Our original dates of 21st to 26th Sept still stand at this point in time. 15.01.2022 Summary of Regional Council Restructure Within NRHA and the Introduction of the Oceania Council In 2014, the National Reining Horse Association, steered by its ...Board of Directors (containing representatives from all NRHA’s regions, including Australia), created a task force to review NRHA’s global governance structure. The Board commissioned the task force with the concept that should they find the current governance structure inadequate, they should create and propose a new structure and process that optimizes the growth of the sport and present it for review and approval to the NRHA Board. The task force did in fact find the current global governance structure to be failing, and therefore went to work on creating a new structure that would not only benefit NRHA members worldwide, but would also help to eliminate corruption and inefficiencies inside the governing structures of NRHA’s regions. Over the course of two years this task force worked on the new governance structure, and in May of 2016 the new proposed structure was presented to the NRHA Board of Directors for their official review and approval. In this presented proposal, the restructure included the creation of the Oceania Council, the South American Council, and the European Council, all of which would have a seat on the NRHA Board of Directors to help maintain coherency within NRHA globally. The NRHA Board approved the presented policy of restructure, and NRHA staff moved forward in its implementation. The European Council (which already existed in another format) went through a restructure to be more in line with this global governance restructure, slimming down each country’s representatives on the Council to one. An official set of bylaws were created to help them govern how they do business, and with these the European Council marched forward in organizing themselves to be more involved with decisions containing European interest and in European program or event details. In 2018 the staff at NRHA were tasked with reviewing, and if necessary, restructuring the International Affiliate Program. After reviewing the details of the IAP program, it was clear that the affiliates who needed the most support and financial help in getting started were receiving very little, and the older affiliates who had been up and running for quite some time and who had grown in number were receiving the bulk of the financial support. It was also evident that any new areas of development did not have a suitable level they could enter NRHA at and be successful. The NRHA staff presented to the NRHA Board of Directors a plan for restructure of the International Affiliate Program that would still provide support to the larger, successful affiliates but would share the wealth with the smaller affiliates who needed more support. In addition, the level of a Developing Affiliate was created for areas who were just getting their feet on the ground. The proposal was approved, and NRHA staff moved forward in its five-year implementation, the first of these five years being informational only so affiliates could prepare for the future. In the beginning of 2019, the National Reining Horse Association was alerted by several Australian members that the governance in Australia, which had been in place in its original format with NRHA since 2012, had entered turmoil. After several attempts to work with the divided groups, and the leadership of Australia heading into a place creating permanent division amongst the members, NRHA staff began to consider that it was time for the Council concept, created and approved by the NRHA Board of Directors in 2016, to be implemented. At the 2019 NRHA Futurity in Oklahoma City, representatives and members from all over Australia attended a meeting organized by NRHA in an effort to get all sides and views into one room to speak on the issues at hand. NRHA President Mike Hancock presented the Council concept to the group as the direction forward that NRHA was moving. Mike Hancock, Gary Carpenter (NRHA Commissioner), several NRHA Board of Directors and NRHA staff were in attendance and answered questions and spoke to concerns that the group had. It was made clear to the group that the IAP status of Australia would no longer be with Reining Australia, but given a new format, incorporating the Oceania Council. On January 8th of 2020, NRHA created a survey based on the Oceania Council and sent this out to the Australian membership with a summary of the meeting at the 2019 NRHA Futurity and a summary of the Oceania Council concept. The email communication read as such: Hello! As many of you are aware at the 2019 NRHA North American Futurity, NRHA offered to hold a meeting with Reining Australia and any Australian members who were present. This meeting was offered in an effort to address the current situation in Australia and to find solutions for progress. A summary of this meeting is attached. The governance structure that NRHA is looking to move forward with is in line with what the NRHA Board of Directors have been working on globally since 2016. The first region of the world to take on this governance structure is the European region, who have been functioning successfully under it since then. NRHA is looking to now work with the Oceana region which consists of Australia, Thailand, Japan, New Zealand, and a multitude of potential other countries. It is extremely important the concept we move forward with is with the support of the membership of Australia, and that it is created in an effort to provide equal representation for all affiliates/states in all decisions being made for the region. NRHA wants to ensure that all NRHA members in Australia have time to consider the concept and can provide feedback on it. NRHA will take these comments, concerns, and questions and compile them to make sure that the Council that moves forward will supply the greatest benefit to the membership in the Oceana region. The concept will be presented to the NRHA Board of Directors in February to be voted upon, along with any comments or concerns from the membership. Attached you will find a summary of the concept to move forward with for the Oceana