The TLCC Committee and the Willowglen 4x4 Challenge Committee have been reviewing the Government guidelines required... to run the 2020 Willowglen 4x4 Challenge. Along with this information we have considered the practical implication of the additional controls currently required under the CoVid restrictions. We have also considered the lead time to coordinate all the stakeholders who support of Challenge including our generous sponsors and we recognise the need to provide certainty to our teams, spectators and members in order to prepare for the event. After much consideration of these factors, we have decided not to hold the Willowglen 4x4 Challenge in 2020. This is an obvious disappointment to you and everyone involved with the support and participation of this special event. The good news is that we are focussed on bringing the 19th Willowglen 4x4 Challenge to you on the NSW October Long Weekend in 2021. So mark your diaries! Camped Friday & Saturday night then came home this morning as I had to work. Went for a drive into Geehi Dam on Saturday then around old Geehi township where we found a cloud seeding machine. OFFICIAL Woomera Prohibited Area Suspension of the Standing Permission to access the Stuart Highway 5-6 December; closure of part of the Green Zone 3-9 December; and Amber Zone 2 Exclusion Period updates This email contains important information that may affect you. Access to the Woomera Prohibited Area (WPA) in South Australia is subject to exclusion periods during which the Department of Defence may undertake war materiel testing. For safety and security reasons, designated zones within the WPA will be closed and you may be required to evacuate the area during the notified exclusion periods. A map of the exclusion zones is at Attachment A. Defence’s exclusion periods are also published at: www.defence.gov.au/woomera and on the Federal Register of Legislation at: https://www.legislation.gov.au/Series/F2020L00265. Suspension of the Standing Permission to access the Stuart Highway 5-6 December Access to travel on the Stuart Highway will be suspended from time to time during the period from 5 December to 6 December 2020 inclusive. There will be warning signs and access control points in place for the closures. Access to the highway will be reopened at the earliest opportunity. Please refer to the notice at Attachment B. Partial closure of Green Zone 3-9 December Part of the Green Zone is closed from 3 December to 9 December 2020 inclusive. Please refer to the map at Attachment A that shows the bounded area of the Green Zone affected by the closure. For those persons with permission to enter and remain in the WPA under Regulation 35 of the Defence Force Regulations 1952, this permission has been suspended during the dates of the Green Zone closure. Amber Zones 1 and 2 Exclusion Periods Update The Amber Zone exclusion period closures previously advised for the financial year 1 July 2020 to 30 June 2021 are in effect as follows: a) Amber Zone 1 remains closed from 5 November to 9 December 2020 inclusive. b) Amber Zone 2 was to be closed from 19 November to 9 December 2020. This zone will now only be closed from 3 December 2020 to 9 December 2020 inclusive, which includes sections of the Anne Beadell Highway. Those with Defence’s permission may access Amber Zone 2 from 19 November to 2 December 2020 inclusive. Remaining Amber Zone exclusion periods for Financial Year 2020-21 The remaining exclusion periods for the financial year 1 July 2020 to 30 June 2021 are: a) Amber Zone 1 Exclusion periods 5 November 2020 to 9 December 2020 inclusive and 8 March 2021 to 9 May 2021 inclusive. b) Amber Zone 2 Exclusion periods 3 December 2020 to 9 December 2020 inclusive and 22 March 2021 to 11 April 2021 inclusive. Notifications and exclusion period variations You are encouraged to regularly review the exclusion period information published on the WPA website at: http://www.defence.gov.au/woomera. Further information or advice For information on the exclusion period closures please contact the Woomera Test Range: Call 1300 WPA DEL (1300 972 335 option 1) to check daily information about access restrictions. The Department of Defence is scheduled to conduct testing in the Woomera Prohibited Area (WPA) between 05 December and 06 December 2020. Access to travel on the Stuart Highway will be suspended between Ingomar (S29.30515, E134.97338) and North of Glendambo near Lake Ross (S30.91585 E135.69972) for up to 12 hours. It is anticipated there will be one (1) suspension during this period, however, due to the nature of the activity, additional contingency closures may be required. On road closure day/s, uniformed Defence personnel will staff the road