25.01.2022 With a $425m capital raising announced yesterday, the rare earths miner is ready to push ahead with building a cracking and leaching plant here. That will see about 500 jobs created in a market where a skills shortage threatens to bite. Sourced from The West Australian: Lynas Corporation boss Amanda Lacaze says she is confident the company can meet a demanding timeline to build its new $500 million processing plant in Kalgoorlie despite a looming skills shortage in WA’s resou...rces sector. The rare earths producer needs to have its proposed cracking and leaching plant in the Goldfields town in production by mid-2023 when the company must stop that component of its operations in Malaysia. Lynas is being forced to phase out cracking and leaching at its Malaysian plant because of health, safety and environmental concerns over the naturally occurring, low-level radioactive waste it emits. Yesterday, Lynas flagged a $425m rights issue to help fund the project, which will take ore from its Mt Weld mine near Laverton and produce a mixed rare earths carbonate, which will be sent to its existing Malaysian facility for further processing. The Kalgoorlie plant is expected to create 500 jobs during its construction and boost the company’s Goldfields-based permanent staff to more than 100. Lynas has begun awarding contracts for the plant as WA Chamber of Minerals and Energy modelling released last week showed the State would need an extra 8049 workers in the next 12-18 months. The additional workforce requirement comes amid WA’s COVID-19 hard border closure which makes it difficult for companies to secure workers from interstate and overseas. But Ms Lacaze said she did not see labour shortages affecting the plant’s construction timeline given Lynas’ plan to give packages of work to mid-sized companies and its preference for a residential-based workforce. We’re not talking about trying to build a big additional FIFO workforce, she said. This is about adding value to Australian resources, it’s about Australian jobs and it’s about preferencing local and mid-sized firms as we move through into the construction phase. Ms Lacaze was speaking after the company posted a full-year net loss of $19.4m in a period marked by softer prices and demand for its products and enforced COVID-related shutdowns of its Malaysian plant. Some of the cash raised in the fully underwritten rights issue, priced at a discounted $2.30 a share, will be used for associated upgrades to its plant in Malaysia. Ms Lacaze said she was very pleased with the initial response to the offer, with the company set to update the market tomorrow. The company’s Malaysian plant is operating at 75 per cent capacity, which Ms Lacaze said enabled the company to meet market demand without creating supply-side pressure.