region. Please read through this document carefully. Below is a link to a survey that we would like all of you to use. We ask that you provide all of your feedback through this survey so that everyone’s thoughts and ideas are compiled in one location. It is pertinent that each NRHA member in Australia has the ability to consider and provide feedback. We are so sorry to hear of the situation with the wildfires happening in Australia. Please know our thoughts are with each and every one of you for your homes and your families’ safety. The results of this survey trickled in, and as they came in NRHA staff made sure to share them with the NRHA leadership team to keep them informed. There were several fantastic questions from Australian members, covering a whole array of topics. The initial question in the survey asked if the membership felt there needed to be a change in governance in Australia, and 74.65% of survey respondents said yes. In addition, 78.87% of respondents said they would be in support of a change. Images of survey questions on the following page: These two questions alone told NRHA that if anything, there needed to be a restructure of leadership. However, that being said, NRHA felt that it was necessary for the Australian members to air all of their questions, comments and feedback. If there has been one theme throughout this entire process, it is that NRHA wants the members and affiliates of Australia to all feel that they have a powerful vote and voice when it comes to decisions and governance for their country, that they are not being dictated to, and that they support each other in the movement forward for the love of the reining horse. On the survey, there were concerns over insurance, and how this would work. There were concerns and confusion over if the Council would be a non-profit organization and how that would operate in Australia. There was concern that Australia was so different than Europe and that it would be much harder for Australia to unite in a Council to make decision than it was for Europe. When asked on the survey if they felt that a Council made up of representatives from each affiliate and/or state to make decisions for the good of the Oceania membership will be successful, 73.24% of respondents were in support of this concept. For those who had concerns as to why it would not work, they worried that there was not enough of a membership in Australia. They were concerned that it would be difficult to organize so many representatives on a call. A few respondents mentioned that Reining Australia had attempted this and eventually voted it out for various reasons. Many respondents made note of the animosity and division in Australia currently and did not think it was an OK time to make a change. A few respondents worried that the geographical distance would make this concept of a Council difficult. Additional comments and concerns provided by the respondents included questions such as, who will run the Australian programs? There were concerns on the legal setup of the Council, how it would work. There was concern over travel costs for Council members to meetings. There were concerns over eligibility and if it was possible to have Australian eligibility with the amount of added money Australia offers. There was concern on how members who were not ready to show at the NRHA level would be able to afford a membership to the Council, or what this would mean for their ability to compete at the affiliate level. There were some concerns that the Australian culture would not allow for a Council made up of representatives of each affiliate to provide the ability to make decisions for the members of Australia, and that the laws of Australia would never allow for such a structure. On January 25th NRHA staff emailed the Australian membership the following to make sure that the membership was fully aware of the changes that were going for vote by the NRHA Board of Directors: Hello! As many of you know we will be taking the Oceana Council concept as well as the survey results to the NRHA Board of Directors at the next Board meeting, which will be held during the NRHA Winter Meeting, February 5-8, 2020. In an effort to make sure the Oceana membership fully understands the Oceana Council concept that NRHA has presented, we wanted to communicate to you some of the main functions that they will be serving. The Oceana Council will be responsible for: Setting the Oceana Category 2 and 6 Restricted Eligibility and helping establish Eligibility for different parts of Oceana Providing feedback to the Board of Directors on all rule and policy changes Maintaining that all affiliates have equal representation on all decisions made for Oceana Reviewing all disciplinary actions and protests that occur in the Oceana region and providing recommendations to NRHA Organizing the Oceana region show calendar (recording all dates so the entire membership knows them in advance) Reviewing Animal Welfare polices at NRHA events in the Oceana region Reviewing event conflicts for the Oceana region Acting as the main hub of communication to the membership on all things NRHA (rule changes, event dates and locations, etc.) Requesting, organizing, and deciding on the bids for the Championships Submitting rule changes to the Board of Directors if necessary Review and implement programs in the Oceana region that will provide a benefit to the membership Review and see to the concerns of the membership Provide an Oceana Representative to sit on the NRHA Board of Directors There will be many other responsibilities that the Council over time will find they need to handle. The NRHA Board of Directors will also ask the Council for their in-put on many things relating to the Oceana region or World Wide. If this Council structure is approved, NRHA will help to establish the first format of the Oceana Council immediately following the Board meeting by asking for a representative from each affiliate to come together for an initial meeting: NRHA will ask for each Australian affiliate to put a representative on the Oceana Council. At this time it will not be mandatory, only if the affiliate would like to have representation on the Council. Once the representatives are identified, NRHA staff will inform each of