25.01.2022 Since we entered Phase 4 of the roadmap, most Western Australians have been enjoying a way of life that is mostly back to normal. While we enjoy a COVID-safe li...fe, I do have an update regarding the next phase of eased restrictions, as well as the Perth Royal Show. Unfortunately, based on the latest health advice, weve had to make the decision to extend Phase 4 for a further two months. And in line with that decision, weve had to cancel this years Perth Royal Show as we cannot be certain that it can be staged without risk. Throughout this crisis, I am so proud of the way our State has responded. Obviously the situation in Victoria is one we watch very closely and it is pleasing to see a recent improvement in their daily new case numbers. We also are closely monitoring cases in other States as well so we can better prepare ourselves for when we do have an outbreak here. While we have had no community transmission in Western Australia for 129 days now, we simply cant afford to get complacent, because the virus could sneak back into WA and spread like wildfire. The updated roadmap for WA, announced in June, included details about Phase 5 and Phase 6. Back then, we announced a tentative date for Phase 5 though we were clear that it would only be introduced pending the latest health advice from our Chief Health Officer. Phase 5 will result in the removal of the 2 square metre rule and the removal of the 50 per cent capacity limit for major venues, like Optus Stadium. Since the initial announcement of those phases, weve delayed Phase 5 by two weeks on three separate occasions. I understand that these short extensions have created uncertainty. Its difficult for many people across our community and across a wide section of industries to properly plan. Today, our Chief Health Officer has recommended a further extension of Phase 4 by two months. He has advised that it could take two months or longer for the outbreaks in Victoria to be fully under control. On his advice, the new tentative start date of Phase 5 will now be Saturday, October 24. We will likely provide clarity in October about whether or not we can proceed with this timeline, or if the date could be brought forward. I know this will cause frustration and challenges for some sections of the community. I know many people were hoping and planning for Phase 5 to be introduced sooner - and this decision will throw those plans out. But proceeding to Phase 5 too soon is just not appropriate right now. By remaining in Phase 4 for longer, it assists us in reducing the numbers of people who could be potentially exposed and requiring health responses, should an outbreak occur in our State. Western Australia is leading the nation when it comes to COVID-19. We cant afford to take any unnecessary risks now. In that respect, I also have some news regarding the Perth Royal Show. In July, we announced that the Perth Royal Show would go ahead, and we provided funding to support that event. At the time, that announcement was based on the anticipated move to Phase 5 being on July 18. Yesterday, the Chief Health Officer provided updated advice to the State Government about the Show. From a public health perspective, the Royal Show provides a number of significant challenges during this pandemic. Not only does the large number of visitors and indoor venues at the show present challenges, but the show has a number of high frequency contact surfaces that would pose too big a risk. Holding the Royal Show is just not possible this year. If, somehow COVID-19 was present at the Show, it would lead to a significant outbreak. It would result in the spread of COVID-19 in our community, like we have never seen before in WA. Put simply, this is a serious risk, and its one that I think Western Australia cannot afford to take. Obviously this news will be disappointing for many families, for many businesses and of course our regional farming communities. I wish the Show could go ahead, but we have to listen to the health advice after all its worked well for us throughout the pandemic so far. As Premier, I have to put the health and safety of the whole community first. We will work closely with the Royal Agricultural Society to make sure they can deliver a vibrant Perth Royal Show in future years. The Show will be back. If we all keep doing the right thing, and our hard border remains in place we give ourselves the best chance at avoiding this virus from causing havoc through our community. Its the hard work of all Western Australians and our hard border policy that has allowed us to open up our economy more than any other State. Were in the best possible position right now. Lets try to keep it that way.

