24.01.2022 GREAT NEWS FOR INTERNATIONAL STUDENTS: The Morrison Government is making a number of changes to student visa arrangements to ensure Australia remains a priority destination for international students as we emerge from the COVID-19 pandemic. These five visa changes will ensure international students are not worse off due to the coronavirus pandemic and that Australia remains competitive with other countries.... The changes include: The Government will recommence granting student visas in all locations lodgedoutside Australia. This means when borders re-open, students will already have visas and be able to make arrangements to travel. International students will be able to lodge a further student visa application free of charge, if they are unable to complete their studies within their original visa validity due to COVID-19. Current student visa holders studying online outside Australia due to COVID-19 will be able to use that study to count towards the Australian study requirement for a post-study work visa. Graduates who held a student visa will be eligible to apply for a post-study work visa outside Australia if they are unable to return due to COVID-19. Additional time will be given for applicants to provide English language results where COVID-19 has disrupted access to these services. 21.01.2022 This is our WA COVID-19 update for Wednesday 25 March 2020. Today's update includes information on new COVID clinics, further social distancing measures, and ne...w liquor restrictions. Our regular public updates include up-to-date information, current advice and tips on how to better protect yourself. It is important people are well informed on the virus, so as new information or advice becomes available we will share it. ---- - Current cases - With around 400 additional tests completed since yesterday's update, there have been 30 additional cases of COVID-19 detected in Western Australia. Eight of these new cases have come from regional Western Australia. Four cases are from the Southwest, with one new case in the Kimberley, Wheatbelt, Pilbara and Great Southern. The Department is in the process of interviewing these new cases to determine their travel history and to identify their close contacts. Of these 30 cases five are passengers from cruise ships. Of these five cases, one is from the Ruby Princess, one is from the Celebrity Solstice, two are from the Mediterranean Costa and one is from Voyager of the Seas. Travel history for other confirmed cases includes UK, Spain and Central America To date, 10,783 Western Australians have tested negative for COVID-19 1,400 of these are from regional WA. Among the total cases there are currently 11 patients being treated in Perth hospitals. Of the confirmed cases, six patients have been confirmed to have recovered. ---- - Temporary liquor restrictions now in effect - Alcohol-related issues take up an enormous amount of resources in our health system, something we simply cannot afford to spare during the COVID-19 situation. In consultation with the WA Police Commissioner, weve introduced new temporary restrictions on takeaway alcohol across the State. The new restrictions are now in effect. Initially they have been introduced for a two-week period, and will be extended or altered at any time if necessary. Existing takeaway restrictions in particular communities will remain in place. Under the changes, takeaway alcohol will be limited to the following amounts, per customer, each day: one carton of beer, cider or pre-mixed spirits; or three bottles of wine; or one litre of spirits; or one litre of fortified wine; or A combination of any two of the above (but not a combination of two of the same product). These restrictions are not intended to stop people from having a responsible drink. They are temporary and sensible measures that will help ensure our State is in a strong position to respond to COVID-19. ---- - Testing - The COVID-19 testing regime is being expanded to protect vulnerable communities, understand and identify community transmission and identify more individual cases. More details will be available shortly, however at this stage the criteria for testing at COVID clinics has not changed. It's important to ensure the testing criteria allows enough testing of high-risk patients to occur at the height of the expected pandemic. COVID-19 testing at COVID clinics is only available to individuals who: 1. Have fever (temperature of 37.5 deg or above) or respiratory illness AND 2. Can provide evidence of: Recent overseas travel (for example, airline ticket or passport stamp) OR Close contact with a confirmed COVID-19 case OR Are a health care worker, aged care worker, with direct patient contact OR a WA police officer. ---- - COVID clinics - Five COVID clinics are now operational in the Perth metropolitan region, with an additional two opening tomorrow. All metropolitan area COVID clinics are operational between the hours of 8am-8pm, 7 days a week. The clinics now open are based: Royal Perth Hospital (Ground Floor, Ainslie House, 48 Murray Street) Fiona Stanley Hospital (Allied Health 2, Gymnasiums, East End, Bedbrook Row) Sir Charles Gairdner Hospital (C Block, Hospital Avenue) Armadale Health Service (Ground Floor, 3056 Albany Highway, Mount Nasura) Rockingham General Hospital (Elanora Drive, Cooloongup) Midland COVID Clinic: Front of St John of God Midland Hospital (access only via Yelverton Drive) Joondalup COVID Clinic: Ground floor Joondalup Hospital (Car park P4, Regents Park Road - Enter via outside walkway between Specialist Medical West and Physiotherapy Department) Additionally, a COVID-19 clinic is operating in Bunbury and is open from 10am - 4pm every day. It is based at the Bunbury Health Campus (Corner Bussell Highway And Robertson Drive). In other regional areas, people should go to a public hospital, health service or remote health clinic. Please call ahead if you are concerned that you have contracted COVID-19. Patients at COVID-19 clinics are required to bring proof of recent travel or identify the confirmed case they have been in contact with. Patients will be screened and where appropriate tested, provided with appropriate information and referred for further medical treatment if necessary. If people do not meet the criteria they will not be tested. Those individuals who are tested and well enough, will be