them who each other are, and work to set up a first initial meeting in person. At this initial meeting, the Council will formulate bylaws for which the Council will govern themselves by. NRHA can provide examples to help. After the bylaws are formed, a chair will be selected. Once the chair is selected, the Council can formulate their first agenda (agendas will later be set up in advance of the meetings), and discuss the topics that are relevant for immediate attention. At this meeting NRHA will recommend that the Council sets a meeting schedule for the remainder of the year. At this time it will not be mandatory for every affiliate to have a representative on the Council if they chose not to. In addition if the Council comes together for their first meeting and they find that there needs to be a streamlined number, as a Council together they will formulate the bylaws which will decided moving forward what is appropriate. NRHA is aware that it will not necessarily be an easy transition for everyone as change can be hard, but we are excited to put in the work with those who are eager for a bright future of NRHA in Australia. If an affiliate would like to no longer participate with NRHA, we understand and we wish you well in your reining careers. If you do choose to stay with NRHA we could not be happier and we are looking forward to a prosperous reining relationship! We hope that you can take advantage of some of the positives of being affiliated with NRHA, such as: Affiliate incentive check-list (where each affiliate can submit a checklist of items accomplished for money back from NRHA) NRHA Judges and Judging Program NRHA Stewards Recorded NRHA earnings, milestones, and achievements NRHA Green Reiner Program (where when participating in NRHA Green Reiner classes riders can work towards an NRHA Jacket and an NRHA Buckle) Ability to host Affiliate Jackpot Shows (where every class can be jack-pot or the total show has less than $500 in added money) Affiliate awards program (where you may order awards through our corporate partners at a reduced rate) NRHA standards held at each event, where the NRHA rules are followed and standards are held high Direct relationship with NRHA staff to work on event, results, membership, and license inquiries NRHyA Youth Program that each year is expanding worldwide NRHA events approved marketed on NRHA.com The ability to advertise in the NRHA Reiner magazine The ability to participate in the Reining Horse Foundation (the foundation helps reiners in need when disaster hits with the submission of an application that will be reviewed by the RHF Board) There are more opportunities that we hope you will get to explore, and if you choose to be a part we will be more than happy to share the experiences with you. NRHA will in addition be providing an NRHA Staff member to help organize the initial meetings and take minutes that will later be approved at each meeting. This staff member can also help to be a communicator to the Australian membership and be the liaison to the NRHA office and Board of Directors on behalf of the Oceana Council, in addition to the Oceana Board Representative. We know, after reading the survey comments, that there are several concerns with setting up a council, and we will do our best to address each and every one so that the format is in the best interest of the Oceana region! NRHA staff took these survey results and the Council concept to the NRHA Board of Directors for their review at the first Board meeting of the year of 2020 in February. It was extremely important to NRHA staff that the Board of Directors were made aware of the concerns that came in on the survey so that when a decision was made, it was truly made with the full knowledge and understanding of the Australian memberships thoughts. The Board of Directors reviewed the concerns- making sure that there were resolutions to most if not all. The Board understood that the membership was in a delicate place of division and uncertainty and knew they needed to help them to a better place of stability and support. After discussing the policy, the feedback, and the current situation with the Australian governance, the NRHA Board of Directors approved the implementation of the Oceania Council concept and thereby removal of the NAA and IAP status from Reining Australia. On February 7th, NRHA staff emailed the Australian membership the following: Good Afternoon! The NRHA Board of Directors had their first meeting of the year at the 2020 NRHA Winter Meeting in Denton, Texas. At this meeting, they discussed and voted on the Oceana Council concept that had been communicated to the Australian membership. I am pleased to officially inform you that the Oceana Council concept was unanimously approved. This is a momentous milestone that has been years in the making! NRHA will be communicating with NRHA affiliates in Australia in the immediate future to begin the process of populating the Council that will work alongside NRHA to govern reining in Australia. Once all of the representatives have been identified, the first Council meeting in Australia will be organized to take the first steps in the restructure process, including: voting on a chair, creating bylaws/constitution, identifying duties and responsibilities, and setting objectives and goals. We want to thank Reining Australia for their years of dedication and service as the National Association Affiliate. NRHA looks forward to continuing to grow the sport of reining in Australia through the Oceana Council. On February 20th NRHA staff communicated to each Australian affiliate, welcoming them to have a seat on the newly formed NRHA Oceania Council. From here on, the Council has met several times, and the first year of its implementation is almost complete.

This gives a unique opportunity for all clubs no matter how big or small to have a say on the future of reining within the Oceania Region. It gives the council a broad range of knowledge, opinions, experience and riding ability to make well form decisions, ideas and goals for reining. We are excited to present our new segment Affiliates in the Spotlight this segment starting in alphabetical order will show case each affiliate and their representatives over the next few weeks.
