The border exception includes partners and dependents, in line with current visa requirements. Students, and any accompanying partners and dependents, will be liable for Managed Isolation and Quarantine charges.... Universities will identify eligible students, prioritise them, and nominate them to the Ministry of Education for entry. Eligible students will hold or have held a visa to study in 2020, but have been unable to enter New Zealand due to COVID-19, are enrolled in a qualification that involves practical components and must be in the country to progress or complete their study.
