19.01.2022 ACA has received the below notification after significant advocating to the Allied Health Professions Association in regards to formally defining counsellors as... an Allied Health Profession in relation to COVID-19 related work restrictions. I am aware this does not help Diploma qualified members, unfortunately, albeit ACA did advocate for all members the AHPA have determined otherwise. Allied Health Professionals list for primary health care during COVID-19 pandemic Context The National Allied Health Advisors and Chief Officers committee discussed which professions should be considered to be Allied Health Professions for the purpose of considering essential services during a COVID-19 pandemic. It was acknowledged that Allied Health Professionals are an important part of the health care team. This list is for the primary health care sector only. Allied Health Professions are university-qualified and are regulated under the National Registration and Accreditation Scheme or self-regulated through their professional peak body. All Allied Health Professions have scopes of practice that should be considered to be essential when planning services in primary health care. Allied Health Professionals have utilised telehealth where it is clinically appropriate to do so during the COVID-19 pandemic. Some professional interventions are more easily suited to this type of service delivery e.g. psychologists and dietitians can utilise telehealth for many of their interventions. For some Allied Health Professions providing physical therapy, such as physiotherapists and podiatrists, there needs to be some face to face work even where there are restrictions, as only some elements of their practice is clinically appropriate for telehealth delivery. It was noted that during public health directions with high levels of restriction on movement in the community and business trading, this type of care should only be conducted where it would prevent significant deterioration in functional independence and/or health status, which would result in an escalation of care needs (such as admission to hospital, presentation to an emergency department, increased frequency in treatment, significant increase in pain, specialist input or substantial increase in recovery time as a result of delayed care). In addition, it was noted that interventions for children to reach development goals are also considered to be essential services. It was acknowledged that some Allied Health Professionals deliver these services in settings such as gyms or hydrotherapy pools which may be part of a fitness centre or separately established as part of an Allied Health Professional business. Clinical interventions to prevent deterioration of a medical condition are considered essential, including in these settings. The clinician needs to consider the level of COVID-19 public health directions in relation to therapy being provided if the setting is usually open to groups or multiple clients at one time, and restrict client care to individual appointments with appropriate infection control and prevention cleaning in-between clients. It was also noted that services should continue to be maintained wherever possible, especially for those who are underserviced, such as people with disability, low socioeconomic groups; people who are homeless; culturally linguistic diverse populations, and Aboriginal and Torres Strait Islander people. The Committee discussed that different levels of public health directions may impact what services can be provided. A sublist may be needed at higher level of public health directions including significant restrictions on movement through the community and business trading. The starting point for these considerations should be the list provided below.
