13.01.2022 Our response to the COVID-19 pandemic has always been first and foremost about protecting the health and safety of Western Australians. We’ve followed the exper...t health advice, and for the last seven months, our hard border has kept Western Australia safe and strong. Today, in line with the latest advice from the Chief Health Officer, I can announce that WA will soon cautiously transition to a controlled interstate border. I’d like to take a moment of your time to run through what this means. Pending ongoing health advice, this change will take effect at 12:01am on Saturday 14 November. However, we will be closely monitoring the situation over east and if we need to delay this introduction of the controlled border, then we will. Also, I will have no hesitation to reintroduce our hard border in the future if that’s what’s needed to keep us safe. This hasn’t been an easy year for anyone. But for many Western Australians, the hard border has been particularly challenging. I’d like to thank everyone for their understanding and patience over these months particularly those who have been separated from their loved ones by the border. I know how hard it has been my own parents and brother live in New South Wales. It’s been extremely difficult not knowing when I will be able to see them again. Throughout the pandemic, we’ve maintained a cautious and careful approach based on WA’s expert health advice from the Chief Health Officer. That advice has served us well as we have embarked on our own, unique recovery. Today, based on that health advice and the rates of local infection in the eastern states, we are now at the next step of our journey. I want every Western Australian to know that we would not be proceeding down this path unless we had the health advice that it was safe to do so. The time is right, the conditions are right, and I’m confident our controlled border arrangement strikes the right balance. These are cautious, considered and careful steps. The existing hard border exemption system will be removed and replaced with the controlled interstate border regime, established on an updated nationwide health-based threshold that allows for safe travel into Western Australia from interstate with conditions, and subject to trigger points being met. The Chief Health Officer has recommended a 14-day rolling average of less than five community cases per day in each state and territory be required before progressing to the new border controls. This condition is currently being met. Under this system, travel from ‘very low risk’ states and territories will be permitted, with conditions on arrival including declarations, temperature tests and possible COVID-19 testing. These jurisdictions currently include Tasmania, Queensland, South Australia, Australian Capital Territory and Northern Territory because they have had no community cases for more than 28 days. Travel from ‘low risk’ states and territories also permitted, with similar conditions on arrival, in addition to 14 days of self-quarantine and a mandatory Day 11 COVID-19 test. These jurisdictions currently include New South Wales and Victoria because they have less than five community cases per day on a 14-day rolling average. Failure to follow these directions or providing false information will be enforceable by law, with penalties ranging from $1,000 infringements, to up to $50,000 fines for individuals. These are safe, steady and sensible steps. But should the situation change once again, I will not hesitate to return to hard border arrangements if that is what is required to protect the health and safety of Western Australians. In the meantime, we need to continue to take personal responsibility. The virus hasn’t been defeated around the world we must work together to prevent outbreaks and not jeopardise what we’ve achieved so far. The controlled border still includes important and strong protections for our State, but within it we must also maintain our vigilance to keep our State safe and strong. All Western Australians must embrace COVID-safe principles. That means acting responsibly and following the health advice. Thank you again to all Western Australians for the sacrifices you have made this year. We’re the envy of the world for so many reasons. We have a long way to go, and many challenges still to face. But right now, there’s nowhere I’d rather be.

12.01.2022 It was excellent to welcome the Norseman local business community to the business breakfast on Wednesday, whilst hearing from guest Presenter Peter Kenyon. Thank you to all who attended. 12.01.2022 I have an important update on WA's controlled interstate border since this morning. Unfortunately, South Australia today recorded three local cases of COVID-19,... after recording no community transmission for an extended period of time. When we announced the new controlled border regime, we said any new community cases in other states or territories would be assessed in detail by the WA Chief Health Officer, to determine if any possible changes to our border controls were necessary. The WA Chief Health Officer has consulted with SA Health and reviewed the details of the new community cases and the current situation in South Australia. As a result, based on the latest health advice the following changes to WA’s controlled interstate border will come into effect immediately: Anyone arriving from South Australia at Perth Airport will now be tested for COVID-19 on arrival (or within 24 hours of arrival at another COVID clinic) and given a Direction to self-quarantine for 14 days in a suitable premise; These arrivals will also be required to be tested for COVID-19 on Day 11; Anyone arriving via road from South Australia will be given a Direction to self-quarantine for 14 days in a suitable premise and required to take a COVID-19 test on Day 2 and on Day 11; Anyone who arrived from SA earlier today and yesterday, via road or air, will be contacted by WA officials and will be required to be tested for COVID-19 in the next 48 hours and self-quarantine until results are returned. These are initial steps the State Government is taking to protect all Western Australians, and will be reviewed regularly. We will monitor the position in South Australia very closely and will strengthen measures if required. We understand these changes will cause frustration for many people, but these steps are being taken on the best health advice to protect everyone. The State Government thanks all arrivals for their patience and understanding during this difficult period.

05.01.2022 This morning I can now announce our next cautious and safe step as part of WA's controlled interstate border. Subject to no further outbreaks occurring and base...d on updated Chief Health Officer advice, Victoria and New South Wales will be classified as 'very low risk' states from 12.01am, Tuesday, December 8. The transition to the new category can occur, following a review by our Chief Health Officer after Victoria surpassed 28 days of no community cases and New South Wales is due to reach that milestone this Friday. As a result, WA's controlled interstate border will be safely adjusted, with travel from Victoria and New South Wales to be permitted into WA with the following conditions: - all Perth Airport arrivals to undergo a health screening and temperature test on arrival - travellers to be prepared to take a COVID-19 test at the airport COVID clinic, if deemed necessary by a health clinician (voluntary asymptomatic testing available for all airport arrivals) - completion of a G2G Pass declaration, stipulating they do not have any COVID-19 symptoms and which jurisdictions the traveller has been in over the previous 14 days - all travellers to receive a SMS health check reminder one week into their stay in WA - all land arrivals to be met at the border checkpoint, for a health screening and to have their G2G Pass declaration checked. Other jurisdictions currently in the ‘very low risk’ category include the Australian Capital Territory, Queensland, Northern Territory and Tasmania. The significantly improved situation in Victoria and New South Wales has been fantastic news for all Australians, and now it means that we can take this cautious next step. However, at this stage, South Australia will remain classified as a ‘medium risk’ jurisdiction. This classification will be reviewed again by December 11. Travel from South Australia remains prohibited unless travellers meet strict exemption criteria. Exempt travellers must also self-quarantine for 14 days upon arrival in Western Australia. Please note that those conditions apply to anyone who has been in South Australia in the previous 14 days. This also includes transit through South Australia, via road or air. Like always, we’re continuing to follow our State’s expert health advice. Our border controls have worked and allowed us to stay safe and return to a new normal throughout this pandemic, to get our economy going and people back in work. Thank you to everyone for your patience and understanding during this extremely difficult time. I know it's been a long wait, and I'm so glad we can now safely allow more of our friends and family over east to travel into WA. Our careful and cautious approach has kept our State safe and strong and we will continue to take that approach going forward.
