24.01.2022 Saturday 17th October 2020 New Laws Will See PSOs To Drive Community Safety Boost Protective Services Officers (PSOs) will be able to be deployed to shopping centres, sporting precincts and other highly populated areas to help prevent crime and support community safety, under new laws passed by the Parliament.... The new laws now confirm the Victorian Government’s commitment to expand the role of PSOs so they can be deployed to support the community when and where they are needed most. The new laws will allow the Chief Commissioner to declare areas such as shopping centres, malls and other crowded areas to be ‘designated places’, as well as in the event of an emergency, in addition to maintaining their role on the public transport network. This will allow PSOs to support police in places beyond the transport network where a highly visible police presence can help prevent crime and provide reassurance to the public. Victorians have embraced the critical role mobile, flexible deployment of PSOs can play across the public transport network and now with Operation Shielding during the coronavirus pandemic - they have been vital in assisting police to slow the spread of the virus. This is a key commitment of the Community Safety Statement 2019/20 and made possible as a result of the government’s investment in 100 mobile PSOs. The new laws will also give the Chief Commissioner power to deploy PSOs right across the state during disasters or emergencies, supporting police to maintain public order in the event of incidents like fires, floods and other incidents. Under the reforms, Sheriff’s officers will trial serving family violence intervention order applications for 12 months in two locations, with officers to receive additional training to support them in this role. This will support police to focus on family violence victims and holding perpetrators to account, while also delivering on one of the key recommendations from the Royal Commission into Family Violence. Minister for Police and Emergency Services Lisa Neville said: These new laws were an important part of our Community Safety Statement 2019/20 and mean the Chief Commissioner of Victoria Police can deploy PSOs more flexibly to where and when they’re needed most while continuing to maintain their presence on the public transport network. We’ve seen the vital role PSOs play during the Coronavirus pandemic as part of Operation Shielding, and we’ll continue to give Victoria Police the powers, tools and resources they need to keep Victorians safe.



23.01.2022 Friday 27th November 2020 In-Principle Agreement On Early Childhood Agreements An in-principle agreement has been reached on Victoria’s early childhood enterprise agreements.... Minister for Early Childhood Ingrid Stitt welcomed the milestone an important step towards a better deal for early childhood teachers and educators. The proposed agreements deliver salary increases and improved career progression recognising the importance of early childhood teachers and educators, with the aim to attract and retain a high-qualified and dedicated early childhood workforce. The Municipal Association of Victoria, Early Learning Association Australia and the Australian Education Union worked collaboratively to negotiate the agreements, which provides a range of benefits for employees. The enterprise agreement employee ballot and Fair Work Commission approval processes will proceed over the coming weeks. The Victorian Government is investing $92.4 million in the early childhood workforce towards supporting, training and recruiting the teachers and educators we need. In an Australian-first, the Victorian Government is investing $5 billion over this decade to deliver two years of funded kindergarten for all Victorian children, with the reform underway in six local government areas this year. Minister for Early Childhood Ingrid Stitt We know how important the early years of education is for children that’s why we are investing in the teachers and educators who teach our youngest learners. This outcome recognises the hard-work of the early childhood workforce and supports services to continue to deliver high-quality early learning across the Education State. 22.01.2022 Friday, 27 November 2020 Coronavirus update for Victoria Today marks 28 days since the last case of COVID-19 was notified in Victoria. ... All Victorians should feel proud for getting us to this point, but now is not the time to be complacent. As we move towards a COVIDSafe Summer Victorians are encouraged to wear a mask in indoor public spaces, practice social distancing and good hygiene, follow the rules around social gatherings, and above all if you have symptoms, get tested. A total of 3,553,932 test results have been received in Victoria which is an increase of 9828 since yesterday. Recent wastewater testing demonstrates there may still be virus in the community and a real risk remains with arriving interstate travellers or the emergence of new local cases. Our fight against COVID-19 is not over. There are still significant outbreaks happening around the world and we do not yet have