The Preston Beach foreshore is a beautiful natural environment that provides a range of social and recreational uses for both residents and visitors alike. However, the foreshore is currently facing a range of pressures, including coastal hazards (such as coastal erosion and inundation) and the pressures associated with recreational and tourism uses. In order to address these issues, the Shire of Waroona is updating its existing Foreshore Management Plan (FMP). The updated FMP will ensure that there is a well-defined plan for the foreshore’s management over the next 10 years. The community can provide valuable input into the preparation of the FMP by attending a community workshop or filling out the community survey. 18.01.2022 CSRFF APPLICATIONS SUBMITTED FOR UPCOMING SPORT AND RECREATION PROJECTS The Shire of Waroona has set their sights on three major sport and recreation projects for the 2020/21 financial year to the value of $360,000. These projects include the redevelopment of the Waroona Recreation and Aquatic Centre (WRAC) upper ablutions and pool concourse, installation of a new three bay cricket net training facility on the lower cricket oval and the reticulation of three fairways at th...e Preston Beach Golf Club. At the ordinary council meeting on the 25th of August, council endorsed three submissions to the Department of Local Government, Sport and Cultural Industries for the Small Grants round of the Community Sport and Recreation Facility Fund (CSRFF) for each of the projects. WRAC Redevelopment - $210,000 Cricket Nets - $63,000 Preston beach Golf Club Reticulation - $87,000 Council’s support for each project identifies the importance sport and recreation has within the Shire. The redevelopment of the WRAC aquatic concourse will result in a more family orientated and modern space and is likely to attract additional users. The new cricket nets will provide the Waroona Cricket Club with a facility that will cater for the growing number of members as well as becoming a community asset to be used by the public. The Preston Beach Golf Club is located in one of the Shires tourist areas and provides locals and visitors with spectacular views, often accompanied by the resident kangaroos. The irrigation will transform the fairways from sand to grass, providing an attractive and unique experience. The CSRFF successful grants are expected to be announced late October.

18.01.2022 CONTAINERS FOR CHANGE MOBILE REFUND POINT FOR WAROONA On 1 October, the State Government will launch its Containers for Change deposit scheme which allows eligible containers to be exchanged at approved refund points for 10 cents each. At its September meeting, Council approved an application for a mobile deposit service to run out of the Waroona town site allowing local residents and community organisations direct access to the scheme.... Community Recycling WA, the approved applicant, will provide a mobile refund point 8 hours per week near Memorial Hall; Wednesday mornings from 9.00am to 1.00 pm and Saturday’s from 8.00am to 12.00pm. Having a local point to exchange containers will help increase recycling rates and reduce litter, said Shire President Mike Walmsley The scheme will benefit kids looking to save money and community groups who can fundraise through Containers for Change. The scheme is coordinated by WA Return Recycle Renew LTD (WARRRL) and any other commercial entity, social enterprise, charity, not-for-profit, or community group can apply to be a refund point operator. Considering we use more than 1.3 billion eligible drink containers in WA each year; the Containers for Change scheme is a wonderful concept to minimise waste and support the community.

17.01.2022 Fantastic show of support for the Community Garden in Preston Beach on Saturday morning with around 50 people in attendance. Guest speaker Peter Luck provided great insight into Community Garden operations, learned through his involvement as Chairman of the Pinjarra Community Gardens. The community were provided opportunity to ask questions and discuss the proposed Stables Road garden plan before enjoying a lovely morning tea provided by Footprints and MC’s Bakery.

The speed warning display signs are a community safety initiative aimed at reducing excessive speed on problematic roads through a targeted eight week rotation program. The program includes roads in Waroona, Hamel, Preston Beach and Lake Clifton.... The Alcoa Speed Reduction Program is supported by Alcoa through its Community Partnership Program, together with the Shire of Waroona and Waroona Police in efforts to reduce speed and help keep the community safer.

