Following the implementation of the Cross Border Travel Direction yesterday, please find ...below a summary of info for you: Further to info emailed to members yesterday, we have compiled this simpler table, following clarification with SAPol which outlines the Conditions of Entry to South Australia for HV Essential Travel. NOTE: Victorian Resident HV drivers must quarantine when not working whilst in SA and may only leave their place of quarantine: (i) for the purposes of obtaining medical care or medical supplies; or (ii) in any other emergency situation; or (iii) for any reason approved in advance by the State Co-ordinator or his delegate or an authorised officer. (the Table below is being updated accordingly) Please note: our summary and this table only address the issues re HV Essential Traveller drivers and that anybody not covered by this must check the SA Cross Border Travel Direction No8 for details. SARTA urges the all Operators and Drivers to ENSURE they maintain high vigilance on COVID-Safe practices to ensure that we maintain our excellent record of NOT transmitting the virus across the border into SA. ANY ‘TRANSMISSION BY TRUCKIE’ could rapidly lead to tightening up of the controls and imposition of quarantine for ALL HV drivers entering SA. For this reason the wording of Essential Traveller in Schedule 1 of the new Order should be taken very seriously and we urge all operators to maximise use of Change Overs and minimise entry to Melbourne. We have sought clarification on The Direction re Access to Health Care Facilities for medical treatment espec re Vic resident truck drivers.

15.01.2022 ACT Requirements The Public Health (COVID-19 Interstate Travellers) Emergency Direction 2020 specifically exempts all transits through the Australian Capital Te...rritory by road for business or freight purposes. Therefore, under the Direction, freight, transport and trucking companies do not need to apply for an exemption to enter the ACT. The preference would be that companies who are transiting through the ACT restrict their activity to the delivery or receipt of goods only. Should there be a need to take a rest stop in order to manage fatigue, we ask that drivers adhere to the following protocols. Drivers should contain rest stops to one overnight stay. Drivers should take all reasonable steps to minimise their contact with other persons. Drivers should look to quarantine during their time in the ACT. They should remain in their vehicle or accommodation when not working, and not attend public places. Ordering of food should be by delivery and contactless wherever possible. Keep good records of where you have been including dates and times. If drivers intend to stay for longer than a one-night rest stop they must apply for an exemption.

04.01.2022 TRUCKING's Excellent COVID-Safe Record underpins the new Border Control Measures. This post addresses some public concerns re truck drivers entering from Vic. There have been numerous questions from the public to media outlets, raising concerns since the Vic COVID spike about the risk of truck drivers transmitting COVID into SA. These concerns were understandable but utterly ill-informed because the public largely doesn't know how well trucking has been managing COVID from t...he outset; which we must continue to do. This may have been behind the initial plan to require truck drivers entering to quarantine when not working in SA. SARTA worked with SAPol and Dept Health and resolved this, ending up with ONLY Vic Resident truck drivers having to quarantine while in SA: this is based on the risk profile. For anyone who may be concerned about truck drivers entering SA we provide this information: The reason that the new Direction continues the exemption from quarantine, while in SA, for all drivers except Vic resident drivers, is that for over 4 months more than 10,000 trucks have entered SA every week without a single case of transmission of COVID by truckie .... and THAT is because: interstate truck drivers are isolated in their rigs 95% or more of the time and when they are out of the rig delivering or picking up freight at customer depots the socially distance, use sanitiser and ppe and use contact-free transactions. Given this clear evidence of the covid safe practices of the trucking industry. Hence NO they are not required to be tested each time they arrive back in SA .... BUT we have had testing facilities manned by SAPathology on key freight routes for over a month and many drivers take advantage of that. The Health Department is in close contact with SARTA and is fully satisfied and approved this arrangement based on strong medical grounds and evidence. If you are concerned. See more

03.01.2022 BORDER PERMIT CHANGES TUESDAY NIGHT ALL CURRENT PERMITS WILL BE INVALID The rules in regard permits to enter New South Wales from Victoria are changing on Tuesd...ay night 21 July 2020. From midnight all permits will be invalid and require a new one. Border residents can obtain further information at: https://www.nsw.gov.au//what-you-can-a/border-restrictions

01.01.2022 CAUTION: re COVID Border Controls Info. Some of the info on websites, including official government websites such as SAPol and others can be misleading or confusing. The info summarising the SA Direction No 10 for example on SAPol's site is generalised and simplified to give you the basic idea and its aimed at everyone, not just truck driver Essential Travellers. ... YOU NEED TO Refer to the actual Cross Border Direction No 10 (link below) for the full facts and you need to read ALL of that and consider every clause. You can NOT pick and choose particular clauses and rely purely on them without reading and understanding the entire document, as you will come unstuck. This is the way law and legislation works; every clause must be read in the context of every other clause. Its complicated and we have seen many comments from people 'stating' that clause x says this so that's that. Well it usually isn't and its not what bush lawyers think, it's what the uniforms with the whistle and the Courts think that matters. LOGIC and Plain English literal reading have nothing to do with it folks. We wouldn't need lawyers if it was that simple. This is why SARTA goes to the effort of providing detailed guidance to our fee-paying members directly, and to a lesser extent to the broader industry on this Facebook page. A good example of this is Clause 6 (passing through) in Schedule 2 of the Direction. if you read that on its own you might think you can legally driver a truck from Sydney through SA to Perth and be exempt from the testing requirement ...... YOU WOULD BE WRONG AND EXPOSED TO SUBSTANTIAL FINES. The Passing Through Clause 6 in Schedule 2 does NOT apply to HV Essential Travellers. You can choose to ignore the guidance we provide on this Facebook page but we dont have the time to waste entering into debates. We check our information and guidance with the authorities.
