21.01.2022 We're looking forward to meeting the next Tasmanian ASMR ECR award winner at the 2020 ASMR Medical Research Week Tasmanian Virtual Scientific Symposium in November! Dr Carlie Cullen was the 2019 winner. She's an early career neuroscientist at the Menzies Institute for Medical Research, University of Tasmania. Carlie is striving to understand how myelinating cells called oligodendrocytes respond to and regulate brain activity to help maintain, restore, or improve brain functi...on. Dr Cullen won the inaugural ASMR ECR award in 2019, for her work showing that non-invasive stimulation of brain activity using transcranial magnetic stimulation can both promote the survival of newly generated oligodendrocytes to the adult brain, and stimulate a subtle adaptive response in the existing mature myelinating cells. Carlie then went on to be named Tasmanian STEM Young Researcher of the Year in 2019. Bravo Carlie!! In her most recent publication, led by Dr Solène Ferreira and Dr Kimberley Pitman, Dr Cullen and the team explored whether cells of the oligodendrocyte lineage are impacted prior to cognitive symptom onset in a model of familial Alzheimer’s disease (AD). They found that increased expression of a form of Amyloid Precursor Protein (APP) that has been linked to familial AD, resulted in thicker myelin within the hippocampus a region of the brain important for learning and memory, prior to the formation of amyloid plaques. However, as pathology progressed increased production of new oligodendrocytes was required to maintain the population of mature cells in the brain, suggesting that replacement of sick or dying oligodendrocytes may be an early compensatory feature of AD. 12.01.2022 For almost a century, the National Health and Medical Research Council - NHMRC has been tasked with improving the health and well-being of Australians. In addition to distributing the majority of federal funding towards health and medical research, the NHMRC is also tasked with developing codes and guidelines to inform research conduct, clinical practice and healthy living, administering Acts of parliament relating to working with human embryos, and supporting improved resear...ch governance and ethics. The broad scope of NHMRC activities is managed extremely well by the Office of the NHMRC, given the limited size of their staff (<200) and budget (~$40 million). However, assuming more MRFF schemes will be administered by NHMRC over the coming years (as recommended by ASMR), this level of performance will not be sustainable without an increase in the NHMRC administrative budget. Following her passion for unravelling the mysteries of the brain, Silvia investigates how the brain develops and how serotonin orchestrates the wiring of the brain. How can serotonin affect the way neurons make connections in the brain to form neuronal circuits that control behaviour. Silvia discovered different levels of serotonin guide neurons in opposite directions in the developing brain, influencing the way neurons are connected to each other. 09.01.2022 The Medical Research Future Fund (MRFF) will ultimately support the translation and implementation of research discoveries and should form part of a holistic investment strategy for health and medical research. However, if the fund fails to reach full capitalisation, Australia risks not realising the full potential of this investment. As we understand it, 25% of MRFF grants were not awarded with due process.... 07.01.2022 Shockingly, 1/4 of Medical Research Future Fund grants were awarded without due process. We at the ASMR have been advocating for proper peer-review across all MRFF schemes since 2014. The ANAO has recently announced a potential audit* of the MRFF, and we have written to the ANAO demanding for this audit to go head. Genuine progress in any field of endeavour can only be achieved through the advancement of novel ideas that subsequently withstand questioning and criticism from ...experts in that field. Deciding the merits of one research pursuit relative to another is a matter of judgement and debate; it requires a broad range of expertise, the absence of bias and adherence to consistent and transparent processes. It is not a task that should rest with a single person. This is something the National Health and Medical Research Council - NHMRC does well - which is why we are advocating to run the administration of the MRFF through the NHMRC to ensure peer-review, transparency and accountability. While the ASMR welcomes the full capitalisation of the MRFF as one pillar of the health and medical research sector, more support is urgently needed for the NHMRC to prevent the collapse of discovery science in Australia. As our President A/Prof Christoph Hagemeyer says: "There is no bench-to-bedside research when there is nobody working at the bench!" The integrity of this decision-making process is particularly important in the context of awarding research funding through competitive schemes, such as those through the NHMRC. To achieve integrity, the international research community relies on a process of independent expert (or peer) review, where non-conflicted experts are solicited to provide constructive feedback on a research proposal and assess it against explicit criteria. The process of independent expert review ensures a level of rigor that provides confidence, for both the research sector and the general public, that funding is awarded based on merit. 07.01.2022 How do you begin to advocate for a sector? What makes someone want to join an advocacy group? Why is advocacy important and how is it done effectively? These are some of the questions we will explore in a unique session at the 2020 ASMR National Scientific Conference on the 19th of November.... Using the case study of Reproductive Health Australia (RHA), a newly formed advocacy group under the leadership of ex-ASMR presidents Sarah Meachem and Jock Findlay, we will explore the enablers and the barriers when mobilising an industry to effect change. During the session, RHA will present a 10 min pitch showcasing who they are, what they want to accomplish, and how they have attempted to achieve these goals. We then invite veteran industry advocates ASMR (represented by Professor Robert Ramsay, past president) and the National Treasury Employees Union (NTEU); represented by Dr Alison Barnes, National President) to appraise RHA’s approach. If you want to understand the power of a people through organised advocacy, think there is need to effect change in your industry, or simply feel compelled to keep some pressure on our pollies, you’ll enjoy tuning into this NSC session. 05.01.2022 The Medical Research Future Fund (MRFF) was created in 2014 to help fund Australian medical research. It has been apparent that the awarding of these disbursements is flawed. Do you have first hand examples of administrative or procedural issues with the MRFF? Please contact us below. The inception of the MRFF gave Australian researchers two sources of government funding for health and medical research the National Health and Medical Research Council - NHMRC grants (whic...h are expertly managed) and the MRFF. As it turns out, a whopping 65% of these MRFF funds have been awarded without going through a competitive process. This may mean the best science isnt being funded. The Federal Government commissioned the McKeon report in 2011 in response to major backlash about funding cuts to the health and medical research sector. The review recommended an incremental increase to about 3% of total health expenditure over 10 years, totalling $2-3bn extra per year. Guess how much the Australian Government currently funds health and medical research? A disappointing ~0.53%* of total health expenditure, a far cry from the recommendation to lift this investment to 3%. It is clear that we need more funds than we have access to. At the very least, we also need the MRFF funds to go to the scientists that are doing the best research. At the Australian Society for Medical Research, we are calling on the Australian National Audit Office (ANAO) to consider auditing the administration of the MRFF. Speaking in Melbourne today, ASMR President, Associate Professor Christoph Hagemeyer said, The ASMR has written to the ANAO strongly recommending that the planned audit of the MRFF is conducted and we are urging the sector to do the same.