16.01.2022 COMMENTS SOUGHT ON DRAFT DRAKESBROOK WEIR DEVELOPMENT PLAN The Shire of Waroona is seeking public comment on a draft plan to further develop the Drakesbrook Weir. The Plan was developed with the assistance of the recently formed Friends of the Weir group and identifies a number of further attractions to bring more people to Waroona.... The Weir is very popular with locals and tourists, however Shire President Cr Mike Walmsley believes further developments will increase the day-tripper tourist market and bring more dollars to town. The Weir brings thousands of people to our town each year. However with further developments, locals will able to further enjoy this recreational space, and we can market this asset as a ‘must see’ for every person that visits the Peel region The Master Plan is a $2.1 million project and includes the following features: retention of the ‘noisy scrub bird’ conservation area; the formalisation of fishing areas on the northern shoreline, which will assist in the protection of the natural bushland through dedicated vehicle paths; recreational area along the western shoreline including a second ablution, scattered parking and a kayak launch area, and develop the southern area including the existing recreational area with an auditorium to facilitate potential movie nights and music festivals, nature play area, extending the existing paths to create a circular path meandering through the ‘noisy scrub bird’ conservation area. 15.01.2022 ALCOA WAROONA SUSTAINABILITY FUND ADVISORY COMMITTEE VACANCY COMMUNITY REPRESENTATIVE Applications are invited from an enthusiastic and dedicated person from the community to fill one (1) position as community representative on the Alcoa Waroona Sustainability Fund Advisory Committee for a two (2) year term.... The Advisory Committee will be responsible for administering the Alcoa Waroona Sustainability Fund (AWSF). The Committee will have the responsibility of developing guidelines for grants and making recommendations for successful grants to the Shire of Waroona for final approval. A guiding principle of the fund is that the fund is to be used for one-off, innovative, larger community development type projects that make a net position contribution to the sustainability of the region surrounding the Wagerup refinery, with a focus on the areas of Waroona, Lake Clifton, Preston Beach, Nanga Brook, Wagerup and Hamel. Prospective applicants need to be aware that they may be called upon from time to time to make difficult decisions when it comes to analysing large-scale projects and making recommendations for funding. The committee currently meets approx 2 to 3 times per year. Application forms and further details are available from the Shire Office or website. Completed applications are to be received by no later than 4pm on Tuesday 27th October 2020. Applications can be submitted by post, email or delivered to the Shire office.

13.01.2022 The spirit of community shone bright at Preston Beach today as residents and visitors came together to create a stunning mural at the Community Centre on Panorama Drive. The Colour By Number project, led by acclaimed Australian mural artist Melski McVee, encourages local people to take part in painting a mural and creating positive change in their local area. The mural project was easy, fun and connected people of all ages and abilities. The end result is a stunning neighbo...urhood mural that will be enjoyed by the community for years to come. The Community Mural was coordinated by the Preston Beach Progress Association and supported by the wider community who contributed towards getting the building façade ready, cooking sausage sizzles, ideas for design and of course painting the beautiful mural. The project was funded by the Shire of Waroona and the WA Primary Health Alliance promoting the Act, Belong-Commit message and a mentally healthy community. We congratulate the artists and everyone involved in this wonderful community initiative.

12.01.2022 COUNCIL SUPPORTS A MENTALLY HEALTHY COMMUNITY With mental health concerns impacting one in five people in the community at any given time, Waroona Council voted unanimously at its July meeting to support a dedicated mental health reflection space to be located along the ‘Noisy Scrub Bird’ walk trail at Waroona Weir. The concept for a dedicated space was proposed by Dusty Roads WA, a not-for-profit Mental Health focused organisation based on the main street of Waroona. ... The organisation is passionate about helping people through their mental health journey offering a range of services from peer to peer support groups, coping workshops and emergency relief for those struggling financially. Founding member of Dusty Roads WA, Bronwyn North said the approved location of the reflection space is ideal being immersed in blue and green space, which have proven healing effects on mental well-being. The space will include a bench overlooking the water, a native rockery garden and a small rural fence to hang messages of hope, encouragement and remembrance. Shire President Cr Mike Walmsley said that Keeping mentally healthy is just as important as keeping physically healthy, particularly in rural communities such as Waroona where additional barriers are in place to accessing services and supports. Unlike physical health which has visible indicators, mental health can often creep up on people with little to no sign. Dusty Roads WA with support from the Shire and wider community, will create the Mental Health Reflection Space as part of Mental Health Week (10-17 October) initiatives 2020. The project aligns with Dusty Roads objectives to raise awareness and improve access to mental health programs and support for people living in rural and remote communities across WA.

