20.01.2022 This is footage of RSPCA Vic. seizing horses. These horses were chased from their paddocks by inspectors and others using RSPCA vehicles and quad bikes. Many of these horses had no education, they could not be led. They were chased and terrorized. Ran through infrastructure, horses were injured and at least one was killed in the loading process. Horses were seen being hot with poly pipe a large number of activities were done that were welfare risks, as anyone familiar with ...the land transport livestock standards will tell you. Including horse exposed to the elements, uneducated horses transported, no separation of stallions from others just to name a few. Then if we look at the state welfare Act, POCTAA, horses were injured and killed in transport. Overloading and crowding was done by all transporters. Some of you may recognize the larger trucks, it is a clue what happened to a large number of these horses. The truck and driver were seen a day later heading over the Victorian S.A border, its payload heading for Peterborough abattoirs for human consumption.

The challenges for animal welfare differ between species and between industries, but the need and desire to maintain, protect and improve the quality of life of animals applies across the board. Improving animal welfare contributes to the sustainability of industries and the overall Australian way of life." I have a question which l believe should be put to Parliament. First let me say that l believe COMPANION ANIMALS get an incredibly raw deal from each State Government. If Fisheries is only worth $3 billion to the Australian economy, and pets are worth $6 billion to the economy, why is it that Fisheries have a whole government department devoted to them, with its own Prosecutions Office, yet the responsibility for pets and companion animals is handed over to an organisation who is a charity, a Corporation and a Statutory Authority all rolled into one, an organisation who doesn't train their staff properly, an organisation who has very little knowledge about the animals they are supposed to be protecting, an organisation who is known to lean almost entirely to Animal Rights not Animal Welfare, an organisation who kills more animals every year than anyone else in Australia AND an organisation who is in the business of selling dogs and cats as part of their business structure. In case no one has noticed, giving an organisation who sells dogs and cats the power to prosecute people who breed dogs and cats is an enormous CONFLICT OF INTEREST! I can think of no other sector of government where such an obvious anomaly exists! People of Australia you are being royally ripped off! Demand the government takes back the control of PET and COMPANION ANIMAL related legislation from the rspca and set up a whole new department staffed by Public Servants (like Fisheries is) so that the various Animal laws can be policed without bias and diligently! Demand to know why pets and companion animals are being given such a RAW DEAL by the government!

18.01.2022 CRUELTY DOESN'T STOP IN A CRISIS.....This is Inspector Lisa Calleja walking off with a Maryheather 4-month-old pup. This pup had just experienced aggravated cru...elty directly and indirectly at the hands of this inspector and other inspectors, the RSPCA Vet and Ballarat Council rangers that seized her and her mates on the 29th April 2016. On that day an inspector strangled a stumpy pup on a lead and would have killed if the owner had not intervened to save the pup. The vet stood in front of a dog trailer door hiding that one of the exteriors doors were missing. So dogs traveled from Ballarat to Burwood, unsecured. This is illegal as the load was not secured, dangerous if a dog had escaped from the trailer for the dogs and other road users. Not to mention cruel for the dogs in the trail. Other dogs that were seized in February were held at the Ballarat impound area. Where large number of dogs were put together and left to fight. They were exposed to the disease conditions in the impound area. These dogs have then moved around and missing for a couple of days before coming onto any records. All dogs, when checked into RSPCA shelters, were vaccinated even if they were up to date. Some young pups had up to 6 vaccination. I have attached a copy of an email sent to Steph Ryan MP from RSPCA Vic CEO Dr Liz Walkers assistant about the care the dogs were receiving. I have also attached a pdf of cost. You will see that in February, what was happening was not the same a September. I would like to draw your attention to number 22. Dusty, At the time 12 month Red & Tan Kelpie male. Sometime after February, something happened. He needed an xray, i/v anaesthetic + 20 mins gas followed with a several does of cartrophen. I would love to tell you this is a one-off case. That this organisation cares for the animals, but they don't. I have read necropsy reports of dogs that have been ripped to pieces by other dogs while in the custody of these inspectors and in the RSPCA shelters. Numerous pedigree bitches that these inspectors have seized, producing litters months later and owners expected to pay the bill for their care