closure points to prevent access. In addition, roadside electronic signage will be in place just outside Glendambo and Coober Pedy to advise the public if the road will be closed on the day. Travellers are advised to ensure they have adequate provisions to accommodate any closure periods. The WPA is declared as a Prohibited Area under Defence Force Regulations 1952 and the Woomera Prohibited Area Rule 2014. Permits are required for access to the WPA other than for those areas covered by a standing permission or for those persons/entities classified as existing users under the Defence Force Regulations 1952. Members of the public travelling through the WPA via the Stuart Highway are reminded that this road forms part of the prohibited area and that they are not to deviate from it. Other roads and tracks entering the WPA are signposted to the effect that the WPA is a prohibited area and no person shall enter or remain therein without proper authorisation. It is an offence under Section 72TC of the Defence Act 1903 for a person to be present in the WPA without permission. The penalty for an offence is imprisonment for two years or 120 penalty points or both. Wallace's Hut was built in c1889 by the Wallace brothers (Arthur, William, & Stewart) from snow gum slabs and woollybut shingles, this hut is the oldest known surviving on the Bogong High Plains. David and Henrietta Wallace moved to a place near Yackandandah after 1869. Their sons held grazing leases on the High-Plains from 1887-1914 and they built the hut to serve these grazing leases In the late 1920's, the hut was occupied by the SEC, whose job was to erect snow and rain gauges and make them operational. Wallaces Hut was reroofed with corrugated iron around then and later a new chimney was built in c1938 for continued occupation by the SEC. Reputedly stockmen complained about the SEC's continuous occupation of the hut such that a new hut was constructed for the SEC worker at the side of the Cottage track (later burnt c1940-1) The Rover section of the Boy Scouts Association took on the responsibility for the maintenance of this hut way back in the late 1930s as part of their Hut Service Section program, by purchasing the new iron on the roof from the SEC (who removed the iron from the roof when they finished using the hut), for 12 pounds 10 shillings. The scouts consulted Window Greenwood who leased the grazing block surrounding the hut, agreeing that the scouts would maintain it for visitors when Greenwood was not using it. This arrangement was further formalised in the 1970s (National Trust) The National Parks Service noted this in their 1983 report, stating that it was an important refuge and destination for walkers and skiers and under continuing maintenance by the Rover Scouts. In 2002 the North East Freemason Taskforce undertook extensive restoration work on the hut in November under the guidance of DSE and the National Trust. The group of Masons and friends from Wodonga District and Tallangatta spent a weekend doing restoration to the hut. The chimney was rebuilt and stone work restored. Sub drainage and trenches were dug to divert water from the huts foundations. The roof was re-secured and treated. The side wood shed timbers were repaired and replaced as required. The doors were repaired and re- hung. The roof of the toilet was re-shingled. After the fires in 2003 the toilet and surrounds were gone, the hut itself survived, almost like someone was watching over it (Angela Taylor) In 2012 Victorian High Country Huts worked closely with heritage builder Lachie Gales and Parks Victoria on the restoration of Wallace’s Hut, making sure all repair work was done according to historical preservation techniques, with local timber being cut and shaped by hand using traditional tools. The hut had fallen into a deep state of disrepair and needed major structural work. A team of dedicated volunteers turned up, rain, hail, sleet and snow on monthly working bee weekends to complete all the different stages of the restoration Late 2012, 60 people gathered at Wallace’s hut to celebrate the heritage listed huts complete restoration, making the day even more special was the 15 descendants of the Wallace family who were special guests of the day, including Ewan Wallace, the grandson of William Wallace who built the hut back in 1889 with the help of his two brothers. Ewan heartily thanked the efforts of the volunteers for continuing the legacy left by his family who were some of the pioneering cattlemen on the Bogong High Plains WALLACE'S HUT is the oldest known hut on public land, the hut also features on the front of our NEW 2017 HUTS CALENDAR covered in 2 meters of snow on the Bogong High Plains.
