25.01.2022 Our response to the COVID-19 pandemic has always been first and foremost about protecting the health and safety of Western Australians. We’ve followed the exper...t health advice, and for the last seven months, our hard border has kept Western Australia safe and strong. Today, in line with the latest advice from the Chief Health Officer, I can announce that WA will soon cautiously transition to a controlled interstate border. I’d like to take a moment of your time to run through what this means. Pending ongoing health advice, this change will take effect at 12:01am on Saturday 14 November. However, we will be closely monitoring the situation over east and if we need to delay this introduction of the controlled border, then we will. Also, I will have no hesitation to reintroduce our hard border in the future if that’s what’s needed to keep us safe. This hasn’t been an easy year for anyone. But for many Western Australians, the hard border has been particularly challenging. I’d like to thank everyone for their understanding and patience over these months particularly those who have been separated from their loved ones by the border. I know how hard it has been my own parents and brother live in New South Wales. It’s been extremely difficult not knowing when I will be able to see them again. Throughout the pandemic, we’ve maintained a cautious and careful approach based on WA’s expert health advice from the Chief Health Officer. That advice has served us well as we have embarked on our own, unique recovery. Today, based on that health advice and the rates of local infection in the eastern states, we are now at the next step of our journey. I want every Western Australian to know that we would not be proceeding down this path unless we had the health advice that it was safe to do so. The time is right, the conditions are right, and I’m confident our controlled border arrangement strikes the right balance. These are cautious, considered and careful steps. The existing hard border exemption system will be removed and replaced with the controlled interstate border regime, established on an updated nationwide health-based threshold that allows for safe travel into Western Australia from interstate with conditions, and subject to trigger points being met. The Chief Health Officer has recommended a 14-day rolling average of less than five community cases per day in each state and territory be required before progressing to the new border controls. This condition is currently being met. Under this system, travel from ‘very low risk’ states and territories will be permitted, with conditions on arrival including declarations, temperature tests and possible COVID-19 testing. These jurisdictions currently include Tasmania, Queensland, South Australia, Australian Capital Territory and Northern Territory because they have had no community cases for more than 28 days. Travel from ‘low risk’ states and territories also permitted, with similar conditions on arrival, in addition to 14 days of self-quarantine and a mandatory Day 11 COVID-19 test. These jurisdictions currently include New South Wales and Victoria because they have less than five community cases per day on a 14-day rolling average. Failure to follow these directions or providing false information will be enforceable by law, with penalties ranging from $1,000 infringements, to up to $50,000 fines for individuals. These are safe, steady and sensible steps. But should the situation change once again, I will not hesitate to return to hard border arrangements if that is what is required to protect the health and safety of Western Australians. In the meantime, we need to continue to take personal responsibility. The virus hasn’t been defeated around the world we must work together to prevent outbreaks and not jeopardise what we’ve achieved so far. The controlled border still includes important and strong protections for our State, but within it we must also maintain our vigilance to keep our State safe and strong. All Western Australians must embrace COVID-safe principles. That means acting responsibly and following the health advice. Thank you again to all Western Australians for the sacrifices you have made this year. We’re the envy of the world for so many reasons. We have a long way to go, and many challenges still to face. But right now, there’s nowhere I’d rather be.

The $20,000 WA Building Bonus has played a crucial role in supporting the indus...try and WA’s economic recovery from COVID-19. It has been a key component of our $5.5 billion jobs and recovery plan, to keep our State safe and strong. Due to its overwhelming success, today we are extending the construction period so more homebuilders have more time to commence works and be eligible for the grant. The grants are available to any homebuyer who signs a contract with a builder by December 31, 2020 to build a new house or purchase a new property in a single-tier development (such as a townhouse) prior to completion of construction. Under the original arrangements, site excavation works to build a new home must start within six months of contracts being signed. Given the high demand and to help extend the pipeline of work, homebuilders will now have 12 months to commence site excavation works. This will give more Western Australians the opportunity to access the grant and it will support this important WA industry for longer. Helping create an even longer pipeline of construction work in WA, providing certainty to the whole industry.

