24.01.2022 "The fact that 98% of teachers are deemed satisfactory may suggest a need to support principals to differentiate performance more. This in part is seen as relating to the lack of any agreement about what quality teaching looks like in schools." (Marshall, Cole, and Zbar 2012, 67) Rec7.1 Simplify teacher performance standards by focussing on student outcomes, measurable standards, good teaching practice, collaboration. Is anything missing? Which specific indicators should be used for assessment? Would @AITSL standards help to address Rec.7.1?

21.01.2022 For every 100 schools that have good leadership and management, 93 will have good standards of student achievement. For every 100 schools that do not have good leadership and management, only one will have good standards of achievement. (Barber et al 2010) To improve school leadership, VCEC recommends refocussing the principal role to three core elements: 1. improve student achievement 2. improve resource use... 3. contribute to system wide improvement. 20.01.2022 Thanks for your views today Prof. John Hattie: "The emphasis on a scorecard needs teeth, but it does not need to be public otherwise only 'easy and good' stuff will appear; it needs to be formative... -Principals should be accountable for teacher performance".
19.01.2022 There was overwhelming support from participants for the recommendation for standardised template policies and simplified approval processes. Participants also supported the option for schools to customise the standard policies: 'ASCIV favours generic policies and where appropriate these should be capable of being adapted to take account of local circumstances (sub. DR27, 3).
19.01.2022 "When teachers seek, or at least are open to, feedback from students as to what students know, what they understand, where they make errors, when they have misconceptions, when they are not engaged then teaching and learning can be synchronized and powerful." (Hattie 2009, 173) VCEC recommends DEECD provide guidance about different forms of evidence for performance assessment (Rec 7.2). Which sources of evidence would be most useful?
19.01.2022 New report on autonomy and competition by Grattan Institute: "The worlds best systems have varying levels of autonomy. But it is not central to their reforms. Instead, they articulate the best ways to teach and learn, then implement reform through high-quality systems of teacher development, appraisal and feedback, among other policies. Autonomous schools in Australia and other countries are no better at implementing these programs than are centralised schools."

16.01.2022 Chapter 10 Facilitating Choice - views in submissions In response to the draft report, many participants supported parents right to choose and noted the potential for competition incentives to improve outcomes. But participants also raised concerns over the impact of choice and competition on efficiency and equity. The VPA noted competition can compromise collaboration and thereby undermine professional development and the efficiency of providing services across schools (sub. DR20, p. 13). Victoria University emphasised the risks of competition and choice to equity and urged the Commission to take these risks far more seriously in the final report (sub. DR26, p. 2). 15.01.2022 Part-time teachers in Vic govt schools have increased substantially in the past decade or so, reaching 23 per cent in 2011 (pic). The EBA (2008 and 2013) for government schools includes that a teacher working: a 0.4-0.6 time fraction can't be required on more than 3 days/ wk a 0.7-0.8 time fraction can't be required on more than 4 days/ wk VCECs draft report recommended adopting greater flexibility for part-time teachers (similar to the Catholic system) noting that princ...ipals must reasonably accommodate the responsibilities teachers have as parents or carers. What would be the key advantages and disadvantages of removing these restrictions from government schools? Would there be any differences in impacts between primary and secondary schools?

15.01.2022 Thanks for having us and for your views at the King Valley Cluster of Schools! The cluster comprises 120 students across five schools: Greta Valley P.S., Whitfield P.S., Myrrhee P.S., Edi Upper P.S., and Moyhu P.S. It has a 13 year history of working co-operatively together in areas such as teacher professional development, sharing of staff, development of cluster learning programs and joint program applications.

13.01.2022 What barriers constrain principals in Victorian government schools from employing teachers on longer-term contracts (for example, five years or more in duration)?
12.01.2022 1. Flexibility in face-to-face hours: the govt school EBAs (2008 and 2013) specified maximum face-to-face teaching time and data suggest these constraints are binding (figure 8.3). But the EBA also appears to allow flexibility. The draft report recommended the Vic Gov adopt the Catholic school sector flexibilities for working hours. The Catholic agreement allows class time limits to be exceeded subject to agreement from the teacher; agreement from the consultative committee; or a reduced load in some other aspect of the teacher's duties; as well as averaging of weekly class hours over the school term. What would be the pros and cons of these arrangements for government schools? Would there be differences between primary and secondary schools? If possible, please provide examples to illustrate your points.