16.01.2022 As Victoria moves into election mode. Daniel Andrews has made comment, promises about animal welfare. We all need to be aware that animal welfare is a big vote ...getter. Often driven by activist group with their own agenda, that is not related to pet ownership, breeding of animals or the use of animals for food and fibre or working animals or sport / recreation etc. If we look back at what has happened scene 2016 by authorised officers of the Minister in the name of animal welfare. The Andrew's government has a poor recorded. Here is some points you may or may not be aware of. RSPCA INSPECTORATE Between December 2016 and February 2017 11 inspectors left the RSPCA, this included the 2 most senior inspectors who had made a career out of being inspectors at the RSPCA. No explanation why over half the state’s inspectors left was ever given. After the Bulla horse incident, the RSPCA Victoria ran a review into themselves. The Victorian Government ran an inquiry into funding of the RSPCA Victoria in 2017. All of this has been brought up in the last 2 years. Horse load on trucks contrary to the Australian Animal Welfare Standard & Guide lines, Land Transport of Livestock. Horse were injured and killed. This was done under the supervision of an RSPCA Equine Dental Vet and RSPCA/ General inspectors. Necropsy done in the paddock. The remains left for the owner to find. One owner found the remain behind a round bail of hay for their other horses. Inspectors found walking through paddocks. Disturbing horses, livestock. One case a valuable stallion was found injured after inspectors were caught on neighbour’s surveillance cameras. Seizes of dogs and raids on kennels To push Pulford’s Puppy bill Lawyers making calls to Dr Walker to get her inspectors out of horse paddocks Seizing of animals under vet care Dogs in the custody of the RSPCA being mauled and found nearly dead, then euthanasia. Bitches impregnated while in the custody of the RSPCA then the owner of the bitch is expected to pay for the care of the off spring. Owners are not alerted to any health problems that occur to their animals while in the custody of the RSPCA. They are not given a chose of vet. Just a bill. Some animals that have been seized by the RSPCA have been sold with out being surrendered or forfeited Animals that belong to other people that get caught up in seizes and there is no action taken against the individuals don’t get their animals returned to them. Others are expected to pay to get them returned. Pedigree papers are seized. Papers are not checked against the seized animals, papers of deceased and animals that have not been seized are taken and not returned. In the case of Dogs Victoria they will not reissue papers in this situation, this makes it difficult for the owner of the dog to do many things including, transfer or lease. Seizing of assistant dogs Strangulation of a puppy in a back yard during a seize. Refusing owners access to animals and updates on the animals’ health, of seized animals Inspectors unable to condition score. RSPCA horse float not up to National land transport standards Dogs transported by RSPCA in their dog float with missing outside door load not secure. Health animals being seized, sick or un healthy animals released. Press releases done from the living room of a property in the middle of a raid. Legally POCTAA states that three (3) sample be taken. One for the them, one for the owner and one for storage. I have not come across a case where they have done this correctly. Warrant made out incorrectly Reports of money and other property stolen or taken during a raid. This has been done with Vic Police present on the property. Seizing animals because they can. Prosecutes having their staff attempting to find out banking and other financial information on witness for the accused Collusion between RSPCA and council to make it hard for accused persons to meet requirements. Putting a case into court just under 3 years after the seizing of the animals. Putting none disclaims on all employees Tampering with accused vet records Making deals in mediation and not acknowledging them. Inspectors carrying batons that they were not trained or licenced to have. Inspectors trying to use influences of police to get out of speeding fines. Tampering with photographic evidence (photo shop) Sentential being and the RSPCA The RSPCA has shown a lack of respect for the bonds between animals and their owners. Is not meeting base exercise needs of dogs that are in their custody after eight (8) days The RSPCA is holding animals for years in short term holding facilities These animals a subjected to disease, high level noise, average to substandard animal attendants, attacks from other animals, used for breeding. Sentential being and POCTAA Will the State be supplying seized animals, lawyers and barristers to represent the animals rights in the court? After 48 hours in custody will the animals have lawyers, vets and behaviourist visit them to make sure their welfare and legal rights are being looked after? Human Right The aged are targeted. An octogenarian had her pet cat ripped from her knee. The much younger inspectors later had the same lady charged with assault for pulling hair. This incident happened the day before the lady was due to go into hospital to have a hip replacement procedure done. Bulling and stalking of people with behaviour and psychological problems Bulling of people with physical problems RSPCA and Activism RSPCA may have turn to advocate in the public view. RSPCA have strong links to Animals Australia, Animals Liberation Victoria. Activist have been impersonating inspectors Names of inspectors have been found in activist cars The RSPCA are the gun, the Radical Activist groups are the bullets RSPCA Australia is still an activist group and RSPCA Victoria is a member and conforms to RSPCA Australia’s charter. You may like to talk to candidates running in your area about these matters.

