17.01.2022 Our Weed Biosecurity Officers recently located an outbreak of Amazonian Frogbit (Limnobium laevigatum), an invasive water weed. It had spread along a 36-km stretch of water nr Lismore, most likely introduced to this region as decorative aquatic plants for backyard ponds or aquariums. RCC in partnership with NSW DPI deployed a rapid response to the outbreak, including surveillance along affected and adjoining waterways and installing a series of booms to prevent spread and min...imise any further impact on the environment. Frogbit is a fast growing, floating freshwater Prohibited Matter species that can: form large dense mats across the water's surface prevent native water plants from growing reduces light, food and shelter for fish and other aquatic animals block waterways and irrigation channels. 16.01.2022 NEXT STEPS FOR THE FUTURE WATER PROJECT 2060 The 10-week public exhibition period for the Future Water Project 2060 (FWP2060) closed on 9 September 2020. Public submissions made during this time will now be collated by an external consultant, who will provide a report to Rous County Council and its Councillors for their examination.... This report will be tabled at an ordinary Council meeting in December. At this time, Councillors will consider the submissions and determine the next phases in securing future water for our region. After being open from 1 July for six weeks, the public exhibition period was extended in August for an additional four weeks, giving the community even more time in which to provide their views on the FWP2060. 12.01.2022 New funding to tackle spread of TSA Tropical Soda Apple (Solanum viarum) is an aggressive, prickly high priority species (HPS) weed that our Weed Biosecurity team are battling to eradicate in the region. In September 2020, we received confirmation of a $33,600 grant from Local Land Services for the control of the weed. The funds will be used in a 12-month project to assist Rous control Tropical Soda Apple in newly infested high-risk pathways in the Tweed and Kyogle Local Gov...ernment Areas. These infestations occur in riverbanks or wetlands along Grady’s Creek, Byrrill Creek and part of the Tweed River. The funding will allow Rous to engage contractors to assist with this increased workload and free up Weed Biosecurity officers' time to manage other high priority infestations and other types of weeds. 09.01.2022 *$250,000 Awarded to tackle Tropical Soda Apple in bushfire affected areas* Rous County Council has recently been awarded a $250,000 grant from North Coast Local Land Services as part of the NSW Government Bushfire Recovery Stimulus program 2020-21 to control weed infestations of Tropical Soda Apple (TSA) on priority areas affected by the 2019-2020 bushfires. This funding will allow us to directly assist landowners and property managers whose properties were affected by the... fires and are vulnerable to the spread of TSA. These susceptible areas were determined prior to the submission by correlating existing TSA incursions with State Fire Mapping event data. Studies show that TSA can flourish rapidly in post-fire, drought or post-flood affected areas. Tropical Soda Apple is an aggressively invasive, prickly, thicket forming shrub that invades open to semi-shaded areas, particularly pastures and riparian zones. They are a hardy species that can survive in low nutrient environments, taking hold and spreading significantly faster than local native plant species. TSA has a negative impact on biodiversity by displacing native plants and disrupting ecological processes. 07.01.2022 Meet our Water Operations team Our water operators maintain our assets, which includes the pipes and tanks that deliver water to our direct customers as well as bulk water supply to Byron Shire Council, Ballina Shire Council, Lismore City Council and Richmond Valley Council. They are also involved in installing new water pipes and fixing leaks and broken water mains when they occur. Often, breaks occur along public verges or on private properties. This usually requires diggi...ng and excavating to access affected areas. It can be difficult work, especially in extreme weather conditions, but they do a great job of rapid problem solving so that our customers are not left without water for too long. We have over 2,000 direct water customers outside of supplying bulk water to our constituent councils. 06.01.2022 **PARTHENIUM WEED OUTBREAK UPDATE** Following up on the recent discovery of Parthenium weed for the first time in this region, our Weed Biosecurity Officers are currently still undertaking their rapid response operation. The team also gained assistance from the Department of Primary Industry (DPI), Local Land Services (LLS) and other Weed Biosecurity Officers from NSW.... All visible plants have been removed from the core site however teams are surveying all high-risk sites in the region to see if any additional controls are needed. Over 80 surveys have been conducted in total and no additional infestations found. The surveys also included engaging with landholders to help better identify Parthenium and its effects on health and agriculture. 04.01.2022 Blue Green Algae Awareness Blue Green Algae (BGA) blooms occur when excessive nutrients (particularly phosphorus and nitrogen) in the catchment collect in water bodies. As non-moving or slow-moving fresh water tends to stratify in temperature, it is often the top warmer layers that create the ideal environment for algal blooms to occur. Within Council's water sources BGA is usually found at Emigrant Creek Dam during hot summer months. BGA are types of bacteria known as Cyan...obacteria. They can create a greenish blue 'scum' on the surface of the water body. Some species of BGA are known to produce cyanotoxins which are a potential health hazard in water supplies and can be dangerous for humans, animals and aquatic animals. Management of BGA within the Rous County Council water supply dams is achieved by minimising nutrient loads through catchment management activities, management of aquatic weeds, and use of aeration systems to destratify water layers within the dam. In addition, weekly water quality sampling and testing is performed to monitor nutrient levels and algae activity. The Emigrant Creek Water Treatment Plant employs ozone and biologically activated carbon filters to treat water from Emigrant Creek Dam so it can be safely supplied to consumers. 04.01.2022 Meet our new Floodplain Officer Meet Chrisy, Floodplain Officer at Rous County Council. Chrisy has recently been permanently appointed to the position, which will lead the natural resource management activities related to Council’s Flood Mitigation infrastructure. Chrisy works with landowners, agricultural industries, non-government organisations, local and state government and universities to reduce the impact flood mitigation drains and floodgates have on the natural env...ironment. She is a familiar face to many on the floodplain with more than 20 years’ experience working with stakeholders to improve water quality, particularly related to acid sulfate soils. It is a challenging role, but one that Chrisy says she finds very rewarding. On any given day you will find Chrisy assessing how Council’s floodgates and drains can be managed to reduce their environmental impact, garnering support from landowners, liaising with industry, monitoring water quality and identifying future challenges and opportunities. 04.01.2022 **FIRST-EVER OUTBREAK OF NEW PROHIBITED MATTER SPECIES IN NORTHERN RIVERS REGION** Our Weed Biosecurity Officers have uncovered an outbreak of Parthenium weed on a rural property in Tweed Shire for the first time in history for this region. Parthenium weed (Parthenium hysterophorus), a native of the Caribbean region, is both highly invasive to the natural and agricultural environment and is known to cause severe health reactions in humans and livestock.... The source of infestation is suspected to have come from a contaminated batch of chook feed. The discovery made when Rous Weed Biosecurity Officers were conducting targeted extension work on properties in the area identified as high risk of Parthenium weed incursion. Parthenium is endemic to parts of central Queensland and is slowly spreading to southern parts of Queensland but until now has never been reported in the Northern Rivers region of New South Wales, making it a significant biosecurity risk.