23.01.2022 CHILD PROTECTION WEEK This weeks National Child Protection Week commenced on Sunday and will run to the 12th of September. The theme in 2020 is Putting Child...ren First and the organisers invite all Australians to look at how they can prioritise children in their lives and communities. Olabud Doogethu, a project that came about after the Halls Creek Shire lost its youth justice funding in 2017, says they put children first so that they will attend school and and also learn that someone cares about them. Translating from kriol as All of Us, Together, the project is supported by Social Reinvestment WA and and the Halls Creek Shires Youth and Community Development department. The Shire no longer sees upwards of 60 young people on the streets at night because of the Olabud Youth Engagement Night Officers, and Dean Mosquito, Dennis Chungulla and Jacob Bradshaw, members of the Youth Engagement Night Officers team told Ngaarda Media that recruiting the YENO officers from local family groups was a key strategy. The coronavirus (COVID-19) has the potential to do great harm to the Kimberleys 221 remote Aboriginal communities. Aboriginal people living in remote areas are more vulnerable to the coronavirus than other... Western Australians. If the coronavirus gets into an Aboriginal community, it is likely to spread quickly and make residents very sick. To help protect our Aboriginal communities, there are travel restrictions in place. Tourists and travellers are not allowed to enter remote Aboriginal communities in Western Australia. Fines of up to $50,000 may apply to anyone who breaches the restrictions. Only some Aboriginal communities are excluded from the restrictions. 17.01.2022 The CONNECT Kimberley Innovation and Investment Program aims to support local entrepreneurs to connect to investment opportunities so they can scale their business locally and sell globally. The program will deliver workshops for small businesses in Broome and Kununurra on relevant topics such as lean business modelling, customer validation, strategic business planning and funding opportunities. Businesses would also have the opportunity to be part of an investor mentoring pr...ogram. We would also host evening investor info sessions to bring together a potential network to form North West Angels and educate about angel investing. The project is supported by the WA State Government as part of an X-tend WA grant to support AgriStart and South West Angels deliver training for start-ups and investors in regional WA. We are also delighted to be partnering with Regional Development Australia (Kimberley) as a sponsor of the Broome and Kununurra events. 16.01.2022 KIMBERLEY COVID-19 UPDATE Good afternoon to everyone in the Kimberley, this is another update on where we are at with the management of the COVID virus across t...he Kimberley. The WA Country Health Services are the lead agency on limiting the spread of the virus and they are doing a terrific job in preparing all health services and the community to be prepared if we have a positive case. The messaging for all of us remains the same, continue with good hygiene practices and maintain social distancing, 1.5m away from others at all times and download the COVIDSafe App. Your Kimberley police still have a permanent presence on the WA/NT border at Kununurra. We are conducting many patrols along the Duncan and Tanami Roads checking for anyone entering without approval. We have cameras along those and other less frequented roads and will be taking a very firm line with persons entering our State without pre-approval. As I have advised before, we may prosecute and return persons back to the NT every time we find someone who has breached the border. We are aware of rumours from time to time about people entering without approval, please gather as much info about that when you can and advise police, we will follow up every rumour, we just need to know about it. Since it is a priority for all of us I can give you a commitment we will follow up every bit of info we receive. We have extra police across the Kimberley and more are on the way to manage and support those in self-quarantine (SQ), we work closely with the Department of Communities who also support those in SQ and it is pleasing to say that no-one has been breaching their 14-day lock down. We have teams checking interstate travellers where ever they are just to make sure everyones entry was approved, this means checking caravan parks, free camping locations and those travelling on our roads as part of our commitment to the Kimberley, we are taking this very seriously. We all know the COVID-19 virus has not gone away, but it can stay out of the Kimberley if we all keep well, get tested if you are ill and maintain social distancing. 15.01.2022 I dont think this news will come as much of a surprise - but weve made the decision to delay the commencement of Phase 5 by at least another fortnight. Phase ...5 will see the removal of the 2 square metre capacity rule and the 50 per cent capacity limit for our major venues. But given we have already come so far as a State there is just no need to risk everything for the sake of two weeks. We are closely monitoring the situation in Victoria and New South Wales in relation to our decisions here. With that in mind, and in line with health advice, we will be delaying the introduction of Phase 5 until at least Saturday, August 15. This is a tentative date only, we will provide clarity on whether it will proceed in advance of that date. We are already able to enjoy significantly reduced restrictions and were making the most of our freedoms. A recent ANZ survey showed Perth is the most confident city in the nation and we must keep it that way. So far, it appears that our measures to stop the spread of COVID-19 from reaching Western Australia from overseas, Victoria or New South Wales appear to be working, but we have to remain cautious and vigilant. So lets keep up our efforts, be sensible, keep up good hygiene, physical distance between others where possible and stay home if unwell. Lets work together to keep our community safe.

