As indicated by the Australian Medical Association WA in todays newspaper, evidence shows that the best time to vaccinate for i...nfluenza is during May and early June to maximize protection during peak influenza season. WA providers are encouraged to recommend delaying influenza vaccination until during May and early June. Influenza vaccine distribution was aligned with that of other jurisdictions to ensure WA providers had access to vaccines at the same time as the rest of Australia. As WA brought forward distribution of influenza vaccines to early April, some influenza vaccine stock has been exhausted temporarily. Distribution of the Fluad trivalent influenza vaccine for ages 65 years and over is temporarily delayed. Another large shipment is due to arrive in our warehouse early next week and ample stock should be available to fulfil further orders and subsequent deliveries in time for the key period to administer influenza vaccinations which is still a number of weeks away. If your recent order has particular products missing when it arrives, please be assured we are working to ensure supply in your next routine delivery. 06.01.2022 This is our WA COVID-19 update for Monday 23 March 2020. Today's update includes information on new COVID clinics and new measures announced overnight. Our regu...lar public updates include up-to-date information, current advice and tips on how to better protect yourself. It is important people are well informed on the virus, so as new information or advice becomes available we will share it. ---- - Current cases - With around 450 additional tests completed since yesterday's update, there have been 20 additional cases of COVID-19 detected in Western Australia. Seven of these cases relate to people who had travelled on cruise ships, including six from the Ruby Princess who returned to WA via Sydney, and one from the Ovation of the Seas. The remainder of todays new cases are being investigated to determine the source. All new cases are in the Perth metropolitan area, with no addition to the four cases previously reported in regional WA. You may have noticed that the graphic we publish with this post has changed to include "unknown sources" in place of "confirmed community transmission". This reflects the national classification of cases from unknown sources, of which Western Australia has had two. Both cases from "unknown sources" in WA relate to people who were in close contact with someone who had been overseas, but those contacts tested negative to COVID-19 themselves. Weve now completed around 10,000 tests in Western Australia, with more than 1,200 from regional areas. The tests have uncovered 140 confirmed cases, the remaining tests all returning negative results. Among the total cases there are currently 12 patients being treated in Perth hospitals. Of the confirmed cases, six patients have now fully recovered. ---- - Testing - Our testing criteria have been agreed to as part of a national regime, but with growing community concern about COVID-19, the Minister for Health has asked the Department of Health to investigate a new testing regime with broader criteria. The Department is now urgently auditing supplies including swabs and PPE to determine exactly how far the regime can be extended. It's important to ensure the testing criteria allows enough testing of high-risk patients to occur at the height of the expected pandemic. COVID-19 testing in WA will only be available to individuals who: 1. Have fever (temperature of 37.5 deg or above) or respiratory illness AND 2. Can provide evidence of: Recent overseas travel (for example, airline ticket or passport stamp) OR Close contact with a confirmed COVID-19 case OR Are a health or aged care worker, with direct patient contact. All COVID-19 testing in the metropolitan area will be performed only at COVID clinics, which are operational between the hours of 8am-8pm, 7 days a week. - COVID clinics - Four COVID clinics are now operational in the Perth metropolitan region, with an additional three opening this week. The clinics now open are based at Royal Perth Hospital (Ground Floor, Ainslie House, 48 Murray Street), Fiona Stanley Hospital (Allied Health 2, Gymnasiums, East End, Bedbrook Row), Sir Charles Gairdner Hospital (C Block, Hospital Avenue) and Armadale Health Service (Ground Floor, 3056 Albany Highway, Mount Nasura). Three further clinics are opening this week: OPENS TOMORROW: Rockingham COVID Clinic - Rockingham General Hospital, Elanora Drive, Cooloongup (Take the first road entrance to the hospital and follow the signs) OPENS WEDNESDAY: Midland COVID Clinic: Front of St John of God Midland Hospital (access only via Yelverton Drive) Joondalup COVID Clinic: Ground floor Joondalup Hospital (Car park P4, Regents Park Road - Enter via outside walkway between Specialist Medical West and Physiotherapy Department) Additionally, a COVID-19 clinic is operating in Bunbury and is open from 10am - 4pm every day. It is based at the Bunbury Health Campus (Corner Bussell Highway And Robertson Drive). In other regional areas, people should go to a public hospital, health service or remote health clinic. Please call ahead if you are concerned that you have contracted COVID-19. Patients at COVID-19 clinics are required to bring proof of recent travel or identify the confirmed case they have been in contact with. Patients will be screened and where appropriate tested, provided with appropriate information and referred for further medical treatment if necessary. If people do not meet the criteria they will not be tested. Those individuals who are tested and well enough, will be asked to self-isolate while they await test results. Anyone who is confirmed to have COVID-19, who does not require hospitalisation will be required to stay in self-isolation as instructed by the public health team. It is also extremely important that people who are unwell and are concerned they have COVID-19 should immediately self-isolate and then seek further medical advice. ---- RESTRICTIONS Stage 1 of new restrictions on social gatherings is now in place. We need to expect that these restrictions could be in place for at least six months and will be reviewed regularly. The following facilities will need to close: - Pubs, bars and registered and licenced clubs - Gyms and indoor sporting venues - Cinemas, entertainment venues, and casinos - Cultural institutions including libraries, museums, art galleries - Funerals in enclosed spaces. Excludes very small groups and where the 1 person per 4 square metre of floor space rule applies - Large religious gatherings and places of worship Restaurants and cafes will be restricted to takeaway and home delivery. This is regrettable and very, very sad. I feel terrible about this. Coming to this decision, with the Prime Minister and other State Leaders, was not something that I wanted to be doing - but it is necessary to protect us all. If we dont go down this path, more and more people will be infected with COVID-19 and it will risk putting significant pressure on our health system. This is about saving lives. Its as simple as that. Unfortunately it means devastation for many businesses and their employees. My heart goes out to those people, who have built