In Australia we are much more fortunate than many other countries from this fall out. Its definately trying times. ... For any of you following trends or concerned about tenents and filling your rooms. The data im seeing seems to indicate that we have bottomed out currently... Certain there will be an upward trend from here if there is a continuation of the current state of affairs. The need for affordable room will always be a need in the community and over the next whil I belive this sector will see the fastest recovery. This resulted in a LOT of speculation and misinformation. Fortunately, this has now been clearly outlined, and ratified by law and retrospectively back-dated to 29th March, 2020.... What resulted was an omnibus. What's an omnibus? Not having dealt with these in any manner previously, we did a deep dive to find out... An omnibus is: "a volume containing several books previously published separately." The 'volume' is called "COVID-19 Omnibus (Emergency Measures) Act 2020" and it is implemented to declare the temporary changes in law to current regulations because of the devastation caused by the COVI pandemic. Here's the "purpose" as stated in the act itself: "The purpose of this Act is to temporarily amend certain Acts, and to temporarily empower the making of regulations, to modify the application of the law of Victoria in certain respects for the purpose of responding to the COVID-19 pandemic." Now this "little" document is a whopping 296 pages long, and extremely convoluted, making it very difficult for the average person to work out how to read and interpret the changes. It can't be interpreted within itself alone, and MUST be read in conjunction with the relevant legislation, which in our case is the Residential Tenancies Act 1997. So, we've extracted the section that is relevant for Rooming House Operators, and simplified it for everyone. It's taken some time and effort to do this by comparing the two documents, but it has now become a very valuable resource for us, and we hope it will be useful for you too.