12.01.2022 What were seeing over in Victoria at the moment is heartbreaking, and I know every Western Australian is thinking of our friends and family over east. But its... also a stark reminder of why we must maintain our States hard borders. Those borders have meant that Western Australia is able to be far ahead of other states and the rest of the world in easing restrictions and getting our economy going again. We just cannot afford to let that slip. Due to our success of having no community transmission, we have seen a gradual increase in exempt arrivals into Western Australia, both internationally and domestically. Thats why we need to step up our response, to slow the flow of arrivals and reduce the risk of cases being imported into our State. In light of what were seeing in Victoria, there is now clearly a need to strengthen our hard border even further. So, at midnight tonight, a number of new measures will come into effect which will apply to anyone who has been to Victoria in the past 14 days. Firstly, exemptions for all people who have been in Victoria in the last 14 days will be tightened, building on the existing COVID-19 protection measures for WA. No one will be allowed into Western Australia if they have been in Victoria in the previous 14 days, unless they meet the new exemption list. The number of exemptions for anyone in that criteria will be reduced significantly, meaning only specific essential workers, transport and freight workers and those persons approved by the State Emergency Coordinator, on the advice of the Chief Health Officer, will be permitted to enter WA. Additionally, effective from today, everyone who is permitted to enter WA, who has been in Victoria for the previous 14 days, will be served with a notice on arrival compelling them to take a COVID-19 test on Day 11 of their time in Western Australia or at any point when symptoms develop. This test will be mandatory. The WA Police Force will continue to perform checks on arrivals and have the power to enforce the COVID-19 test requirement with a fine of $5,000. Our systems have worked successfully for more than three months and have allowed our States economy to continue during the pandemic. Now is the time to bolster our COVID-19 measures further to better safeguard Western Australians and thats what were doing. I know our hard border restrictions have been difficult especially for Western Australians with families over east and those who live elsewhere and have been unable to come home. Its painful, but we simply cannot risk a return to lockdowns, and we cannot risk the health and safety of our community.

Restricting travel into Western Australia has been one of our most effective weapons against this p...andemic that has upended the world. When we made the decision to shut our border we did it to protect the health and well-being of our citizens. It has dramatically reduced the chances of the virus coming into WA from the rest of the nation. And it has worked. It has meant that Western Australians efforts and sacrifices to suppress the virus, like following the restrictions, closing businesses, washing hands, getting tested, staying home when sick werent in vain and undone by travellers. As a result of our success and our hard border, it meant that WA could lift restrictions inside our borders safer and sooner that everywhere else in the nation, so that the community could quickly regain the freedoms they gave up to fight the virus. The hard border gives Western Australians confidence to take advantage of those freedoms going to the pub, holidaying around the State, getting back to their favourite activities, spending time with their loved ones. The hard border has saved jobs and given businesses the confidence to reopen, rehire and invest, because they know the border makes it less likely well have to reimpose restrictions. As life gets back to normal in WA, confidence has returned and Western Australians are getting out there and supporting their local businesses and local jobs. Plain and simple: the border has saved lives, and as a result it has helped our local economy. I know its not without cost. Its affected certain businesses, its separated families. For that Im sorry. But Id make the same decision all over again. I will not be intimidated by Clive Palmer and the Liberal Party over this. We will do whatever we can to protect WA. Thats why we introduced the hard border. Extraordinary times, called for extraordinary measures. As Premier, I will continue to work cooperatively with the Federal Government and the Prime Minister, in the national interest and for WA. Ive respected the work and effort the Prime Minister has put in over a very difficult period. However on this issue, our position is clear. The Liberal Partys actions and support for Clive Palmer will have real consequences for the jobs, health and lives of Western Australians if they are successful in the High Court. The Western Australian community has been loud and clear. The hard border must stand, and only come down when its safe to do so. Thank you, WA.

05.01.2022 Were moving ahead with plans for a new port in Kwinana, and a new freight network that will take freight trucks off suburban roads. Fremantle Port has served o...ur State well for the last one hundred years but its capacity is constrained, as are its transport links. Keeping Fremantle as Perths only container port will mean more trucks in the suburbs and would cost the State around $8 billion in road, rail and port infrastructure. And even then, it would be a second rate solution - it is just not feasible. Its now time to plan and build the next big piece of economic infrastructure that sets our State up for the next century. A new port at Kwinana will take container trucks out of the suburbs and away from roads that are not designed to the modern standard we now expect to handle freight traffic. It will create tens of thousands of jobs over the long-term, and set our State up for the future. Western Australias new port will be a 21st century facility, embracing the latest in port design to create the capability to take the worlds largest ships. A new, modern freight corridor via Anketell Road and Tonkin Highway will stretch from Muchea to the South West, and connect to the new port. This freight corridor will also be supported by an enhanced rail network and new terminals. The time for band-aids and short term thinking is over. We need to be ready for the future - for the benefit of our States long term economic prosperity.
