stops to one overnight stay. Drivers should take all reasonable steps to minimise their contact with other persons. Drivers should look to quarantine during their time in the ACT. They should remain in their vehicle or accommodation when not working, and not attend public places. Ordering of food should be by delivery and contactless wherever possible. Keep good records of where you have been including dates and times. If drivers intend to stay for longer than a one-night rest stop they must apply for an exemption.

24.01.2022 NSW Health authorities have asked NSW residents to wear masks in public and avoid non-essential travel and high risk social gatherings. NSW Health is particularly concerned about transmission in venues such as hotels and restaurants, the gym and social gatherings.

23.01.2022 The ABC are reporting that authorities are investigating a link between the Crossroads Hotel outbreak and a truck driver who may have been the unwitting patient zero from Victoria. Dr Chant of NSW Health said she was awaiting test results and it was still too early to speculate on a source. Road Freight NSW note a lot of people go to the Crossroads hotel including politicians, tradies and families. Its a popular venue.



23.01.2022 From midnight Tuesday 21 July a border zone, defined along the Murray River, will be established. Entry to NSW from Victoria will be restricted, and exemptions for NSW residents travelling from the Victorian side of the border zone will be limited further. Permits issued up until the commencement of the border zone will expire at midnight 21 July. If you remain eligible under the new rules you'll need to apply for a new permit.... If you are travelling form VIC to QLD, you will need a NSW border entry permit and a QLD border declaration pass. Road Freight will advise of information as it comes to hand.

