25.01.2022 Federal Budget 2015 for Immigration Temporary Visa Programme Reforms Funding has also been earmarked for the implementation of reforms in temporary visa programmes, as part of the government’s deregulation agenda. These initiatives incorporate the recommendations of the Independent Review of Integrity of 457 visa programme, including the simplification and streamlining of visa processing for low risk sponsors, with stronger monitoring and enforcement capability to ensure spon...sors comply with statutory obligations. Simplification and enhanced efficiency is expected through consolidation of some visa streams and the deployment of more sophisticated information technology systems. Funding has also been provided for reforms to the working holiday visa, student, visitor and specialist entry programmes. Visa Application Charges Visa Application Charges (VAC) for applications lodged outside Australia have historically been lower than those lodged onshore to account for benefits that onshore applicants receive such as access to Medicare. From 1 July 2015, offshore VAC will increase to the same level as those onshore, effectively ending this long-standing policy distinction. The only exception is for Child Visas, the onshore VAC for which will reduce to offshore level. More generally, VAC will increase across the programme. The VAC for subclass 457 Temporary Work (Skilled) visas will increase by AUD 25. The application fee for Australian citizenship applications will move to a cost recovery fee basis from 1 January 2016, likely to mean a significant increase from the current AUD 260 fee. A full list of VAC effective 1 July will be published on the DIBP website shortly. Working Holiday Makers Currently, holders of subclass 417 and 462 working holiday visas are entitled to the tax-free income threshold of AUD 18,200. From 1 July this entitlement will be completely removed, such that working holiday makers will be liable to tax at a rate of 32.5% from their first pay cheque. As well as resulting in revenue of $550 million over four years, this measure may assist government agencies in detecting underpayment or informal employment of working holiday makers through information sharing between the ABF and the Australian Tax Office. Foreign Investment Review Board In order to by real property in Australia, temporary visa holders must obtain the approval of the Foreign Investment Review Board. Approval is generally granted when the property is a new build or if the visa holder will be purchasing an existing dwelling to use as their primary residence. Currently there are no fees for such applications. From 1 July, application fees will be charged at a rate indexed to property value, with a purchase price under AUD 1 million to attract a fee of up to $5000.

Earlier this week the Australian Government announced the International Skills Training Courses initiative worth $5.4 million.... This new initiative aims to support Australian Registered Training Organisations to increase their offshore delivery of innovative training to help meet global labour shortage demands in countries like India. Australia’s Special Envoy for Trade Andrew Robb AO, made the announcement in India, where he is meeting with Industry and Education sector leaders, including the Indian Minister of Skill Development Entrepreneurship, Sri Rajiv Pratap Rudy, to progress education and training opportunities between the two countries. 08.01.2022 Australian Border Force The ABF will be formed from an amalgamation of the frontline border operations of the immigration and customs' portfolios. The ABF will sit within the broader Department of Immigration and Border Protection, and will assume responsibility for customs and quarantine inspection; immigration clearance; coast guard and maritime enforcement; immigration detention facilities; and immigration compliance investigation and enforcement.