10.01.2022 MAJOR COMMUNITY PARK IN WAROONA TOWN CENTRE A STEP CLOSER Following significant public support, Council has endorsed a $1.1 million loan to build a ‘once in a generation’ project in the heart of the Waroona Townsite. After Council sought feedback, 51 submissions were received all supporting the proposal to develop the major park. This further supports the feedback from last years’ community workshops that the Waroona main street upgrade is the community’s highest priority.... The proposal is to demolish 95 South West Highway, opening this up to the recently purchased land at 30 and 34 Fouracre Street and incorporating the old scout hall land to create an open space for locals and tourists to enjoy. Shire President Cr Mike Walmsley says that the project will change the face of the main street. Our community has been very vocal and very consistent in wanting an improved landscape, and I am very pleased to say that we have taken a very big step forward in meeting this need. The Waroona Town Centre Revitalisation Strategy is in its final stages and will be released for public comment shortly. Also, the Master Plan for the Waroona Community Park will also be released concurrently. We are only a few weeks away from having both of these very exciting plans released, and we welcome people’s views, Cr Walmsley said. Apart from $660,000 being funded to purchase the land parcels, the Shire has allocated a further $450,000 which was matched via funding from the Alcoa Waroona Sustainability Fund. While we now have $900,000 for capital more is needed, so we will be applying to Lotterywest, requesting support from Murray-Wellington candidates and will be applying for federal funding under the soon to be announced Round 5 of the Building Better Regions Fund. The provision of $450,000 from the Alcoa Waroona Sustainability Fund towards the Intergenerational Space project for the Waroona Town Centre is the largest allocation ever made from the Fund. This is major initiative for the Shire of Waroona and the many community groups supporting it, Wagerup Refinery Community Relations Manager, Tom Busher said. 09.01.2022 WAROONA BUDGET ENDORSED WITH NO RATE INCREASE In reflecting the financial challenges COVID-19 has had on the community, the Waroona Council endorsed a nil rate increase for the 2020/21 financial year. As a further acknowledgement, no fees or charges will increase for the coming year.... Shire President Cr Mike Walmsley said The nil rates increase has made it a challenge to balance the needs of the community with the current challenges caused by the pandemic, but it is something I believe we have hit the right balance with. We have acknowledged how difficult it is for many residents, so we have made a decision to cushion the financial blow as much as possible by freezing rates. We have been able to make administrative savings through resource sharing our Chief Executive Officer with the Shire of Murray and reducing our senior management team by one officer in this budget. The budget includes a number of initiatives that includes: A total civil construction programme of $1,743,544, which includes: - Somers Road reconstruction and widening 800m - Mayfield Road reconstruction and widening 650m - Coronation Road reseal various sections - Johnson Road reconstruct and reseal 2.2km - Nanga Brook Road Black Spot works - Lake Clifton road verge improvements - Peppermint Grove Road culvert headwalls and guard rail - Millar Street school parking, kerb and path - Chalet Vale Close and Millar Street drainage works - Fawcett Road tree pruning - South West Highway footpaths improvements Millar to McDowell Street & adjacent to newsagency - Drakesbrook Weir barbeque electricity installation - Sporting Oval reticulation works Complete Waroona West Fire Station - $99,000 Replace CCTV cameras on South West Highway - $10,000 Refuse Site liquid waste facility closure - $55,000 Recreation Centre building upgrades - $226,000 Cricket Practice Net construction - $63,000 Visitor Centre repairs and upgrades to kitchen and floor - $22,000 Information Bay sign replacement - $8,000 Council has also focused on increasing its allocation to its Plant Replacement Reserve to smooth major purchase impacts in future years. Residents should be aware that while there is a rates freeze for this year, due to the annual Unimproved Valuation revaluations, some properties under UV may increase or decrease slightly depending on whether their property values increased or decreased. The overall rates collection has not increased, and any movement to UV landowners is due to valuation fluctuations through the Office of the Valuer General and not by Council, Cr Walmsley said.