an effective vaccine. Coronavirus fragments have been detected in a wastewater sample collected from the Northern Water Reclamation Plant in Corio and residents and visitors to Geelong’s northern suburbs and Lara from Saturday 21 to Tuesday 23 November are urged to get tested if they have symptoms, no matter how mild. In recent months we have seen fragments detected in wastewater at several locations, including recent detections at Benalla, Portland and Altona. Victoria’s wastewater surveillance program has grown substantially over the past few months with the number of sampling sites now at 54 with another six sites soon becoming operational, taking us to 60 sites Recently added sites include Halls Gap, Nhill, Pakenham, Riddells Creek, Romsey, Stawell, Brushy Creek, Craigeburn, and Woodend. New sites will soon be established at Aurora, Healesville, Lilydale, Wallan, Whittlesea and Upper Yarra. Now that Victorian case numbers have reduced to zero, we are in a unique position to use our robust wastewater surveillance program to identify and act on any unexpected detections in our sewerage system and actively encourage testing of people in affected areas so we can quickly identify any new cases. The Victorian Government is continuing to monitor the situation in South Australia and will continue to be guided by the health advice. A permit is required to enter Victoria from South Australia unless an exemption applies. Permits are available from the Service Victoria website. In response to the South Australian outbreak, arriving flights into Victoria are being met by DHHS authorised officers and identified passengers are being tested. 14.01.2022 Friday 27 November Your opinion matters help shape Council’s new Community Engagement Policy Murrindindi Shire Council is inviting community members to have their say and help Council develop a new Community Engagement Policy, in accordance with the new Local Government Act.... The purpose of a Community Engagement Policy is to formalise Council’s commitment to engaging with communities across Murrindindi Shire through the use of appropriate, effective and inclusive engagement practices. Council’s Director Community Engagement Shivaun Brown said Council is committed to delivering best practice community consultation. ‘We’re updating our Policy and practices to support the best possible engagement with community members. We understand the importance of designing community engagement methods that work for our community. If we get the methods right, it will make it much easier for you to let us know what you think about a plan, initiative or project, when we ask you to have your say. ‘So to get a better understanding of how we can best engage with you we’re inviting you to take part in the ‘Your Opinion Matters’ survey or to get involved in one of our 90-minute, online focus group discussions’, said Ms Brown. ‘The survey should only take you around 15 minutes to complete. It will ask you whether you feel like Council provides enough opportunities for you to share your thoughts and feedback on projects that impact you. State Member for Eildon and Shadow Minister for Education Cindy McLeish is calling for the State Government to reverse their controversial decision to allow families and students this milestone memory and save the photography industry from collapse. Ms McLeish said, Half a million students and hundreds of photographers will miss out on school photos this year due to the Labor Governments irrational decision to ban school photos. Parents, school communities and photographers are all dismayed with this decision. I have been contacted by many school photographers living in fear that this call will be the end of their business. Photography businesses are on the brink of collapse due to the COVID-19 restrictions, making them unable to shoot events, weddings or annual school photos. The industry fears that without the financial income of school photography it may be the final blow for many who have gone without work for six months. Ms McLeish continues, Robbing photographers from the financial gain of school photos is grossly unjust. No weddings, no events and now this. How much more is the photography industry expect to take? Labors Term 4 Operations Guide for Victorian Government Schools permits regional schools to have overnight school camps, excursions, swimming pool use and play outdoor contact sports. Metropolitan Melbourne schools are allowed pool use and to take part in outdoor non-contact sports. All Victorian schools will be subject to enhanced environmental cleaning, enhanced ventilation and enhanced hygiene facilities. Ms McLeish continues How is the brief moment of having a photo taken of any higher risk than other permitted activities? There is no shared equipment and the environment can be monitored. Students have already missed the best part of 6-months of face-to-face learning, not seeing their friends and missing those important milestones. It’s not fair to ask students and their families to sacrifice this meaningful moment too, especially after such a tumultuous year, Ms McLeish concludes.

