24.01.2022 SA Border Travel: TABLE of Requirements for drivers from each state. Following the implementation of the Cross Border Travel Direction yesterday, please find ...below a summary of info for you: Further to info emailed to members yesterday, we have compiled this simpler table, following clarification with SAPol which outlines the Conditions of Entry to South Australia for HV Essential Travel. NOTE: Victorian Resident HV drivers must quarantine when not working whilst in SA and may only leave their place of quarantine: (i) for the purposes of obtaining medical care or medical supplies; or (ii) in any other emergency situation; or (iii) for any reason approved in advance by the State Co-ordinator or his delegate or an authorised officer. (the Table below is being updated accordingly) Please note: our summary and this table only address the issues re HV Essential Traveller drivers and that anybody not covered by this must check the SA Cross Border Travel Direction No8 for details. SARTA urges the all Operators and Drivers to ENSURE they maintain high vigilance on COVID-Safe practices to ensure that we maintain our excellent record of NOT transmitting the virus across the border into SA. ANY ‘TRANSMISSION BY TRUCKIE’ could rapidly lead to tightening up of the controls and imposition of quarantine for ALL HV drivers entering SA. For this reason the wording of Essential Traveller in Schedule 1 of the new Order should be taken very seriously and we urge all operators to maximise use of Change Overs and minimise entry to Melbourne. We have sought clarification on The Direction re Access to Health Care Facilities for medical treatment espec re Vic resident truck drivers.

13.01.2022 NEW TOUGHER Border Controls and Quarantine from Thursday 9th July This afternoon the SA Police Commissioner announced major changes affecting all Essential Trav...ellers including HV Drivers. We have had the following confirmed with our Senior SA Police contact involved in the COVID19 co-ordination group. We will publish the official Order as soon as it is available. The following applies from 00.01 hrs Thursday am. 1. When entering SA as an Essential Traveller HV drivers will have to Quarantine for 14 days when NOT performing their essential traveller work. ITS NOT YET CLEAR IF THAT MEANS ISOLATE AT HOME with your family or away from them. ... we have to wait to see the official SAPol Order. a. So for a HV driver who does 2 Adel-Melb trips a week, this will mean that they will be in permanent quarantine when not doing the trips, until these restrictions are lifted. 2. All Essential Travellers will have to use PPE and practice social distancing when interstate, which virtually every HV driver does now. 3. Only South Australian non-essential travellers will be allowed into SA. a. All non-essential travellers from NSW, ACT and VIC, will NOT be allowed to enter SA. We are in discussion with SAPOL re some aspects of this and possible alternatives.

04.01.2022 NEW SA CROSS BORDER DIRECTION No 10 A copy of the new Cross Border Travel Direction No 10 WILL BE available on the Govt site this link: https://www.covid-19.sa....gov.au/emergenc/cross-border-travel The critical bit to read re Commercial Transport & Freight Essential Travellers is Clause 14 re the testing. We have highlighted in the pic below the most important bit that relieves Commercial Transport & Freight drivers from testing within 24 hrs and again on day 12 after entry IF they produce evidence of a test result or a test within the last 7 days. This amounts to a requirement for weekly COVID tests for ALL HV drivers (including returning SA drivers) ENTERING FROM VIC NSW or ACT, regardless of whether or not they are residents of those jurisdictions. There is NO REQUIREMENT for HV driver Essential Travellers to Self isolate while waiting for test results . Unless they are being tested because they have symptoms or have been exposed to an infected person.

02.01.2022 SA Vic Border initial delays last night have been fixed by SAPol. In the early hrs of this morning, after the new Travel Direction No 10 requiring COVID Testing... of HV drivers (and other Essential Travellers), a 3km queue of trucks built up with a delay of some 90 minutes at Bordertown. This was due to a misunderstanding by police on site as it was never intended that every truck be stopped. SAPol became aware of this and corrected it and the police on site began applying the correct procedure of randomly stopping some trucks. JUST TO BE CLEAR: under the new Direction that applies as of 12.01am this morning (because it is complex ): The key bit of the new Order (re testing) is Clause 14 which provides: 1. 14(1) requires anyone entering SA from VIC NSW or ACT to be tested within 24hrs (and IF still in SA, again in 12 days), or face the fine; 2. 14(4)(b) provides an exemption from testing within 24hrs of each entry into SA (eg a HV driver who enter say 3 times a week) a. IF they are able to produce evidence of a test or a test result within the past 7 days 3. So, HV drivers entering more frequently than once a week either: a. Get tested every time within 24 hrs of each entry; or b. Under 14(4)(b), they can limit their tests to once a week, and be prepared to produce the evidence of this. The key point being that folk who may be thinking they can chance their arm and only get tested within 24 hrs on the occasions they are stopped by officers at the border, would be risking not only their health but fines ($1060 for drivers and $5000 for Operators) for each failure to have had the test within 24 hrs of entering SA in the event of an authorised officer asking them to produce evidence of their tests, which could occur any where and at any time, not just at the border. So this adds up to being tested AT LEAST WEEKLY for any HV driver who enters SA once or more a week from VIC NSW ACT.