22.01.2022 ACT Travel Restrictions Restrictions have also been announced for Victorians entering the ACT by air travel only. From midnight tonight only Victorians with an exceptional need to travel will be permitted to enter the ACT, and exemptions will need to be applied for at least 48 hours (wherever possible) before intended travel dates. ... Exemption requests can be submitted to [email protected] and will need to have the following details: An explanation of your need to travel to the ACT Name Date of birth Home address Phone number Email Travel details (flight number, by car etc) Date of entry to ACT Details of how long you intend to stay in the ACT ** Date last in Victoria Name and address of where you plan to stay in the ACT. * ACT Health may impose certain restrictions in relation to your exemption. You will be required to follow these. ** As part of its risk assessment, ACT Health will assess your proposed length of stay in the ACT. A condition of entry may be that you will be required to complete a full 14 day period of quarantine in the ACT (at your own expense). Documentation to be provided: Identification; documents supporting your exemption requests, for example proof of employment, medical documentation. 22.01.2022 New Border Permits at the Victorian/NSW Border Further to the RFNSW newsletter yesterday evening, the Public Health (COVID-19 Border Control) Amendment Order 2020 was gazetted and which now puts the COVID-19 Safety Plans front and centre for the freight industry and you find it below: https://gazette.legislation.nsw.gov.au/so/download.w3p... Additionally, given the belts and braces approach being applied by the NSW government to this outbreak, COVID-19 Safety Plans are no longer nice to have, but are now mandatory. There are a couple of things you need to be aware of: 1. I am told that the glitch in the permit system last night has been fixed. 2. The new permit will have an electronic Q-code. 3. The driver must carry the now mandatory COVID Safety Plan in electronic format or paper version. Additionally I have received feedback from operators that NSW Police have asked for paper only copies of the permits. After representations made to government, we now understand that paper and or a digital version is acceptable. So, in effect, on a phone, laptop, Teletrac Navman system and any digital device that allows the NSW Police to clearly see the permit. An iwatch or similar may be problematic given the small screen. Please be aware, I am getting reports from operators about having deliveries rejected in NSW by customers because they dont have a face mask. In that instance, although the driver did not have a face mask, he did have a face shield similar to what doctors are using. However, he was still rejected from making the delivery. All I can ask from industry and customers is some common sense apply and perhaps a ready supply of face masks should be made available by operators and customers in the circumstances that a driver doesn't have one and may need one. What may sound right for a customer at a desk in an office or working from home; may need some finesse on the ground where the delivery is made to avoid issues that are foreseeable in nature. For our members, I would suggest, although not mandatory in NSW unlike Victoria, that drivers should have face masks from hereon in. 19.01.2022 FREIGHT PERMITS NOW REQUIRED FOR THE NSW/VIC BORDER I have recently been informed that freight will need permits to cross the VIC/NSW border. We are told that over time this may be finessed and that the order for freight is for the health and well being of the people of NSW. The requirements are found here and also the ability to apply is found here, although as we go out to members this function of applying for the permit is not in operation (10.15pm) on the website below:... https://www.service.nsw.gov.au//apply-covid-19-nsw-border- Relevantly the information says: freight and logistics is defined as a critical service and people carrying out critical services can cross the border from Victoria into NSW critical service workers, including truck drivers, are required to apply for an entry permit and carry it with them entry permits will be valid for 14 days at a time. The Service NSW website states that: you should carry any supporting evidence associated with your travel when crossing the border. you may be allowed into NSW if you have supporting evidence but have not been able to get a permit, however this is not guaranteed. Of the NSW / Vic border crossings, six have been prioritised as main crossings. With a large proportion of policy renewals going out over the coming weeks, members can expect their premium notices to show that their premium rates remain unchanged, except where their premium has been impacted by their claims performance and/or any change in their wages. 15.01.2022 Thanks to Channel 9 for investigating the negative financial effects of toll roads on road freight operators in NSW. Simply put, the M8 isn't attracting enough patronage from the freight industry because its too expensive. Additionally, NSW communities are rightly complaining about a massive increase of trucks on their suburban roads from truckies avoiding toll roads.... We have repeatedly called on the NSW state government to incentivise operators onto toll roads. The cash to do this would come from some of the proceeds of the imminent sale of WestConnex, and would be targeted at for example, truck rego relief or HV toll cash back scheme similar to the one used for light vehicles on some toll roads. Changes for buses and trucks When NorthConnex opens, trucks and buses (over 12.5 metres long or over 2.8 meters clearance height) travelling between the M1 and M2 must use the tunnels unless they have a genuine delivery or pick up destination only accessible via Pennant Hills Road or meet certain exclusion criteria. Two gantries will monitor trucks and buses on Pennant Hills Road, in Normanhurst and in Beecroft/West Pennant Hills. Trucks and buses (over 12.5 metres long or over 2.8 meters clearance height) which pass both gantries on Pennant Hills Road with the flow of traffic will receive a fine of $194 with no loss of demerit points. We have been working closely with truck and bus industry members since last year, to ensure they are provided with sufficient information about the regulation and understand what it means for their business. 14.01.2022 New Freight permits for NSW TfNSW has advised: The new critical services permit for travel between Victoria and NSW for freight and transport operators is now live on Service NSW. If your employer has a COVID-19 safety plan, you'll not be required to self-isolate.... https://www.service.nsw.gov.au//apply-covid-19-nsw-border- All freight and transport operators and their staff are urged to be aware of the increased health risk in Victoria, so please take extra care and be vigilant about physical distancing, minimising contact with others and maintaining good hygiene to slow the spread of Coronavirus. I would strongly suggest that operators examine the COVID-19 Safety Plan and adopt it as fundamental to the workings of their business. Specifically for those companies performing interstate work. https://www.nsw.gov.au/covid-19/covid-safe-businesses QLD The Queensland Border Declaration Pass for travel to QLD is required from midnight and you must reapply every 7 days. Drivers need to declare whether they have been in a COVID-19 hotspot in the previous 14 days (Queensland defines the entire state of Victoria as a hotspot). Having been in a hotspot does not prevent those performing essential tasks from entering Queensland but this question must be answered truthfully on the border declaration. Queensland authorities have confirmed that they will not be physically stopping trucks at the border (other than to conduct random spot checks, which have been occurring since March). I have been advising businesses in the QLD/NSW Border region about some of the requirements for their employees who live in QLD, but work in NSW. In addition to the above requirements, I would suggest that an official letter (on letterhead) from the employer stipulating that the driver is an employee and is employed by the company would go someway to assisting NSW Police if questions are asked about the nature of their employees travel. I also note that as we go out the online declaration has changed to allow permit applications from 10 July. RFNSW CALLS FOR FINANCIAL RELIEF FOR TRUCKIES HIT WITH TRIPLE WHAMMY OF CHARGES With another new Sydney toll-road set to open in the coming months, Road Freight NSW (RFNSW) is renewing its calls for the NSW Government to deliver financial relief measures for truckies struggling to pay excessive tolls, unfair registration costs and other mounting daily operational charges throughout the COVID-19 pandemic.... Under new regulations, truckies working in Sydneys north will be forced off Pennant Hills Road and have to pay tolls on Transurbans NorthConnex tunnel, otherwise theyll risk incurring hefty penalties of up to $200. But RFNSW Chief Executive Simon OHara argues that the Government should now review its current policies and offer incentives to use toll-roads, for the benefit of both truckies and the wider community. The Government needs to incentivise trucks operators if they expect to move heavy vehicles off suburban roads and on to expensive toll roads and motorways. Its unfair that truckies, who are frequent users of toll roads, are given no relief, unlike other motorists, Mr OHara said today. Once the NorthConnex opens, therell be no toll-free alternative roads for truckies to use and that means theyll be paying for additional tolls as part of their daily operations. Its simply unsustainable. These are tough times for our members, particularly small, family-owned businesses, operating one or two trucks. The triple whammy of excessive tolls, higher rego costs and increasing port and container park charges, is causing them enormous financial hardship. In some cases, their rates no longer cover their operating costs. If the Government is serious about getting the NSW economy moving again as part of its COVID-19 recovery plans, we believe it must restore a degree of equity for road-users and develop new solutions which will support the struggling transport industry and also the safety of the community. Already, caravan and camper trailer owners have saved nearly $500 after the Government slashed their registration fees and were now calling on the Government to do the same for transport operators, reducing their rego to compensate for the excessive tolls theyre forced to pay every day. Working on the frontline throughout the pandemic, truckies have done a great job in delivering essential food and grocery supplies on to our supermarket shelves in very difficult circumstances. Now, RFNSW is calling on the Government to provide them with financial relief, so they can start clawing-back costs, as Australia slumps into recession, Mr OHara added.