11.01.2022 Wednesday 2nd December 2020 Bushfire Affected Timber To Be Salvaged For The Future Precious timber burned by last year’s bushfires will be saved from going to waste, thanks to help from the Andrews Labor Government.... The 2019-20 bushfires saw significant damage to softwood plantations and native forests in eastern Victoria, with more than 1.2 million hectares of public native forest estate burnt as well as 6,400 hectares of pine plantations in the North East. To support the industry to recover as much burnt timber as possible before logs deteriorate, the Labor Government has developed the $2.5 million Bushfire Recovery Timber Storage Grants to support the storage of 125,000 green tonnes of salvage timber. Financed in part through the Commonwealth Government’s Salvage Storage Fund, Victorian timber and forestry businesses can apply for funding to support the storage of the salvaged timber. Salvaging and storing the timber will not only mean it can still be used, but also boosts the supply of timber being processed and reduces the amount of harvesting of unburnt timber. Eligible businesses can apply for grants of up to $500,000 to support the costs associated with storing timber above their usual volumes from 1 January 2020 to 30 June 2021. The grants will cover a range of activities that help keep unprocessed and processed wood viable or expand existing storage capacity, including rental or leasing costs, equipment hire and additional costs for water. No harvesting of unburnt areas within the fire footprint will take place in 2020, with current salvage harvesting primarily focused on fire-killed ash, fire-killed plantations and other severely burnt forest areas. Salvage occurs within existing harvesting areas and the volumes allocated. Salvage harvesting is subject to additional environmental regulations, over and above operations in unburnt forests. The Conservation Regulator will continue monitoring salvage operations including using protocols to protect unburnt areas and the retention of dead large hollow bearing trees and wildlife corridors. 10.01.2022 Friday 16th October 2020 Jeremi Moule Appointed To Lead Premier And Cabinet Jeremi Moule has today been appointed as the Secretary of the Department of Premier and Cabinet (DPC), heading up our efforts as we respond to and recover from this pandemic.... Jeremi brings to the role his extensive experience in leadership and driving reform, having served as the Department’s Deputy Secretary of Governance Policy and Coordination since August 2018. In this role, he has been responsible for leading Victoria’s public sector governance, performance and reform, as well as overseeing DPC’s functions in intergovernmental relations, emergency management, strategic communications, engagement and a number of other important priorities. Prior to this position, he worked as Executive Director of the Strategic Communication, Engagement and Protocol Branch, beginning in 2015. He also served our state as Victoria’s representative on the Australian New Zealand Counter Terrorism Committee. Jeremi’s work within the Victorian Public Service stretches over a 19-year period beginning with a junior role within the former Department of Natural Resources and Environment, working to connect regional communities with the work of government. He has also held the role of Executive Director within the Department of Premier and Cabinet in South Australia. Jeremi continues to live in regional Victoria and offers a breadth of experience, having previously held roles as the CEO of Continuing Education Bendigo, a commissioner at a national sporting body and as a regional journalist. Premier Daniel Andrews said: I am delighted Jeremi has accepted the role of Secretary of the Department of Premier and Cabinet. 09.01.2022 Monday 30th November 2020 Keeping Clearways Clear All clearways within 20km of the CBD will tomorrow become tow-away zones as the Victorian Government works to reduce congestion on Melbourne’s busiest roads.... The change will result in 221 new tow-away zones, increasing the total to 326 across 19 metropolitan council areas, from Whittlesea in the north, Brimbank in the west, Whitehorse in the east and Kingston in the southeast. While it is illegal to leave a car in either a clearway or a tow-away zone, vehicles were previously only able to be removed if they were parked in a tow-away zone. The change will reduce congestion on Melbourne’s arterial roads, improving traffic flow and allowing emergency vehicles to reach their destinations faster during busy periods. There will be no change to penalties for parking in tow-away zones, where car owners will continue to receive a $165 fine and a charge of $361 to retrieve their vehicles. There will be no additional zones created, clearway zones will simply become tow-away zones. The change to clearway management is part of the Victorian Government’s $340 million package of measures to keep people moving on the roads, which recognises people are more likely to drive rather than catch public transport as cor Traffic volumes on Melbourne’s roads have recovered in recent weeks as eased restrictions allow greater movement, while public transport patronage continues to remain low as most people continue to work from home. The council areas with the greatest number of tow-away zones from tomorrow include Boroondara with 37, Darebin (36), Yarra (35), Maribyrnong (26), Banyule (25) and Stonnington (23). The total confirmed cases in Victoria remains at 