15.01.2022 As part of todays launch of our WA Recovery Plan, weve just unveiled a major new package of renewable energy projects across Western Australia. It will be a s...ignificant boost towards innovative, clean energy projects that will create jobs, reduce costs and improve WAs renewable energy footprint. It also includes important initiatives for communities in regional WA - using renewable energy and emerging technologies like battery storage to solve long-term problems which have faced regional and remote WA. The $66.3 million package includes: - 50 standalone power systems to deliver clean, reliable power to regional and remote locations - Installing Battery Energy Storage Systems in nine regional communities - Upgrades to energy infrastructure in remote Aboriginal communities - Investing a further $10 million in innovative local clean energy projects through the Clean Energy Future Fund - Installing solar panels on around 500 social housing properties across WA - Transforming up to 10 schools into smart, green Virtual Power Plants, with solar panels and commercial batteries - allowing the local community to contribute and withdraw solar power they generate, reducing power bills for the school and the community - Installing solar panels at up to 60 bus and rail stations These are exciting initiatives that will help our State become greener and cleaner, while also creating jobs for Western Australians and improving our power network. 14.01.2022 This morning we unveiled our $110.9 million Kimberley Recovery Plan. This Plan will help drive economic and social recovery, and create a pipeline of local jobs.... Its all part of our $5.5 billion WA Recovery Plan which is delivering an unprecedented investment in local infrastructure, schools, TAFE and community facilities. This Kimberley Recovery Plan is focused on getting locals back to work. It includes significant investment in the construction, manufacturing, tourism and hospitality, renewable energy, education and training, and agriculture sectors. It will deliver a pipeline of short and long term jobs supporting and strengthening our existing industries, as well as laying the foundation for jobs of the future. This includes a focus on renewable energy and new technologies, to create sustainable jobs. Strengthening Western Australias health and community services is a vital component of the WA Recovery Plan. Our plan for the Kimberley includes: - $20 million for the construction of a 70 bed Aboriginal Short Stay Accommodation facility in Kununurra, providing temporary accommodation for Aboriginal people visiting Kununurra. - $18.8 million towards operating costs at regional renal hostels including a new service in Broome and services in Fitzroy Crossing, Derby and Kununurra. - $16 million for significant upgrades to TAFE infrastructure in Broome and Kununurra. - $3 million to construct the Broome Town Beach jetty allowing pedestrian, fishing and small boat access and enabling community members and tourists to access the Roebuck Bay foreshore. - $9.77 million for Aboriginal regional suicide prevention plans in each region of WA prioritising Aboriginal-led and locally endorsed initiatives that accommodate a culturally informed social and emotional wellbeing approach to suicide prevention. - $3.2 million for a water playground at the Kununurra Leisure Centre. - $3 million to rebuild the early childhood education centre at Wyndham District High School. - $1.85 million for upgrades to alcohol and other drug facilities in regional WA, including in Wyndham, Halls Creek and Fitzroy Crossing. - $7.98 million towards the planning and development of the Broome Health and Wellbeing Campus, a Nyamba Buru Yawuru project. - $5.21 million to invest in renewable energy projects across Derby, including installing solar PV systems on council buildings, replacing street lights with energy efficient LEDs, and a large-scale solar panel and battery at Derby Health Campus. - Installing Battery Energy Storage Systems to allow more customers to install rooftop solar systems and reduce their power bills, including $10.3 million for Broome and $1.7 million for Yungngora. The Kimberley region will also benefit from a range of State-wide programs included in the WA Recovery Plan. 09.01.2022 Josies story is one of the most remarkable in the history of the WA Parliament. A proud Gidja woman, Josie was a member of the Stolen Generations in the 1950s.... She rose to become a fierce advocate for Aboriginal people in the Kimberley. Born in Halls Creek and after spending her whole life in the Kimberley, Josie Farrer was elected to the Western Australian Parliament in March 2013. She has fought for Aboriginal people during her time in Parliament, while delivering significant improvements to health, mental health and education services to the Kimberley as a whole. In her inaugural speech in Parliament, Josie was the first to address the Legislative Assembly in her own Gidja language. During her campaign to secure the historic constitutional recognition for WAs Aboriginal people, Josie urged the WA Parliament to not be afraid, do not be timid, just be magnificent. Josie has never been afraid, nor timid. She has simply been magnificent. Id like to acknowledge Josies service to the Kimberley, to Aboriginal people and to Western Australia, and wish her and her family well for the next chapter of her life. Her decision not to re-contest her seat at the next State Election is a loss to my team and the Western Australian community. On behalf of all Western Australians. Thank you, Josie.