09.01.2022 We often see after a raid and animals are seized the words "Thank you RSPCA" Why would anyone say these three words? It is time that this massive con comes to ...a halt. The RSPCA do not and never have seized any animals. The inspectors that do have the power to seize are inspectors that have been authorized by the Minister, they are general or special inspectors, NOT RSPCA INSPECTORS. These inspectors will carry a card that is signed by the minister stating they are authorized officers of the minister. My next point is why are the general or special inspectors putting seized animals into RSPCA shelters. These shelters are run by the inspectors private employers, they are not shelters that are under a contract to the State(s) Governments. There is nothing in any animal welfare act, in any state of Australia stating that animals should be put in an RSPCA Shelter. During the Victorian Government inquiry into the RSPCA, DogsVictoria said they would like to take seized dogs and put them into foster homes with their members. I believe DogsVictoria takes ten dollars on top of puppy registration for animal welfare. I challenge DogsVictoria and other ANKC affiliates to: 1.Read their states welfare act 2. Put into place a foster kennels arrangement for seized members dogs I then challenge pony club, horse breed association, cat breeding association, bird breeding association to do the same thing. I strongly believe that we will not see the number of seizes done if the RSPCA doesn't profit from the seizes of animals, as they do now. Big seizes get media coverage and people donate. The other side of the coin is that if these association take up my challenge any animal that is seized will have the chance to be put in a situation were the welfare is improved, as these associations have knowledge and skills about these species. Not what is happening now where there is untrained people, with no understanding, education or skills with the animals that they are looking after.

Captain n...ever came up for sale until recently, Sassy was for sale on the RSPCA Vic page. In November 2017 Inspector Calleja claimed in a newspaper article that all the dogs had been rehoused bar 6. Many dogs have never been see since being seized, this includes most of the stumpys, individual family members dogs, Wal a kelpie that we purchased at Casterton Kelpie muster and Maddie the Rotti, well over the number of six. The big question is where have Captain and Sassy been for all this time? How can this be called welfare when these dogs have spent nearly 3 years locked up. See more

PART 3CONTROL OF DOGS AND CATS Division 1Stray dogs and cats 23 Dogs and cats on private property without permission (1) If a dog or cat has been present on private property on more than one occasion without the permission of the owner or occupier of the property, the owner or occupier of private property or an authorised officer may seize the dog or cat while it is present on the property. 24 Dogs found at large (1) If a dog is found at large outside the premises of the owner or not securely confined to the owner's premises, between sunrise and sunset, the owner is guilty of an offence and liable to a penalty of not more than 6 penalty units. (2) If a dog is found at large outside the premises of the owner or not securely confined to the owner's premises between sunset and sunrise, the owner is guilty of an offence and liable to a penalty of not more than 10 penalty units. 29 Offences and liability relating to dog attacks (9) In any proceeding for an offence under this section, it is a defence to that offence if the incident occurred because (c) another animal was on the premises on which the dog was kept;

02.01.2022 Once upon a time an authorised inspector for the Minister of Agriculture, in their pretty RSPCA Victoria uniform turned up at a farm with Victorian Police to s...eize 500 sheep, a horse and a dog. The elderly farmer had an accident and injured his leg and was using a walking stick. The area was suffering from lack of rain. The farmer had already down size his flock from 5,000 to 500. Keeping breeding animals for better times to rebuild the flock of merinos. At the time of the farmers accident. The farmers family , friends and neighbours had assisted the farmer by building conveyor belts to move feed from the hammer mill to the sheep. It was set up so that the farmer could load feed into the hammer mill with his tractor, then it went straight out to the stock. Trucks were called in to remove the sheep, that were not in poor condition. The reason given for the seize was if the farmer broke his walking stick. The stock could, maybe be at risk. The neighbours who were aware that the farmer had already destocked his property became very concerned that something was not right, when they saw the livestock trucks arriving. They then headed for the property and voiced their concern about what was happening. The livestock transporters that had been called in to transport the sheep had been told that they were just going there to move stock. When they arrived at the property they realised that the situation was very different. They were then directed to take the 500 sheep to Pearcedale. When arriving at Pearcedale the drivers did a welfare assessment of the property that the inspector(s) had directed them to. It was already over stocked and the welfare outcome would not have been a better one than the one that the sheep were on before they were removed. Livestock transport drivers have experience and training in the livestock that they are transporting . They make these calls on every job they do. Unlike most jobs they do this job the welfare outcome at this property would be poor, so they refused to unload the sheep . The Live Stock Transport Association as taken responsibility for the sheep . Putting them in a holding paddock with a plan to return them the farmer. There is some very important points that need to be made here. RSPCA do not do farm animal over the number of 10. In the real world MAYBE is not a good enough reason to seize health animals , RSPCA have made a habit of this and running up outrageous bills. It is time to be clear about welfare if there is nothing wrong there is no need to interfere. RSPCA has to stop discriminating against the aged, disabled or any other weak individuals. They also need to understand the power of the community and how it works in rural areas . Bottom line here is training if this inspector had any relevant training they would have know they could not offer a better welfare outcome. In my opinion the sooner these spoilt brat inspectors, that lack basic common sense are trained in investigation, evidence collection etc. from the police force, and relevant animal training course. Not RSPCA run course that would be the blind leading the blind. Until they have this they should be removed from being reauthorized officers as they are clogging the courts, distorting lives and incomes . See more
