23.01.2022 STOP WORK and JUDICIAL REVIEW REQUIRED Why is this catastrophe allowed to continue? Ocean Reef Community demand works to STOP and a Judicial Review be ACTIONE...D. It is time to STOP CONSTRUCTION NOW and undertake a REVIEW into the approval processes that are occurring as part of the marina development. The ongoing gaps that we are witnessing include development approvals behind closed doors, client driven environmental and aboriginal heritage reports that do not accurately reflect the situation, clearing permit appeals processes which are now considered a total waste of time plus government departments not prepared to take responsibility to protect the environment and are now just towing the party line. Our concerns include: No Public engagement as part of the JDAP breakwater construction approval process of April 2020. The nontransparent closed-door approval decision is unacceptable. So why was this allowed to occur? Work continues after 1 June to the detriment of the Abalone spawning season. The limestone plume from the breakwater construction has smothered over a kilometer of the inner reef system but work still continues? Of the seven reef surf breaks in the metropolitan area, two are located in Ocean Reef. One has just been bulldozed and one shortly to follow. This is totally unacceptable this day and age and for some reason is allowed to occur. It would not be allowed to happen in other Councils or locations such as Triggs or Cottesloe but is allowed in Ocean Reef. There is absolutely no community mandate for the destruction of the surf breaks to occur so why has this been allowed to happen? The refusal for the federal and state governments to support the registration or acknowledgement of aboriginal heritage sites including fossilised limestone cliff structures within the marina development footprint. The stunning artifact finds have simply been ignored by the authorities. The lack of a Public Environmental Review (PER) for the land component of the marina development and the impact on over 60 listed threatened species (including critically endangered) according to the federal EPBC list but only 28 were identified as part of the COJ environmental review process. So once again why has this been allowed to occur? The Joondalup Mayor would have you believe there is huge support for this project, this is not the case. The community needs to be properly consulted and not informed which is the case for the marina proposal. A tick box survey from 2009 does not cut it today. With over 5 million dollars spent to date and contrary to the Local Government Act requirements, where is the business plan showing detailed costs/benefit analysis for the development? It never eventuated, putting rate payer’s money at risk. The public are just now starting to realise what’s at stake here and the negative impact that this development is having. As a matter of urgency, we request the state’s Attorney General to intervene NOW and STOP works. Below showing construction at Big Rock surf break with workers at risk during recent storms. See more
21.01.2022 Our beautiful natural reef, location of the biggest Abalone fishery in Western Australia, is to be destroyed to make way for 292 concrete modules of artificial reef. What a crock!
21.01.2022 IT'S TIME, Many of you are rethinking your understanding of environmental impacts and doing your bit by recycling, avoiding plastic and installing solar panels. This is heartening to see; however, our natural environment is under siege from developers determined to change forever our natural coastline. With global warming, and coastal erosion now clearly visible it is imperative that we maintain our dune systems and natural ocean process that we are fortunate here in Western... Australia to still have. The only way to do this is to let the developers and government know that building in our dunes and into our ocean can no longer occur. On the Sunday the 22nd of November, the land developers of the Ocean Reef marina precinct will be down at the Ocean Reef Marina site. We need to be down there also, en masse to let them know that building houses in the dunes is not ok and destroying a whole reef system is not ok. You may think it won’t affect you, but this is just the start of development along the northern suburbs beach front, with many other developments in the pipeline. Western Australians value their pristine coastline and I urge you to make the time to COME DOWN AT 10:00 AM THIS SUNDAY 22 NOV, with as many people as you know to show the government how important our natural coastline is. If there is one thing you can do this year, to really make a difference to the environment this is it. Save it. See you there.

21.01.2022 This should have been another touristy hotspot in WA. Ancient limestone cliff, pristine snorkeling reef and popular surfbreaks as well as aboriginal heritage si...te. It could have been an upgrade of facilities without this scale of destruction. The natural assets that people have enjoyed for decades are being taken away. Today's discovery a coral swim through. 20.01.2022 DevelopmentWA have told us they have no knowledge of the other half of the Vergulde Draeck rock engraving which a renowned rock expert stated is authentic. Surely they have a responsibility to look into this and search for it before disturbing the ground with the works commencement?

The loss of beaches, surf breaks, abalone collecting, snorkelling, swimming, fishing, an extensive amount of the coastal shared path for cyclists and walkers, will impact many people. "The ghosts from WA Inc have possessed Mark McGowan and Rita Saffioti and the Grim Reaper is now in charge of the State Development Assessment Unit (SDAU) with, in my opinion the hanging Judges on the panel at the beck and call of greedy developers... WA is the only state without the mechanism to challenge unmeritorious questionable development approvals which is exacerbated by developers rights to challenge ref...usals." M. 03.01.2022 Emily Hamilton (Emily Hamilton MLA) - how can you possibly want to take credit for delivering this disaster of a project. You were at Ocean Reef Sea Sports Club last night and heard the concerns of the members (most of whom are local residents) and the responses of Development WA Carl Williams (DevelopmentWA) and Department of Transport Justin Todd. Serious concerns were raised about the pollution from the boat repair precinct (dust, noise, toxic anti-fouling chemicals) drif...ting with the prevailing sea breezes across the proposed new clubhouse, the public beach, the ocean pool and then to the residences. Development WA had no answer for this and Dept of Transport conceded this type of pollution occurs at Hillarys but blows across the dunes to the north and onto surrounding boats in the boat pens. Further concerns were raised about the location of the boat re-fuelling jetty (being adjacent to the public beach and ocean pool) and the known issues with fuel spills that occur regularly at other marinas such as Hillarys. Development WA conceded this would be an issue but Carl Williams then quickly invented a fix - place what he called permanent "bunting" (presumably he meant bunding) across the outside of the beach area to catch the pollution. Hopefully Emily Hamilton is going to provide protective suits and breathing apparatus for her family because the water in the beach and ocean pool area is going to be toxic. Representatives from the coastal engineering consultants for the project M P Rogers were present and were asked about the key "Sea Wrack and Coastal Processes Report" which is a condition of the environmental approvals for the breakwater construction. Still not issued and Development WA have proceeded with contracts for the million tonnes of limestone and construction. Seems very risky from a project commercial and cost risk viewpoint. M P Rogers representative admitted that sea wrack entering the marina and depositing on the beaches, reefs to the north will be an issue but someone has budget for cleanup? Presumably City of Joondalup rate payers! Also admitted that the proximity of the Beenyup outfall to the marina entrance means that currents and tide will bring outfall to the marina (but M P Rogers brief did not cover water quality - so who is overseeing this Emily Hamilton? Lots of questions about parking and traffic management which seems to work in progress for Development WA (in other words "can't do much about it" so suck it up)
