22.01.2022 When our Stokes Safety team are booking an Essential Safety Measures audit with clients, common questions we get asked include "what does it involve?" and "how long will it take?" An Essential Safety Measures audit involves a walk around the building, including plant and equipment rooms, pump houses and in some instances the roof space, especially if the auditor is reporting on passive fire items such as fire walls and doors. The sites log books and maintenance paper work ar...e then also reviewed. The site visit and maintenance record review can take less than half an hour for small sites to most of the day for large multi-storey buildings. While our auditor is onsite, it is a great time to ask any Building Compliance questions you may have. 19.01.2022 Our Building Surveying team recently assisted a client looking to purchase a property, with the view to using the site for residential care. Our BCA (Building Code of Australia) report identified shortfalls and upgrades required to use the building for residential care so the client could accurately budget for the modifications which will be required. 17.01.2022 Good record keeping of building maintenance and service records is crucial for building owners. The Victorian Building Authority states as a building owner, "you must also keep records of maintenance checks, safety measures and repair work so they can be inspected by a municipal building surveyor or chief officer of the fire brigade. You must make these documents and the annual reports available on request after 24 hours' notice has been given." Here is an example showing why... this is important. In 2007 our Stokes Safety team carried out an Essential Services Maintenance (ESM) inspection within a building in the Melbourne CBD. In 2008 the building was sold and a fire then occurred within the building in the same year. In 2012 Stokes Safety was issued with a subpoena for information relating to the maintenance of the fire systems in a case brought against the prior owners to the building. 15.01.2022 Our Stokes Safety Building Surveying team was recently involved in a remodel and fit out for a large Hotel with a dining area, outside eating and public bar. Our Surveyors worked in collaboration with the project architects and builder on the 2 storey renovation and extension, which included a demolition and reconstruction of the facade. In order to undertake the project our Surveyors applied for and organised various council consents in a timely manner such as demolition, pl...anning and hoarding. 13.01.2022 Make sure that you are prepared to submit your Annual Fire Safety Statement on time and avoid the large fines that come with being late. Follow these key points to ensure things run smoothly and avoid last minute stresses: - Know what assets are in your building... - Have a CFSP to sign off on each asset in your building - Make sure you have all the testing and scheduled repairs up to date and - Three months prior to the AFSS being due is when you can start getting the assets signed off by the CFSP for the year. 09.01.2022 We recently assisted a large educational organisation with multiple properties to further fine tune their Essential Safety Measure systems and record keeping. Firstly Maintenance Schedules were issued to make sure all ESMs onsite were captured. The Maintenance Schedules were then able to align Essential Safety Measure certificate (AESMR) dates cross the portfolio creating standardised due dates. ... Logbooks were then issued for all sites so records could be kept onsite and sign offs available. The client was also given access to our online management portal, giving them up to the minute snap shots of their portfolio and compliance status whenever they required it. These steps further fine tuned their already existing systems and processes, bringing even more organisation and ease to all involved. 06.01.2022 In NSW the Environmental Planning and Assessment Regulations 2000 have been amended to place greater emphasis on the assessment of fire safety measures performance. To facilitate this the annual certification of fire safety measures by a 'competent fire safety practitioner' (CFSP) has been introduced. This mean as of the 1st July 2020, all fire safety measures listed on a buildings fire safety schedule will now need to be assessed by a CFSP to achieve annual certification.... 05.01.2022 Under the Victorian Building Regulations 2018, the owner of a building is responsible for the ongoing maintenance of the Essential Safety Measures (ESMs) of the building, to ensure they function properly and fulfill their purpose. Essential Safety Measures installed in your building may include: sprinkler systems fire hose reels... fire detectors and alarms fire doors and penetrations in fire rated materials. For the complete list of ESMs, see Schedule 8 of the Building Regulations 2018, and Practice note 23 Maintenance of Essential Safety Measures, VBA Practice Note Dated June 2018 An Annual Essential Safety Measures report and certificate, indicating that the ESMs have been maintained and that appropriate records of maintenance, service and repair work are kept is also required. Compliance is enforced with an inspection carried out of the facility by a member of the fire brigade, council or building enforcement officer. To get an accurate picture of the scale of the works and the surrounding building layout and assets, 2. As part of the permit process the plans are stamped "approved", this then becomes a record of what works were undertaken as part of the issued permit, and... 3.
