Permanent residents have been granted most of the same protections as Australian citizens as the coronavirus outbreak unfolds, including access to welfare, removal of waiting periods for entitlements, and access to Medicare. Saying that it is a temporary migration crisis does not, however, diminish the importance of this issue, because the vast bulk of migrants in Australia are temporary and Australia has one of the highest rates of temporary migration of any democracy. We await further announcements from the Department of Home Affairs as to how temporary visa holders in and outside of Australia will be affected by the COVID-19 pandemic. However, we can confirm the following information:... Inbound travel restriction exemptions: The following classes of people may apply for a travel exemption to Australia: - NZ citizens usually resident in Australia; - Immediate family members of Australian citizen or permanent resident; and - Transiting travellers. Additional exemptions may be applied for: - Foreign nationals travelling at the invitation of the Australian Commonwealth Government for the purpose of assisting in the COVID-19 response or whose entry would be in the national interest; - Critical medical services, including air ambulance and delivery of supplies, that regularly arrive into Australia from international ports; - Persons with critical skills (for example, medical specialists, engineers, marine pilots and crews) by exception; - Diplomats accredited to Australia and currently resident in Australia, and their immediate family; and - Case-by-case exceptions may also be granted for humanitarian or compassionate reasons. Student visa holders: Arrangements are being made to relax the 40 hour per fortnight work restrictions for student visa holders in specific sectors. 08.01.2022 UPDATE: The Morrison Government has announced today the suspension of its extradition treaty with Hong Kong, and is now offering Hong Kong citizens or residents currently in Australia on student or temporary work visas the ability to extend their visas for five years, offering a pathway to permanent residency. Hong Kong residents who already have a visa but are outside the country, including 2300 students, will also be eligible for the extension. Up to 1000 working holidaymakers will not be eligible but can apply through the humanitarian or skills streams.