20,345. ... This is the 27th straight day where Victoria has recorded zero daily new cases. A total of 3,544,104 test results have been received which is an increase of 12,862 since yesterday. The Victorian Government will continue to monitor the situation in South Australia and will continue to be guided by the health advice. A permit is required to enter Victoria from South Australia unless an exemption applies. Permits are available from the Service Victoria website. People who live in the previously established 70km cross-border bubble between Victoria and South Australia do not require a new permit, but they are required to use existing permits from the South Australian Government, or their drivers licence to cross the border. Those receiving or providing emergency medical care, providing or receiving emergency services or residing on a property that extends across both South Australia and Victoria are exempt from the requirement for a permit. People who have visited a SA high-risk exposure site are not allowed to visit Victoria unless an exemption is granted by the Victorian Chief Health Officer. People may make an application for an exemption. Victoria Police are monitoring and enforcing the permit system through spot checks and DHHS Authorised Officers are meeting flights at airports. In response to the South Australian outbreak, interstate truck drivers travelling to Victoria from South Australia are being asked to get tested. Testing sites have been stood up at Nhill, Dartmoor, Edenhope, Murrayville and Merbein South. The Aussie Backyard Bird Count is on again this year, running from 19 25 October.... As the name suggests, the Aussie Backyard Bird Count (ABBC) encourages community members to count and identify the birds they see within a 20 minute period in their backyard, local park or any other outdoor area. Murrindindi Shire Council has been involved in the ABBC for the past five years and we’re encouraging the community to participate over the next few days to help provide valuable data to BirdLife Australia you just need a spare 20 minutes and a keen eye for spotting some of our feathered friends! You don’t need to be an expert on birds to take part, you can ‘look up’ any birds you don’t recognise on the free ‘Aussie Backyard Bird Count’ app or website. By taking part you are helping gather valuable data for Birdlife Australia, which helps them look at trends in our bird communities and the overall health of our natural environment. It’s also a fun, safe activity that can be enjoyed by everyone. 03.01.2022 Friday 16 October 1130pm Statement from the Department of Health and Human Services Seventeen passengers arrived at Melbourne Airport tonight from New Zealand via Sydney. DHHS authorised officers do not have legal authority to detain the travellers on arrival.... Victoria has not agreed to a travel bubble arrangement with New Zealand and did not expect to receive international travellers as a result of NSW making that arrangement. The Victorian Government has made it clear to the Commonwealth that we expect NZ passengers who have not undertaken quarantine will not be permitted to board flights in Sydney bound for Melbourne.

01.01.2022 Truth masked by Minister on mandatory face coverings for regional Victoria Friday 16 October 2020 Despite the exceptionally low number of COVID-19 cases, there is no end in sight for mask wearing in regional Victoria.... Health Minister Martin Foley was pushed in State Parliament last week to provide the health evidence to support the wearing of masks in areas where there have been no cases for many weeks and in some areas, no cases at all. The minister could not supply any evidence to back this decision. State Liberal Member for Eildon, Cindy McLeish, shares the frustration of Mansfield and Murrindindi Shire residents who have had zero active COVID-19 cases for over five weeks, are still being forced to wear masks. Ms McLeish said, It’s a hot topic for people in regional Victoria. Many people have raised the issue with me personally and questioned why they have to still wear a mask. People living in the Mansfield and Murrindindi Shires have done the right thing. They have followed restrictions, flattened the curve and yet the city centric Andrews Labor Government won’t reward them with the removal of masks. We are fast approaching summer. No one wants to be wearing a mask in the heat. It will increase health risks for people and cause unnecessary discomfort, Ms McLeish concludes. Leader of The Nationals Peter Walsh who put the question to the minister said the Andrews Labor Government’s ongoing refusal to provide specific advice for regional Victoria had wreaked unnecessary emotional and financial devastation. We’re all prepared to do our part and listen to health advice to combat the spread of coronavirus, but with fines for non-compliance the rules must be transparent and supported by evidence, Mr Walsh said. I can understand the frustration for businesses and communities that still remain closed because our next steps toward COVID normal are tied to lower case numbers in Melbourne. We’re now left questioning why the Minister hasn’t bothered to seek a middle ground that protects public health while also allowing our regional communities to take safe steps towards COVID normal. Of Victoria’s 20,317 total confirmed cases of coronavirus, less than 1200 have been recorded in regional Victoria with just five current active cases in the Mitchell Shire Council area and three in Greater Shepparton.
