20.01.2022 The harsh reality of the COVID-19 pandemic is that while overall crime statistics reduced in recent months, there was one glaring exception - family and domesti...c violence. Today I joined Premier Mark McGowan and sector leaders to announce that we are investing more than $28 million in a comprehensive package of family and domestic violence support services as part of the WA Recovery Plan. The package includes: $8.6 million for 23 additional outreach workers to support women and children experiencing family and domestic violence $6.7 million to bolster the State's family and domestic violence response teams that assist individuals and families following a police call-out $4 million to double the capacity of the women's refuges under construction in Peel and Kwinana $123,000 for a job retraining pilot for women in refuges; and $1.1 million for counselling, advocacy and support services. This significant investment is underpinned by the McGowan Government's new long-term strategy to reduce family and domestic violence across Western Australia. Thanks to the Women's Council for Domestic & Family Violence Services - WA's Anne Moore and Stopping Family Violence CEO Damian Green for helping to launch 'Path to Safety: Western Australia's strategy to reduce family and domestic violence 2020-2030'. Responding to family and domestic violence in the community is key to WA’s social recovery from this challenging period.

09.01.2022 Family and domestic violence is a scourge on our community, and it is essential that our laws work to protect victims and reduce rates of violence in our State.... I’m proud to say that our Bill to reform Western Australia’s family violence laws passed State Parliament overnight. It represents the most comprehensive family violence law reform package ever introduced in Western Australia. Our understanding of family and domestic violence is continuing to evolve, and these changes will help our laws keep pace. One of the key changes is a new specific criminal offence for suffocation and strangulation, which we now know is an important risk factor in the context of family violence. We know that a female victim of strangulation is seven times more likely to be the victim of homicide, compared to other family violence victims. The legislation also includes a new specific offence for persistent family violence, in recognition of the reality of family violence for many victims, where the perpetrator commits persistent and ongoing acts of violence against them. We are also enabling courts to declare a person a serial family violence offender, which will make it easier for the courts and police to identify such an offender and mitigate against the risk of reoffending. Other changes include new aggravated penalties for offences that commonly occur in family violence circumstances, making it easier for evidence of family violence to be introduced in criminal trials and requiring police to record every family violence incident. These reforms are the result of years of hard work from our State’s first ever Minister for Prevention of Family and Domestic Violence, Simone McGurk MLA, and our Attorney General John Quigley. Over the past three years, our Government has shown our commitment to stopping family violence and changing the story for victims with a series of legislative reforms. These reforms are a vitally important change for Western Australia, and they will help to save lives. But I can promise you now our Government will not stop working to reduce the unacceptably high rates of family and domestic violence in the community.

Women earn 24% less than men and a significant amount of WA women lack financial confidence and skill (statistics from source Financial Toolbox www.financialtoolbox.org.au). 03.01.2022 One of the biggest myths about family and domestic violence is that if a woman hasn't left an abusive situation, then perhaps the situation isn't all that bad. This is not true. Many women experiencing abuse do not leave out of fear for their own safety, the safety of their children, or of their pets. There are sometimes practical concerns that women have to worry about, like finances and housing. 02.01.2022 Western Australia’s first Common Ground has found a home. Today I was joined by The University of Western Australia's Paul Flatau and Perth MP John Carey to ...announce that we have secured a site at the corner of Hill and Wellington streets, in central Perth. The Common Ground model offers safe, affordable and permanent housing to people who are experiencing chronic homelessness, sleeping rough or at risk of becoming homeless. But it is not just a building - a range of supports will be built in to the facility, to give residents the best possible chance of maintaining their tenancy and getting their lives back on track. These supports are the cornerstone of the McGowan Government’s shift towards a Housing First approach to addressing homelessness in the community. Services will be located on site for people who may need employment assistance, have mental health issues or require medical referrals and expertise. By supporting residents to build independence and improve their lives, this project will go a long way to breaking the cycle of homelessness in the CBD. The evidence from Common Grounds in other cities tells us that it will also significantly reduce the amount of services required, delivering savings to taxpayers. This State Government is investing $35 million in two Common Grounds. We are doing what previous governments did not - record new investment in housing and homelessness services, and committing to doing things differently to get people off the streets for good.
