This proposed legislation shouldn't be seen as an obstruction to Councils' jurisdiction. 23.01.2022 1972 was a pretty defining time in my life, I came to America for the first time it changed the course of my life, got 3rd in ISA World Championships in San Die...go, spent a few weeks at Topanga, met Jan Michael Vincent on the Ranch which ultimately put me in "Big Wednesday" and I hit the North Shore for the first time and made a couple of finals at Sunset, it set the table to be a pro surfer, marry a California girl and I've have been living in Huntington Beach ever since.
