25.01.2022 I have an important update on WA's controlled interstate border since this morning. Unfortunately, South Australia today recorded three local cases of COVID-19,... after recording no community transmission for an extended period of time. When we announced the new controlled border regime, we said any new community cases in other states or territories would be assessed in detail by the WA Chief Health Officer, to determine if any possible changes to our border controls were necessary. The WA Chief Health Officer has consulted with SA Health and reviewed the details of the new community cases and the current situation in South Australia. As a result, based on the latest health advice the following changes to WA’s controlled interstate border will come into effect immediately: Anyone arriving from South Australia at Perth Airport will now be tested for COVID-19 on arrival (or within 24 hours of arrival at another COVID clinic) and given a Direction to self-quarantine for 14 days in a suitable premise; These arrivals will also be required to be tested for COVID-19 on Day 11; Anyone arriving via road from South Australia will be given a Direction to self-quarantine for 14 days in a suitable premise and required to take a COVID-19 test on Day 2 and on Day 11; Anyone who arrived from SA earlier today and yesterday, via road or air, will be contacted by WA officials and will be required to be tested for COVID-19 in the next 48 hours and self-quarantine for 14 days. These are initial steps the State Government is taking to protect all Western Australians, and will be reviewed regularly. We will monitor the position in South Australia very closely and will strengthen measures if required. We understand these changes will cause frustration for many people, but these steps are being taken on the best health advice to protect everyone. The State Government thanks all arrivals for their patience and understanding during this difficult period.

21.01.2022 You’ve probably heard that Clive Palmer’s case against our WA hard border is currently before the High Court. This court case is still incredibly important f...or Western Australia, and all Australians. Mr Palmer’s High Court challenge poses a direct threat to our ability to manage our state border in a pandemic. Our hard border remains in place, and has been integral to our defence from COVID-19 since it was introduced in April. Pending latest health advice we expect to transition to the new controlled interstate border from November 14. The new controlled border is still an unprecedented measure that we would never have thought of introducing prior to the pandemic. But it is absolutely necessary to keep our State safe and strong. As we move to the controlled interstate border, my Government reserves the right to reintroduce the hard border if necessary and the health advice recommends it. Our border controls are our State’s safety net, and Mr Palmer’s challenge threatens our controlled border and our ability to reinstate the hard border, if necessary. It’s crucial that as a State, we have the capacity to introduce border controls to the protect the health and well-being of all Western Australians. The Australian Capital Territory, Tasmania, Queensland, the Northern Territory, South Australia and Victoria are backing our fight against Clive Palmer’s action they all know just how important this is for the health and safety of every Australian. The case continues tomorrow. I won’t stop fighting for WA.

14.01.2022 This afternoon, I convened our second emergency management team meeting for the day to review our current border controls with New South Wales. As everyone know...s, this is a fast-evolving situation and it’s important we act swiftly based on the latest information. Like I said yesterday, there is no doubt NSW is on the verge of a serious outbreak. Currently there have been 41 community cases in just the last two or three days. Given the size of the Sydney outbreak and recent advice from this afternoon’s AHPCC meeting, our Acting Chief Health Officer has recommended that New South Wales now move from being a ‘low risk’ state to a ‘medium risk’ state. This means, effective from midnight tonight that is 12.01am, Sunday, December 20 the hard border with NSW will be reinstated. This is the highest rating of any state or territory - only Victoria, South Australia and NSW previously have been given this risk rating. As a result, travel from NSW will no longer be permitted, unless you are an exempt traveller. This also applies to anyone who may have been in NSW since December 11 and hasn’t completed 14 days in a lower risk state or territory. This means from midnight tonight they will need to meet a strict exemption category to enter WA. This exemption system is the same arrangements we have used before. The exemption list for New South Wales is limited to: - certain senior Government Officials; - certain active military personnel; - a member of the Commonwealth Parliament; - a person carrying out functions under a law of the Commonwealth; - a person responsible for transport freight or logistics; and - anyone who is given approval by the State Emergency Coordinator or an authorised officer. - the final category includes compassionate reasons including those Western Australians that may have travelled to NSW recently and need to return to WA. These people will be assessed on a case-by-case basis and will be required to complete 14 days of self-quarantine, as well as undertake mandatory COVID-19 testing. Interstate transport and freight workers entering WA are still required to show evidence of having received a negative COVID-19 test result in the past five days. I know these changes are going to be hard to take for many people. I know it will throw Christmas and reunion plans into disarray if that hadn’t happened already. As the situation in NSW unfolded in the last few days we have met regularly to receive the latest briefings and discuss options going forward. Our response all the way along has been based on the latest health advice and our response has been reasonable given the circumstances. And these are extraordinary circumstances. I wish I didn’t have to be making this announcement. This has been a difficult decision to make, especially given the time of year. But as Premier, I have a responsibility for every Western Australian and I need to do what is right to keep our State safe and strong. The risk of a case coming into WA, spreading and potentially leading to new restrictions being imposed over Christmas for Western Australians is just too high. Right now, I don’t know how long the hard border with NSW will be up for. We hope it’s only for a short period and we can reassess our border controls when the health advice says it is safe to do so. All the way along, throughout this pandemic, our best defence has been our border controls. We cannot afford to take unnecessary risks that could see the virus return into our community here in Western Australia. Our community has been COVID-free for 252 days now. I want to keep it that way. I also want to repeat my message from yesterday to any Western Australian thinking of travelling to NSW for whatever reason: if you can avoid it please don’t go. The situation there is extremely concerning. If we all continue to do the right thing and follow the health advice, we will stay safe here in WA and hopefully, sooner rather than later Australia, as one country, can return to something closer to normal. I also want to acknowledge the efforts of everyone here in Western Australia, including those who recently travelled from NSW, for doing their part to help keep our community safe. Our thoughts are with our friends and family in New South Wales tonight.

02.01.2022 As of this morning, after 222 days, Western Australia’s hard border arrangements are no longer in place. We have now cautiously and safely transitioned to our c...ontrolled interstate border regime, which are still strict and unprecedented controls that will continue to protect us all. While the hard border has played a crucial role in keeping our State safe and stopping the spread of COVID-19, I know that it has been very difficult for many WA families. I understand how hard it has been to be separated from your loved ones - I wish I could have seen my elderly parents who live in New South Wales. But to anyone who has been in this situation, I’d just like to say this: I couldn’t be more proud of how WA has responded to this incredibly difficult year. When we look back at this unprecedented time in our lives, you can all reflect on the role you played to protect our State, our friends, our neighbours and our livelihoods. Everyone has had to make sacrifices, and some have had to sacrifice more than others. Ultimately though, those sacrifices made Western Australia the envy of the world and put our State in an incredible position for the future. In the coming weeks, thousands of WA families will finally be reunited. I also know that some of you may not be able to travel across at this stage, particularly if you are unable to quarantine for the required time for travellers from NSW or Victoria. Like all of you, I’m hopeful that the rapidly improving situations in those States may well mean that we’re able to provide more good news for those families in the near future. But I will also say this: Whatever decisions we make from here, as with all decisions we’ve made to this point, will only be made in line with the expert health advice. If that means reimposing hard border restrictions, I will not hesitate to take that step. We won’t let our guard down we just can’t afford to become complacent.