09.01.2022 UPDATE - RABBIT MANAGEMENT PRESTON BEACH Update Further to the previous advice. The Shire have supported rabbit management activities occurring on the Preston Beach Golf Club land to reduce the overabundance of rabbits in the general area. A number of options were considered to reduce rabbit numbers. Targeted shooting, using low powered firearms, by a suitably skilled and professional shooter was considered to be the most effective, humane means of disposal. Local Poli...ce have been advised. The rabbit control program is due to commence on the 14 September 2020 for a period of 3 months. Shooting is only approved on Tuesdays and Wednesdays each week between dusk and 9.30pm. The program will be suspended over the upcoming school holiday period (26 September - 11 October 2020). If you could share this information with your neighbours it would be appreciated. 07.01.2022 The Shire of Waroona is pleased to announce that the team from Community Recycling WA will be bringing a mobile refund point to Waroona as part of the Containers for Change initiative. The refund point will be located at the Waroona Oval every Wednesday and Saturday. This is a wonderful outcome for the Waroona community and it is hoped that the residents of the Shire support this great initiative to help recover more material and make landfill the last resort. 07.01.2022 The South West Driver Fatigue regional project is encouraging drivers to participate in an online survey to raise their awareness, test their knowledge and tell us their attitude toward driver fatigue: https://www.surveymonkey.com/r/swdriverfatigue The project will continue to be promoted in the South West region until mid-December 2020. Participants that complete both the pre and post online survey will go in the draw to win one of two $100 vouchers from the Bunbury Farmers ...Market, to be drawn just before Christmas. To date over 200 people have participated in the survey providing positive feedback on the driver fatigue campaign. Most survey participants had experienced fatigue warning signs with the most common response being yawning and wandering thoughts. This driver fatigue project is funded by a Project Grant from the Road Safety Commission via the Western Australian State Government Community Road Safety Grants Program. See more
07.01.2022 LONG-TERM VISION FOR WAROONA ENDORSED BY COUNCIL Following a long process of five community workshops, district wide survey, coffee conversations with 18 groups, the Waroona 2030 Strategic Community Plan was endorsed this week. The Plan illustrates a vision that the Shire of Waroona will create a sense of place and identity, embracing creativity, our natural environment and a strong and diverse economy.... Underpinning this vision are aspirations to have a connected and involved community, a diverse economy, care for our environment, effectively manage our assets and embed strong leadership through good and transparent governance. In order to deliver these aspirations, a more focused four-year Corporate Business Plan, Towards Waroona 2030 Corporate Business Plan 2020-2024 details the projects and initiatives that are aimed to be delivered between now and June 2024. Shire President Cr Mike Walmsley said that the process was the most extensive and thorough in his memory and is confident that the strategies maps out a clear direction for the future. We have worked closely with our community to come up with a collective and shared vision and what we need to do to achieve the potential we have, Cr Walmsley said. It is ambitious and it will need support from Federal and State governments and also input from the community for us to reach these goals, but working collectively, our aspirations can be achieved. Some of the major initiatives into the future includes: Redeveloping and activating the main street of Waroona; Creating agricultural workers accommodation to help stimulate the local economy and agricultural businesses; Focus on increasing tourism across the Shire; Develop an accessible boardwalk and beach access at Preston Beach; Providing a play and recreation space at Lake Clifton; Further develop the Drakesbrook Weir; Work towards increasing water supply to the Shire. Cr Walmsley said that the projects above are only some of the initiatives identified and acknowledges that some of them will need assistance from other ties of government. The Shire will actively lobby for better services and quality of life for our current and future residents. 06.01.2022 REDUCING CARBON FOOTPRINT INCREASES COUNCILS BOTTOM LINE Moving towards a greener future, the Shire of Waroona have opted to install a 20kW solar system to decrease their carbon footprint and reduce energy consumption at the Administration Centre in Waroona. The Waroona Shire Office consumes 55,261Wk of energy annually, costing around $20,660 per year with current energy provider Synergy.... In order to reduce overall expenditure in this space, investigations were carried out to generate cost savings through the installation of solar panels. Following consultation with a number of lead solar installation companies, it was determined that a 20KW solar photovoltaic system installed at the Shire Administration Centre would result in a saving of $9,212 in the initial year, with savings expected to increase exponentially. Investing into sustainability towards a greener future is a win - win for Council Waroona Shire President Cr Mike Walmsley said. We have a corporate responsibility to create a brighter, better and greener future for the next generation and using solar panels to harness energy from the sun is a great way to make the switch to green energy. The Shire has selected a five year lease option allowing the purchase of the asset, without having to outlay excess cash. With no upfront costs and a five year lease, the Shire will pay less annually than what it currently outlays for electricity. The Shire expects to install the solar panels at the Administration Centre in the coming weeks.

The session will include morning tea and an opportunity for residents to view draft concept designs and provide direct feedback in relation to plans for a Community Garden in the area....