asked to self-isolate while they await test results. Anyone who is confirmed to have COVID-19, who does not require hospitalisation will be required to stay in self-isolation as instructed by the public health team. It is also extremely important that people who are unwell and are concerned they have COVID-19 should immediately self-isolate and then seek further medical advice. ---- - Further restrictions on social gatherings - If we want to slow the spread of the virus, social distancing is the key. Drastic measures had already been put in place, particularly with the closure of a wide range of venues earlier this week. However, there have still been far too many Australians ignoring the advice and congregating in groups and putting each other, and the entire community, at risk. Last night, National Cabinet agreed to new and enhanced social distancing measures, building on the existing measures that are in place. The following activities and venues are now prohibited: - Auction houses, real estate auctions and open house inspections (private appointments for inspections allowed) - Beauty therapy, tanning waxing, nail salons, tattoo parlours - Spas and massage parlours - Hairdressers and barber shops (limited to 30 minute appointments) - Cafes, restaurants and food courts (restricted to takeaway and home delivery only) - Pubs, bars and nightclubs - Casinos, gaming and gambling venues - Adult entertainment venues - Concert venues, theatres, arenas, auditoriums, stadiums and cinemas - Amusement parks and arcades - Play centres (indoor and outdoor) - Community and recreation centres (except for hosting essential voluntary or public services, such as food banks or homeless services) - Health clubs, fitness centres, yoga, barre and spin facilities, saunas, bathhouses and wellness centres - Boot camps, personal training operating outside and inside (outdoor events limited to groups of no more than 10 people) - Social sporting-based activities - Swimming pools - Galleries, museums, national institutions and historic sites - Libraries, community centres, and youth centres - Local government non-essential facilities and services (such as libraries and pools) - Community facilities (such as community halls, clubs, RSLs, PCYCs); - Places of worship - Weddings (maximum attendance of 5 people) - Funerals (maximum attendance of 10 people) It's also very important that we minimise all unnecessary contact with others - that means that: - Continuing social distancing - keeping 1.5m away from others wherever possible - Avoiding unnecessary physical contact - Stay home - especially if you are sick - Avoid having gatherings, even at home, of more than a few people We can get through this - but we need to work together. Everyone doing their part will make a huge difference in the fight to stop the spread of COVID-19. These are extreme, and incredibly difficult times - thank you to everyone doing their duty and doing the right thing. ---- - New strict WA border controls - As of 1:30pm yesterday, strict restrictions are now in place for anyone entering Western Australia by any access point by road, rail, air and sea. Unless exempted, arrivals from interstate are ordered to self-isolate for 14 days. This is a simple message: If you were looking to come to Western Australia for a holiday - don't. And if you're a West Aussie coming home - make sure you are prepared to self-isolate for 14 days. Exemptions will apply to essential services and essential workers, including health and emergency services, defence and policing, mining and resources industry workforces, flight crews and freight of essential goods, via ports and trucks with strict guidelines in place to monitor and manage this. There will also be exemptions granted on compassionate grounds and where people live near border communities. Arrivals will have to show they meet the essential arrival criteria to be granted an exemption. Enforcement of the border restrictions will be rolled out with checkpoint stops. This new direction will be enforceable by law with penalties of up to $50,000 for individuals. ---- - Disability Services COVID-19 response - The Department of Communities has adopted a whole-of-sector approach to managing and responding to the COVID-19 pandemic in WA. Communities has established an Incident Management Team to lead its response to COVID-19 , this team is coordinating a response at a whole-of- Communities level so that the Department can continue to effectively provide services to the people it supports, including people with disability. Senior representatives from the NDIA, disability service providers, advocacy bodies and Communities met on 13 March and 19 March 2020 to identify priorities, including lines of communication for service providers and people with disability. Sub-working groups have been established to develop responses to a number of critical issues including access to PPE and workforce capacity. Meetings of relevant stakeholders will continue to occur for the foreseeable future. Individuals who have not yet transitioned to the Australia-wide NDIS are still connected to Communities directly, through their disability sector organisation, or a Communities Local Coordinator. In line with current advice, Local Coordinators are minimising contact with individuals, families and carers, and where possible will be limiting communication to telephone rather than face-to-face meetings. Where individual plans are due to expire, additional temporary or short-term funding is being applied to ensure continuity of supports. Local Coordinators are the key point of contact for individuals, families and carers regarding disability-related supports, particularly when circumstances arise that impact on their needs, such as reduced availability of supports. Further, where recent contact has not already occurred, Local Coordinators is initiating contact with individuals (and/or their families and carers) to check on wellbeing, with a particular focus on those with complex support needs. ---- - Travel - The Federal Government has now put in place a 'do not travel' ban on Australians travelling overseas. This is in addition to the Level 4 - Do Not Travel advice. Exemptions include for those citizens ordinarily resident overseas, where travel is essential or necessary, where travel is in our national interest, and on compassionate and