24.01.2022 Smart Energy Council position on the National Energy Guarantee As more policy details emerge around the National Energy Guarantee (NEG), our worst fears are being confirmed. Background... Nationally there is no policy to advance renewable energy post 2020. If We Do Nothing If nothing happens, the market will move to: Build more renewables (because they are cheapest) State governments will continue to drive renewable uptake (because they are leading) Coal will exit the market over time (resulting in emissions reductions) If We Adopt the NEG The NEG is designed to lock in a cap for renewables out to 2030. The impact will be: Virtually zero new renewables built until 2035, except for under Victorian and Queensland state targets (State targets can be easily axed). Coal will be locked in until at least 2050 The certificate price for existing large-scale renewables could be driven to $0 by 2020 The NEG is deliberately designed to destroy renewables. Remember the investment drought and the job losses as the Coalition government tried to abolish the Renewable Energy Target? We will be back to those dark days, except for the next 12 years! Context Coal is pushing back against renewables hard. The government is currently: Locking in high levels of coal under the NEG Changing the rules to allow the government to invest 100% in coal projects in Northern Australia. Changing the rules to allow the CEFC to invest in discredited carbon capture and storage, (which will take funds away from renewables). Summary Those who say something is better than nothing are dreaming and deluding themselves. The NEG is worse than nothing. Emission reductions of 26-28% are a joke (in energy, we are almost already there). We need to reduce our electricity emissions by more than 50%. Stopping the states taking their own action to promote renewables is not acceptable. If we dont resist this we are collectively sleepwalking off a cliff. The Smart Energy Council will once again lead an industry wide campaign against the NEG while others fold and toe the government line. We need strong emissions reduction and renewable energy targets. 24.01.2022 BREAKING NEWS MASSIVE NEW VICTORIAN GOVERNMENT SOLAR POLICY The Victorian government has today announced it will provide 50% of funding for solar PV systems up to 4kW, for 650,000 Victorian homes over the next 10 years, starting Monday.... This is a $1.24 billion program. The program will save the typical Victorian household $2,225 for an average 4kW solar system. If re-elected, the current Victorian Government will also provide a four-year interest free loan for the other 50%, to allow Victorians to save around $890 a year on their power bills with no up-front cost. Homeowners will not be limited to a 4kW system, but only half of the first 4kW will be covered by this scheme. This is a massive boost for families wanting to slash their power bills and a real shot in the arm for job creation and skills development. This announcement will create 5,500 new jobs and help train 4,500 Victorian electricians. A new independent agency, Solar Victoria, will also be created to manage the program. This program delivers the tri-benefit of solar, it is good for families, good for jobs, and good for the environment. Victoria backs solar, Turnbull Government smashes solar The contrast could not be starker. On Tuesday, the Coalition Party Room will again be at war over energy policy. Smashing renewables via the NEG and smashing small scale solar by attacking the SRES are in full swing. 24.01.2022 The Tasmanian Economic Regulator today released its Final Report On The Feed-In Tariff (FiT) rate. Unsurprisingly, they have stuck to the existing methodology for the next two years. The rate for 2019-2020 financial year is expected to be 9.3c/kWh, a slight increase on the current 8.541c. (An exact rate will be announced mid-June.) TREA made a detailed submission to the regulator. We argued that the FiT rate should be based on the overall benefit to Tasmania, not just the sav...ings to Aurora as is the current approach. On this basis we argued that the rate should be in the range 18-21c/kWh. We also outlined other benefits of solar and alternative payment mechanisms that would benefit the network and all consumers. We argued that greater support for the implementation of distributed generation could contribute to reducing the cost and environmental impact of electricity supply in Tasmania and contribute to energy security and industry development. The Final Report states that most of points we raised were a matter of Government policy or are arrangements governed by the National Electricity Rules and, therefore, are outside the scope of this investigation. 21.01.2022 The current feed in Tariff is acceptable as it reflects the wholesale price of power. Solar power systems these days have the ability to maximise self consumption and battery storage is becoming more common and relevant to clients energy needs. There was never any indication the 1:1 was going to last forever and if it had continued as it was it would of only impacted negatively on those poorer socio economic groups. Essentially the 1:1 FIT was turning into middle class welfar...e. Solar electricity is just a commodity and is only worth what that commodity trades for. The proponents of the industry who have been ardent complainers of the loss of the 1:1 FIT have largely been the Snake Oil salesmen without the design skills to enable positive returns for their clients without subsidisation. Solar sales are at an all time high. Client outcomes are generally extremely positive and the price you receive for excess power is irrevelevant if you design to minimise exports. All Save our FIT pages and website are heavily moderated by John Thirgood where he blocks or removes any dissenting view. If you have no argument this is your only course of action to push a self serving agenda. 21.01.2022 Carbon Dioxide is not the only pollution from coal fired power. Dangerous levels of sulfur dioxide, nitrogen oxides and particulates are spewing from these dirty old power stations around the country and the government is refusing to act.