04.01.2022 PORT BOTANY STEVEDORES MUST GIVE TRUCKIES A BREAK Peak body Road Freight NSW (RFNSW) says it is encouraged by Minister for Transport and Roads Andrew Constances call for Port Botany stevedores to stop increasing infrastructure access surcharges during the COVID-19 pandemic. After RFNSW raised concerns that truck operators were suffering ongoing financial hardship, exacerbated by the COVID-19 crisis, the Minister has written to its Chief Executive Simon OHara, stating that i...t is the NSW Governments strong view that now is not the time to increase charges. Minister Constance has also acknowledged that supply chain stakeholders have reported that they are now experiencing additional cash flow pressures and that increases to the access charges are exacerbating those financial pressures. He further called for restraint from the Port Botany stevedores in not increasing infrastructure access surcharge charges, requesting that stevedores arrange relaxation of payment terms to assist operators with cash flow during this time. Mr OHara said RFNSW was encouraged by the Ministers calls for stevedores to stop ongoing price hikes at Port Botany. We thank the Minister for listening to our ongoing concerns about the impact these increases in port charges are having on our members during these difficult times, Mr OHara said. The Minister has acknowledged what truckies are telling us that port charges have the real potential to undermine their viability during the COVID-19 pandemic. It is essential that the States supply chains are operating efficiently to keep freight moving. And, as the Minister has said, it is clearly not the time for stevedores to be again, ramping-up their access charges. We call on stevedores to act on the Ministers edict not to increase port charges and to give truckies a break during these tough times, Mr OHara said. Frank Johnston passed away last Thursday night after a battle with illness. Frank and Johnstons are synonymous with service and have been in the industry over 100 years. With a large proportion of policy renewals going out over the coming weeks, members can expect their premium notices to show that their premium rates remain unchanged, except where their premium has been impacted by their claims performance and/or any change in their wages.