humanitarian grounds. The Department of Foreign Affairs and Trade is also advising all Australians overseas who intend to come home to do so immediately. Western Australians should only travel interstate if it is absolutely essential. Restrictions have been placed on travel to WA's remote Aboriginal communities, who are especially vulnerable. International cruise ships will also be banned from docking in Australia for at least 30 days. Anyone entering or returning to Australia from overseas are required to self-isolate for 14 days after arrival. They are required to go straight to their home or accommodation and remain there for the full 14 day period, with the exception of seeking medical assistance if necessary. Western Australians who are aware of someone breaching a requirement to self-isolate - please contact Crime Stoppers on 1800 333 000 or WA Police on 131 444. ---- - Elective surgery - Only urgent Category 1 elective surgery cases, which are treated as cases with the potential to become an emergency, will be continued in WA hospitals. No further bookings for Category 2 and 3 elective surgery, procedures and routine community dental services will be made at WA hospitals. As of today, all Category 3 elective surgery and procedures will be cancelled while booked Category 2 patients will be reviewed by hospitals and treating clinicians, and if deemed urgent can proceed. Reducing elective surgery will help preserve face masks and other vital personal protective equipment. This is essential to protect health staff from infection when testing or treating confirmed cases. ---- We are preparing and taking every precaution to protect Western Australia from COVID-19. The Western Australian health system and our hospitals are very well prepared to manage infectious disease situations and have well established systems and processes in place. The WA Governments Pandemic Plan has been updated to respond to COVID-19, and is publically available. You can see the plan for yourself at https://www.wa.gov.au/covid19 under WA Government Response. The State Government is taking this very seriously and we need to be prepared for a pandemic. Every action we take and decision we make is to protect Western Australians. We have already taken action with a suite of measures to prepare the State for the possibility of a pandemic. It is important that we all continue remain calm and use common sense. The best thing we can do to protect ourselves is quality personal hygiene and exercise social distancing by avoiding unnecessary personal contact. That includes covering coughs and sneezes, washing hands often with soap or sanitiser, staying home from work or school if unwell, avoiding shaking hands or hugging, and maintaining distance from others in public. Please also continue to follow the advice of authorities and doctors - anyone who is instructed to self-isolate must take the order seriously, stay home and not put others at risk. It is important people are well informed on the virus, so as new information or advice becomes available we will share it. ---- - Current cases - With around 400 additional tests completed since yesterday's update, there have been 35 additional cases of COVID-19 detected in Western Australia. 12 of these cases relate to people who had travelled on cruise ships, including eight from the Ruby Princess who returned to WA via Sydney (for a total of 14), and four from the Ovation of the Seas (for a total of five). Overseas travel has been confirmed for a further seven cases, including the UK, United Arab Emirates, Netherlands, New Zealand and Mauritius. The Department of Health is interviewing the remaining new cases to determine travel history and trace close contacts. The remainder of todays new cases are being investigated to determine the source. Five of the new cases were from regional WA two from the Kimberley and the one each from the Midwest, Wheatbelt and Great Southern regions. The remaining 30 cases were from the Perth metropolitan area. Weve now completed over 10,000 tests in Western Australia, with more than 1,300 from regional areas. Coming to this decision, with the Prime Minister and other State Leaders, was not something that I wanted to be doing - but it is necessary to protect us all. If we dont go down this path, more and more people will be infected with COVID-19 and it will risk putting significant pressure on our health system. This is about saving lives. Its as simple as that. Unfortunately it means devastation for many businesses and their employees. My heart goes out to those people, who have built up their businesses from scratch and now have had their whole lives turned upside down, because of a virus we had never heard of just a couple months ago. This stage of restrictions will change the Western Australian life as we know it and we might need to go further. This new direction will be enforceable by law with penalties of up to $50,000 for individuals. ---- - Travel - Australias borders are closed to everyone except for Australian residents, citizens and their family members. Australians are now advised NOT to travel overseas. Level four advice is now in place for EVERY overseas country, this is the first time this has ever happened. The Department of Foreign Affairs and Trade is also advising all Australians overseas who intend to come home to do so immediately. Western Australians should only travel interstate if it is absolutely essential. Restrictions have been placed on travel to WA's remote Aboriginal communities, who are especially vulnerable. International cruise ships will also be banned from docking in Australia for at least 30 days. Anyone entering or returning to Australia from overseas are required to self-isolate for 14 days after arrival. They are required to go straight to their home or accommodation and remain there for the full 14 day period, with the exception of seeking medical assistance if necessary. No further bookings for Category 2 and 3 elective surgery, procedures and routine community dental services will be made at WA hospitals. As of today, all Category 3 elective surgery and procedures will be cancelled while booked Category 2 patients will be reviewed by hospitals and treating clinicians, and if deemed urgent can proceed. Reducing elective surgery will help preserve face masks and other vital personal protective equipment.