You can download the TREA Briefing Paper for more information and suggestions on points you could make in a submission at http://tasrenew.org.au/fit2018/ The Review is the result of a policy that Liberal party took to the last state election, in response to the fact that the 28c Legacy feed-in tar...iff paid to over half the 32,000 solar owners in Tasmania is due to expire on 31 December this year. A positive aspect of the Review is that as well as looking at the FiT rate paid to existing and new solar owners it is asking for suggestions on incentives that could assist Tasmania in diversifying its renewable energy generation capacity and help deliver the Governments target for Tasmania to be 100 per cent self-sufficient in renewable electricity generation by 2022.

Turnbull Government preparing to increase cost of solar by 30% by axing Small-scale Renewable Energy Scheme... Federal Liberal and National Party MPs will tomorrow be asked to sign off on a plan to axe the Small-scale Renewable Energy Scheme (SRES) and increase the cost of household and small business solar by 30%. Rod Sims, the Chair of the Australian Competition and Consumer Commission (ACCC), today briefed National Party MPs on the recent ACCC report, which recommended axing the SRES by 2021. He will brief Liberal Party MPs tomorrow. In the report, the ACCC stated one option was to immediately axe the SRES. In a media conference today, Mr Sims said he had briefed National Party MPs on all of the reports recommendations and that they needed to be taken as a package. This a very real threat to Australias solar industry. It would be devastating for the solar industry and devastating for families and small businesses wanting to slash their power bills. The Turnbull Government seems determined to make it even harder for families and businesses to cope with soaring power bills. 07.01.2022 What have the parties said about supporting solar in Tasmania in this election? Labor, Liberals and the Greens have all committed to 100% or more renewable electricity by 2022. The parties have committed to various policies or programs to support domestic solar or solar and battery installations. ... All three parties have commitments to review the feed-in tariff arrangements: Labor says it will support a review to establish a new sustainable tariff that supports an increase in solar uptake, without distorting prices for other users. The Liberals have promised a review to determine a Feed-in Tariff that will suitably reward those that have installed solar and look to incentivise further installation of solar in Tasmania. The Greens have a detailed policy specifically on the feed-in tariff. They would legislate to require the Economic Regulator to take into account all the benefits of rooftop solar in calculating a fair price to be paid to solar owners. Only the Greens policy sets out the factors or methodology that would determine the FiT and they suggest that this would see the price set between 10c-18c. Factors they suggest should be taken into account include avoided transmission costs, reduced distribution costs, emissions reduction, health benefits, job creation and increased energy security. No party has supported the idea recently implemented as an option for solar owners by the Victorian Essential Services Commission of a time-varying FiT that would reflect the increased value of energy exports at times of peak demand. This would be of particular value in providing an incentive for residential battery installations as well as ensuring that domestic energy storage provides a benefit to other users of the network as well as solar owners. 03.01.2022 When they talk 5 % next year and a further 8% 2018 it refers to the "Wholesale " price which excludes deliver charges "poles and wires... Thus we are talking a 5% drop off the a further 8% cent drop in 2018 nationally However as Tassies had a freeze and did not see the July 1, 15% price rises at that time. This now neutralises the price drops out for Tassie ! This was stated after a news break on ABC Tas radio in talk back, yet the news stating price cuts continued on reg...ardless throughout the day "Left hand not knowing what the right hand is doing " syndrome Plus the public generally thinks 5% and 8% 2017, 2018 price drops are off the retail prices. and no doubt the news room think it applies off the retailers cost at some 21 cents currently ex gst delivered , ... what a fiasco of poor news reporting here.! If i had known it was going to be reduced at a later date, i simply would never had borrowed thousands of dollars investing in something that was a waste of money. I expected a goid return, not to have the goal post moved later on. RIPPED OFF!!! ... Reply August 10, 2018 at 1:49 am Yes, your expectation and disappointment of having your feed-in price cut is very valid!!! There are around 70,000-90,000 other Tasmanian adult family members (over 28,000 solar installations) that loose the 28.282 cent feed-in rate, and go back to the current feed in rate from Jan 1st. We currently have a 8.541 cent feed-in, but our submission seeks to have a fairer deal of around 20 cents (this reflects the retailers cost). In this way, they can buy from us or the network, operate as normal, and we would be equally valued. While we would like a higher tariff, we feel that the fight for higher at this time is impractical in the current political environment. Government releases their feed in rate review decision... no change from base wholesale rate F.I.T of 8.541 cents currently and the Grandfathered solar systems get the 8.451 cent rate from Jan 2019, down from 28.283 cents with a bonus 5 cents for twelve months !!! So half your benefit basically lost in your solar investment made 5 plus years ago ! Well we tried,We put up what we believe was a great and balanced su...bmission based on what we saw as a solid business case ...and we were prepared to see a compromise. Barnett state that they were open to decision. ! Well allowing us to make a submission to a closed review is not a discussion Minister ! So all submissions and a general lack of outcry from the public failed to enthuse the prime decision makers in State Government to back solar as a driver of great economic outcomes for Tasmanians and Tasmania as we see it ! Simply too conservative and over protective of high profits of Tasnetworks being reduced modestly and without requiring increasing costs in the kw price of power either. Lack of vision over "Yes Minister ... Vert Brave decision Minister... has won the day from their conservative advisers in the Public Service, as I we see it. Solar for newcomers still remains a great investment, but Grandfathered solar owners that saw massive price increases in power costs back 6 ~8 years ago as a future major burden are now left to find more money for power bills or re invest in double the size system to simply tread water as a typical outcome. ,