up their businesses from scratch and now have had their whole lives turned upside down, because of a virus we had never heard of just a couple months ago. This stage of restrictions will change the Western Australian life as we know it and we might need to go further. Stage two of restrictions, if we need to go down that path, will be more extreme and impact our lives even more. ---- - New strict WA border controls and self-isolation measures - Yesterday, we announced new restrictions and arrival requirements to travel to Western Australia from other Australian States and Territories in response to COVID-19. We have come to this decision after wide consultation, and to ensure the new border controls do not impact essential services, essential workers and the delivery of goods and services to our State. From 1.30pm on Tuesday, 24 March, Western Australia will implement strict border controls for all access points by road, rail, air and sea. Unless exempted, arrivals from interstate WILL be ordered to self-isolate for 14 days. This will be enacted through a formal declaration under the Emergency Management Act. Exemptions will apply to essential services and essential workers, including health and emergency services, defence and policing, mining and resources industry workforces, flight crews and freight of essential goods, via ports and trucks with strict guidelines in place to monitor and manage this. There will also be exemptions granted on compassionate grounds and where people live near border communities. Arrivals will have to show they meet the essential arrival criteria to be granted an exemption. Enforcement of the border restrictions will be rolled out with checkpoint stops. This new direction will be enforceable by law with penalties of up to $50,000 for individuals. These new border controls are all about reducing the spread of COVID-19 in WA. We are also investigating other premises which could be used to accommodate people who are under self-isolation and cannot be in their family home or normal residence for various reasons, or do not take self-isolation seriously. These premises could be in hotels. Rottnest Island is also being explored as a possible place for self-isolation accommodation. Similar options are already being undertaken in other jurisdictions including NSW. ---- - Travel advice - Australias borders are now closed to everyone except for Australian residents, citizens and their family members. Australians are now advised NOT to travel overseas. Level four advice is now in place for EVERY overseas country, this is the first time this has ever happened. The Department of Foreign Affairs and Trade is also advising all Australians overseas who intend to come home to do so immediately. Western Australians should only travel interstate if it is absolutely essential. Restrictions have been placed on travel to WA's remote Aboriginal communities, who are especially vulnerable. International cruise ships will also be banned from docking in Australia for at least 30 days. Anyone entering or returning to Australia from overseas are required to self-isolate for 14 days after arrival. They are required to go straight to their home or accommodation and remain there for the full 14 day period, with the exception of seeking medical assistance if necessary. Western Australians who are aware of someone breaching a requirement to self-isolate - please contact Crime Stoppers on 1800 333 000 or WA Police on 131 444. ---- - New hospital visiting hours - Restrictions on visitors at WA public hospitals have been tightened to better protect patients and staff. - Children under 16 will not be able to visit patients - Visiting hours and visitor numbers will be reduced - Confirmed COVID-19 adult inpatients and COVID-19 inpatients under investigation will not be allowed visitors - Anyone exhibiting symptoms of COVID-19, or in self-isolation, will not be able to visit patients These new rules are now in effect. ---- - Elective surgery - Only urgent Category 1 elective surgery cases, which are treated as cases with the potential to become an emergency, will be continued in WA hospitals. No further bookings for Category 2 and 3 elective surgery, procedures and routine community dental services will be made at WA hospitals. As of Tuesday, 24 March 2020 all category 3 elective surgery and procedures will be cancelled while booked Category 2 patients will be reviewed by hospitals and treating clinicians, and if deemed urgent can proceed. Reducing elective surgery will help preserve face masks and other vital personal protective equipment. This is essential to protect health staff from infection when testing or treating confirmed cases. ---- - Schools - Last night, National Cabinet agreed, based on the consensus expert medical advice from the country's chief health professionals that children should continue to go to school. Closing schools is a last resort, but we know many parents are concerned and want to keep their children home. For that reason, we are relaxing the law to provide parents with choice - if parents decide to not send their kids to school, we will not enforce the law that requires you to do so. BUT if parents do decide to keep their children home, parents MUST abide by all other laws, including all new social distances rules that have been introduced. If you decide to keep your kids at home, they need to stay home. Having kids seeing their friends, or hanging out at the shops, or being looked after by elderly grandparents will all make the situation far worse than having them at school. WA Schools will remain open through to the end of the current school term, which is just under three weeks away. Many non-government schools will provide access to online and distance learning. In the public system, we will provide access to resources for parents and students, so they have the option to continue with an education program for the remainder of the term, if parents choose to keep their kids home. The Western Australian health system and our hospitals are very well prepared to manage infectious disease situations and have well established systems and processes in place. The WA Governments Pandemic Plan has been updated to respond to COVID-19, and it is now publically available. You can see the plan for yourself at https://www.wa.gov.au/covid19 under WA Government Response. The State Government is taking this very seriously and we need to be prepared for a pandemic. Every action we take and decision we make is to protect Western Australians. We have already taken action with a suite of measures to prepare the State for the possibility of a pandemic. It is important that we remain calm and use common sense. The best thing we can do to protect ourselves is quality personal hygiene and exercise social distancing by avoiding unnecessary personal contact. That includes covering coughs and sneezes, washing hands often with soap or sanitiser, staying home from work or school if unwell, avoiding shaking hands or hugging, and maintaining distance from others in public. Please also continue to follow the advice of authorities and doctors - anyone who is instructed to self-isolate must take the order seriously, stay home and not put others at risk.
