03.01.2022 ICYMI - Our pathway out of Stage 4 COVID-19 Restrictions and thresholds. . Firstly - massive thank you to all of you. Without the hard work and sacrifices ma...de by every local - we wouldn’t be in this position where we are able to ease restrictions and move towards a COVID normal into the future. This is a stepped and safe way to ease restrictions to make sure they stay off for good and not just 5 minutes. If we go too far too soon, the modelling also tells us we’d be on track for a third wave by mid-November. The move to each new Step is determined by whichever component is met later the trigger or the date. This provides a safeguard to ensure that epidemiological trends or events can be taken into account, and enough time is given to observe the spread of the virus. 1 Step 1 occurs 11:59pm on 13 Sep (detailed below) 2 Step 2 Occurs 28 Sep (detailed below) and if we reach an average daily case rate of 30 - 50 cases in Metro Melbourne over previous 14 days with public health advice regarding transmissions source 3 Step 3 occurs 26 Oct and if we reach less than 5 new cases state-wide average over previous 14 days and less than 5 cases with unknown source state wide over previous 14 days. 4 Last step occurs on 23 Nov and if we reach no new cases for 14 days statewide We then enter a COVID Normal when we have no new cases for 28 days state wide and no outbreaks of concern in other states or territories. I have attached a copy of the full Metro Roadmap below in comments as well to help answer your questions. FIRST STEP: RULES FROM SEPTEMBER 14-28 (As per above thresholds) SOCIAL OVERVIEW AND CHANGES MADE Curfew continues with an hour reduction due to longer days Each night from 9pm-5am (exempt for work, caregiving and medical reasons) PLAYGROUNDS REOPEN! Gathering of up to 2 people outdoors from two households for up to two hours for exercise or social interaction like having a coffee in the park or to sit and read a book. (dependents can be taken if unable to be left at home) People living alone or single parents will be able to create a social bubble with one other person (nominated). The 5km limit (can’t travel from Metro to regional) will not apply to this arrangement and it will largely mirror the existing intimate partner arrangements. The curfew will apply. (you cannot have a bubble with an intimate partner and another person, even if you are living alone). Further details here - https://www.facebook.com/JacksonTaylorMP/posts/3135054270074845 4 REASONS STILL APPLY The reasons to leave your home are restricted to 5km and below. 1 Shopping for food or other essential items (one person per household, once a day, exceptions allowed to help someone who can't do it on their own) 2 To provide care giving, for compassionate reasons or to seek medical treatment (definitions of care giving remain the same); 3 For exercise (outdoor exercise 2 hour day and with your kids) 4 Work or study, only if you are in a permitted work or study industry. Intimate partner visits still allowed outside of 5kms. If you need to travel further than 5km from your house for medical care and caregiving, you are still permitted to do so and if you are a permitted worker or in case of emergency. EDUCATION & CHILDCARE Childcare: Only for permitted workers. Schools: Remote learning to continue, unless exemptions apply. WORK & INDUSTRY Only permitted industries with COVID-SAFE plans. SHOPPING & FOOD Shopping: 1 person per household. Hospitality: takeaway and delivery only. Retail: essentials only, with ‘click & collect’ continuing. Rules continue. Within 5kms and only once a day. Allowances for assisting elderly and caregiving. EXERCISE Maximum of 2 hours per day within 5km of home. PUBLIC GATHERINGS Weddings based on compassionate grounds, with only 5 attendees. Only 10 mourners can leave Melbourne for regional funerals. Gatherings at places of worship still closed. SECOND STEP: RULES FROM SEPTEMBER 28 (Need an average of daily case rate of 30 to 50 cases statewide over the previous 14 days) SOCIAL Curfew In Place - Each Night from 9pm-5am The reasons to leave your home are the 4 well known reasons above. Same rules apply for intimate partners. Those living alone can have one chosen visitor as per Step 1. Change: Meet up to 5 people outdoors from two households (infants under 12 months not counted in numbers). Can leave home to care for kids (no permitted worker restrictions) EDUCATION & CHILDCARE Childcare: OPEN to all kids and no permits required! Prep to Year 2 and VCE return onsite. Remaining years are remote learning, unless exemptions apply. WORK & INDUSTRY Only permitted industries with COVID-SAFE plans. Around 100,000 people will re-enter the workforce with changes to construction, manufacturing, childcare, wholesale trade, and postal and distribution centres. In addition, gardening, landscaping and garden maintenance businesses who have an ABN will be added to the permitted worker list, under the condition that they work entirely outside, contact-free and it’s only one person operating alone. SHOPPING & FOOD Shopping: 1 person per household. Hospitality: takeaway and delivery only. Retail: essentials only, with ‘click & collect’ continuing. Rules continue. Within 5kms and only once a day. Allowances for assisting elderly and caregiving. Real estate: certain permitted activities can be done in person but auctions online only EXERCISE Maximum of 2 hour per day within 5km of home. Personal training of up to 2 people per trainer. Outdoor pools open, with density limits. PUBLIC GATHERINGS Weddings based on compassionate grounds, with only 5 attendees. Only 10 mourners can leave Melbourne for regional funerals. Places of worship still closed, outdoor gatherings (not ceremonies) of up to 5 people, plus 1 faith leader, proximate to a place of worship, are allowed. TRAVEL BETWEEN METRO AND REGIONAL The border will remain in place while there are different settings between the two. When both are in the third step and settings are the same - the border will fall away and travel unrestricted. STEP THREE from 26 October (if case numbers are less than 5 new cases on average per day and less than 5 cases with unknown source state wide over previous 14 days) Most gatherings and workplaces will re-open. Retail and outdoor hospitality will return (with safety measures and limits). Hairdressers will re-open. Community sport - phased return. Curfew will lift. No restrictions on leaving home. Gatherings of 10 people outdoors and 5 at home. Weddings (up to 10 guests). Recreational activities (golf , fishing , boating and hunting) subject to review on earlier re-opening. THE LAST STEP from 23 November. Public gatherings up to 50, with 20 at home . Hospitality - indoor 20 seated. Retail - all open. Thank you again to everyone in the community, I know this will not be everything, everyone was hoping to see. I know this will mean a lot of businesses will not be able to open yet. However, if we were to open up to soon we would simply be in a much worse position. We must stay the course and together we will beat this virus. We will see each other again and hopefully today has provided some guidance for all of you as to what we need to do, to get where we want to be.
