24.01.2022 Housing building grants to $45,000 The State Government has quickly followed suit of the Commonwealth Government after having just announced a $20,000 grant for new building work. The grants will be paid to eligible applicants who:... enter into a contract to build a new home on vacant land or enter into an off-the-plan contract to purchase a new home as part of a single-tier strata scheme between 4 June 2020 and 31 December 2020. The effect is instantaneous, with an immediate flurry of activity in south-west Western Australia with clients potentially being able to access a $45,000 grant for entering into a building contract to construct a Class 1 dwelling. The type building contract is the key to avoid forfeiting the generous home building grant offered by the State and Commonwealth. Common building contracts offered in the Australian market range from a meagre 3 pages to a more robust 64 pages. 17.01.2022 The Good News for the Building Industry Amidst the fear that has currently engulfed financial markets and on the same day that Virgin Australia went into voluntary administration; Building and Energy (DMIRS) has extended transitional provisions of the National Construction Code. The Building Regulations 2012 amendment will allow Architects to use National Construction Code 2016 (NCC 2016) for a further twelve months until 30 April 2021.... This means that clients hoping to design + build or design + tender will be able to choose to use the standards in the NCC 2016 that came into effect on 12 March 2018 (NCC 2016 Volume One Amendment 1 and NCC 2016 Volume Two) and therefore a slightly lower bar to jump at building permit stage. Clients will therefore enjoy reduced costs in procuring their building. In simple terms, Architects and building surveyors can use NCC 2016 Volume One Amendment 1 and NCC 2016 Volume Two until 30 April 2021 which will assist builders achieving client budgets when credit is in short supply.

06.01.2022 On 31 August 2016, the State Administrative Tribunal ordered the Shire of Augusta-Margaret River to enter into a mediation process with the applicant (Architect Stuart Threadgold) over a recent Shire extractive industry approval. The reason for the applicants appeal to the State Administrative Tribunal was due to the Shires condition to force the applicant to commence works to upgrade Wirring Road - contrary to the Shires Local Planning Policy LPP 3. Ironically, a Threadg...old Architecture Freedom of Information Request into the Shire of Augusta-Margaret River with date 23 March 2016, revealed that the Shire has collected Road Upgrade Contributions totally $96,406 since 17 April 2002. During the State Administrative Tribunal review, Shire officers provided evidence that the Shire has no intention of expending the monies it has levied in Road Upgrade Contributions, on upgrading roads. After the officers startlingly frank omission at the State Administrative Tribunal, Stuart Threadgold responded by asking if the Shire was going to return the monies it had taken from ratepayers on the premise of an impending bitumen road upgrade - which received no answer. The deja vue was uncomfortable, as Stuart Threadgold had previously progressed 3 planning appeals against the City of Busselton from 2013-2015 on this exact issue. The appeals against the City of Busselton were due to a planning condition to upgrade Haag Road at a cost of approximately $250,000. During the first appeal to Council, the Councillors simply reinforced the planning departments recommendations and gave no merit to extractive industry precedence on the same road. A Threadgold Architecture Freedom of Information Request with date 18 April 2013, revealed that the City of Busselton had already received road upgrade contributions totally $19702 but the road upgrade contributions were removed from the restricted asset fund and spent by the City. During the two State Administrative Tribunal reviews, which Threadgold Architecture won, the City never provided the applicant with an adequate explanation of where the road upgrade contributions had been consumed. Threadgold Architecture is aware of one instance in 2016 where the City of Busselton provided a return cheque on a road upgrade contribution (which had occupied the restricted asset fund for in excess of 10 years) after the ratepayers refund request...

06.01.2022 The Heritage Councils 2017-18 Heritage Grants Program is now open for applications with a closing date at midday on Tuesday 31 October 2017. The Western Australian State Government has allocated a total budget of $1.222 million for private owners of State Registered heritage places for conservation works and conservation related documentation. The maximum grant allocation has again been set at $100,000; whereby the Heritage Council will match private owners building refurb...ishment/restoration investment on a dollar for dollar basis. In the 2017 budget, the Heritage Council has introduced a further condition on the funding, with applicants required to have held the Title for more than 3 years in order to apply (described as the new owner restriction). The Heritage Council will consider applications from new owners where exceptional circumstances exist, however evidence must be supplied with the application. 02.01.2022 Judging by the storm on social media, there appears to be significant backlash to the DA19-0069 Dunsborough mixed use development with another rallying cry to have a personal say by participating in the public survey: https://yoursay.busselton.wa.gov.au//survey_tools/DA19-0069 (similar to the proposed Puma development that went all the way to the Supreme Court and back). The proposed design possibly doesnt push the full extent of the Omnibus One planning amendments that Co...uncil approved in 2016 and the Minister of Planning subsequently approved in 2017: https://threadgoldarchitecture.com.au/recognition-threadgo/ The height and plot ratio of the development fall short of the allowances in the R-AC3 zoned site. In accord with the 2016 amendments to the Citys Local Planning Scheme No. 21 the proposed site can now legally accommodate an additional 4263 sqm of residential apartments to what the developer has proposed (due to the R-AC3 zoning change in 2016) as well as commercial cafe, offices and restaurants tenancies. The only real limiting factor limiting the design on Lot 400 (No. 24) Dunn Bay Road, Dunsborough is the car parking but with a $10,000 cash-in-lieu payment - cheaper for the developer to pay the City for the shortfall than to construct. Simply put, the full gamut of amendment one and the R-AC3 changes are akin to the Broadbeach developments on the Gold Coast that were coming out of the ground in the 1990s and 2000s. Afterall, if the floor-to-floor distance on the proposed mixed-use design reduced from 3600mm to 3000mm, another storey could be added and a further 10 offices accommodated. At todays market rate of nominally $5500/sqm, this would result in an additional $3,484,140 in project sales by local agents and higher ROI for the owner.
